Work and professional training are, for all citizens, a right and a duty.
Access to the public functions is open to all citizens without other conditions that those of capacity
and aptitude.
Nevertheless, the recruitment in the public function may be accompanied by contingencies per
circumscription for a time period for which the duration and the modalities will be determined by the
law.
