Following resignation, abandonment of the power in whatever form that may be, death, permanent
incapacity or declared forfeiture, the vacancy of the Presidency of the Republic is declared by the
High Constitutional Court.
From the declaration of the vacancy of the Presidency, the functions of the Head of State are
exercised by the President of the Senate.
In the case of impediment of the President of the Senate declared by the High Constitutional Court,
the functions of Head of the State are exercised jointly by the Government.
