ake laws with respect to any matter within its legislative competence and correct any defects in existing laws; and pose corruption, inefficiency or waste in the execution or administration of laws within its legislative competence and in the disbursement or administrati nds appropriated by it. For the purposes of any investigation under section 88 of this Constitutional and subject to the provisions thereof, the Senate or the House of sentatives or a committee appointed in accordance with section 62 of this Constitution shall have power to - ocure all such evidence, written or oral, direct or circumstantial, as it may think necessary or desirable, and examine all persons as witnesses whose eviden be material or relevant to the subject matter; quire such evidence to be given on oath; mmon any person in Nigeria to give evidence at any place or produce any document or other thing in his possession or under his control, and examine him witness and require him to produce any document or other thing in his possession or under his control, subject to all just exceptions; and sue a warrant to compel the attendance of any person who, after having been summoned to attend, fails, refuses or neglects to do so and does not excuse su e, refusal or neglect to the satisfaction of the House or the committee in question, and order him to pay all costs which may have been occasioned in elling his attendance or by reason of his failure, refusal or neglect to obey the summons, and also to impose such fine as may be prescribed for any such e, refused or neglect; and any fine so imposed shall be recoverable in the same manner as a fine imposed by a court of law. summons or warrant issued under this section may be served or executed by any member of the Nigeria Police Force or by any person authorised in that f by the President of the Senate or the Speaker of the House of Representatives, as the case may require. Back to Page One Part II House of Assembly of a State A - Composition and Staff of House of Assembly 90. There shall be a House of Assembly for each of the States of the Federation. 91. Subject to the provisions of this Constitution, a House of Assembly of a State shall consist of three or four times the number of seats which that State has in the House of Representatives divided in a way to reflect, as far as possible nearly equal population: Provided that a House of Assembly of a State shall consist of not less than twenty-four and not more than forty members. 92. (1) There shall be a Speaker and a Deputy Speaker of a House of Assembly who shall be elected by the members of the House from among themselves. (2) The Speaker or Deputy Speaker of the House of Assembly shall vacate his office - (a) if he ceases to be a member of the House of Assembly otherwise than by reason of the dissolution of the House; (b) When the House first sits after any dissolution of House; or (c) if he is removed from office by a resolution of House of Assembly by the votes of not less than two-third majority of the members of the House. 93. There shall be a Clerk to a House of Assembly and such other staff as may be prescribed by a Law enacted by the House of
