Official source1. Podstawową jednostką samorządu terytorialnego jest gmina.
2. Inne jednostki samorządu regionalnego albo lokalnego i regio-
nalnego określa ustawa.
3. Gmina wykonuje wszystkie zadania samorządu terytorialne-
go nie zastrzeżone dla innych jednostek samorządu terytorialnego.
