Article 13 Protection of freedom of assembly and association (1) Persons have the right to assemble and associate peaceably and to form or belong to trade unions or other associations. (2) Except with his consent, no person shall be hindered in the enjoyment of a right referred to in clause (1) of this Article. (3) Nothing contained in or done under the authority of any law shall be held to be inconsistent with, or in contravention of, the provisions of this Article to the extent that that law makes provision that is reasonably required: (a) in the interests of defence, public safety, public order, public morality or public health; or (b) for protecting the rights and freedoms of other persons.
