Government bodies shall be monitored closely to ensure that they are performing
well and applying the law properly. Financial and administrative violations shall be
investigated and an annual report thereon shall be submitted to the Council of
Ministers. The law shall name the authority to be charged with this task and shall
define its accountability and terms of reference.
