The council of a province shall convene every three months in ordinary sessions
upon invitation by its chairman. If he considers it necessary, the chairman is entitled
to summon the council to an extraordinary session. The session shall include one or
more meetings which are held upon a single summons. The Session may not be
adjourned until all issues on the agenda are taken into consideration and discussed.
