(1) Subject to Sub-Article (2), the presence of a majority of the total number of
members of the National Council as required by Article 69, shall be necessary
to constitute a meeting of the National Council for the exercise of its powers
and the performance of its functions when any voting is required.
(2) The presence of at least a third of the total number of members of the National
Council as required by Article 69, shall be sufficient to constitute a meeting
of the National Council when no voting on any matter is required.
