Official source4. The Minister may make rules and prescribe forms for the purpose of the
exercise of his functions under Part 10 and of this Schedule and, in particular, may
provide for the circumstances (including cases of persons ordinarily resident
outside Singapore) under which a committee of inquiry under Article 133 is to
proceed by way of written representations.
