Official source(1) The President of the Republic is the
Commander-in-Chief of the Rwanda
Defence Force.
(2) The President of the Republic declares
war. He or she also signs armistice and
peace agreements.
(3) The President of the Republic declares a
state of emergency in accordance with
provisions of this Constitution and other
laws.
