Propose the regulations required for the support and empowerment of the groups in need of support in the Emirate and submit them to the Executive Council for approval. 2. Lay down and approve the policies required for the community participation and social contribution and enhance the investment and innovation in the social sector. 3. Lay down the different frameworks and rules to monitor, follow up, and address the problems and negative community phenomena in 5 the Emirate and oversee their implementation in coordination with the concerned entities. 4. Propose and provide in-kind and material support programs for Nationals among groups in need of support in the Emirate, after having them approved by the Executive Council. 5. Participate and coordinate with the concerned entities to develop programs for increasing and raising awareness on the importance of community participation and social contribution, and enhance the values of community service and voluntary work as well as the national values. 6. Lay down the policies and standards for the care of children of unknown descent as well as the controls and rules regulating the foster families and care homes and the entities responsible therefor, in coordination with the concerned entities and in accordance with the applicable legislation. 7. Pay down the legal framework regulating the establishment of worship places, public benefit associations, sport clubs and institutions, and oversee their commitment to the standards and regulations applicable, in cooperation with the concerned entities and in accordance with the applicable legislations. 8. Lay down the licensing, inspection and auditing standards for worship places, public benefit associations, sport clubs and institutions, in coordination with the concerned entities and in accordance with the applicable legislations. 9. Lay down the policies aiming at increasing the participation of community members in sport events, spreading community sports, and supporting local athletes and ascent the position of the Emirate on the international 6 sport level. 10. Any other competencies or duties assigned to the Department by the Executive Council. Article (2) Any text or provision contrary to the provisions of this Resolution shall be repealed. Article (3) This Resolution shall be effective from the date of its issuance and shall be published in the Official Gazette.
