When the place of any appointed (provincial council) member has become vacant for
any reason, a successor shall be appointed within three months, effective from the
beginning of vacancy. The term of the new member shall be equal to the remaining
period of his predecessor's term in accordance with Article 16, Clause (e) of this Law.
