The Prime Minister presides over the Council of the Government.
In the Council of the Government:
1° he establishes the program for the implementation of the general policy of the State and orders
the measures to be taken to assure execution of it;
2° he exercises the other attributions for which the consultation of the Government is obligatory by
virtue of this Constitution and of particular laws;
3° he decides on the measures of implementation of the national programs of economic and social
development, as well as on that of the territorial development, in collaboration with the
authorities of the Decentralized Territorial Collectivities.
