Provision text
Official source(1) The State has the duty to establish
special measures facilitating the
education of persons with disabilities.
(2) The State also has the duty, within its
means, to undertake special actions
aimed at the welfare of persons with
disabilities.
(3) The State has also the duty, within the
limits of its means, to undertake special
actions aiming at the welfare of the
needy, the elderly and other vulnerable
groups.
