The matters other than those that are of the domain of the law have a regulatory character. The texts
of legislative form intervening in these matters may be modified by decree taken after the opinion of
the High Constitutional Court.
Those of these texts that would intervene after the entry into force of this Constitution may only be
modified by decree if the High Constitutional Court has declared that they have a regulatory
character in virtue of the preceding paragraph.
