Raising of loans by the Government

(1) A loan may be raised by the Government under the authority of an Act of Parliament and not otherwise. (2) Parliament may, in the Act authorizing the raising of a loan or by any other Act, appropriate the proceeds of the loan for specific purposes and authorize the payment of such proceeds out of the Consolidated Fund for such purposes.
