Official source95d. In relation to the State of Sabah or Sarawak, Clause (4) of
of that Article enable Parliament to make laws with respect to
any of the matters mentioned in Clause (4) of that Article.
Exclusion of States of Sabah and Sarawak from national plans
for land utilization, local government, development, etc.
