All State revenues and expenditures shall be kept under control, so shall its fixed and
liquid (mobile) assets which will be checked to ascertain that they are properly
utilized and maintained. An annual report thereon shall be submitted to the Council
of Ministers. The law shall name the control and auditing authority concerned, and
shall define its terms of reference and accountability.
