The Decentralized Territorial Collectivities of the Republic are the Communes, the Regions and the
Provinces.
The creation and the delimitation of the Decentralized Territorial Collectivities must respond to the
criteria of geographic, economic, social and cultural homogeneity. They are decided by the law.
