The Official Gazette 30 June 2020 - The Sixth Edition The Official Gazette The Sixth Edition - The Forty Ninth Year Contents Pages Laws Law No. (6) of 2020 Concerning the Higher Corporation for Specialized Economic Zones . 5 Executive Council Resolutions Executive Council Resolution No. (112) of 2020 Concerning the Additional Competencies of The Department of Community Development. 11 Executive Council Resolution No. (113) of 2020 Concerning the Cancellation of the Fees of the Issuance and Renewal of the Importer Number. 12 Executive Council Resolution No. (114) of 2020 Concerning the Pricing of New Services at The Zoo and Aquarium Public Institution in Al Ain. 13 Circulars Circular No. (7) of 2020 Concerning Abu Dhabi Government Services Unified Platform (6/6) and (12/12). 17 Circular No. (8) of 2020 Concerning the Extension of the Validity of Expired ID Cards. 19 Circular No. (9) of 2020 Concerning the Organisation of Events in the Emirate of Abu Dhabi. 20 1 Laws 3 swaL Law No. (16) of 2020 Concerning the Higher Corporation for Specialized Economic Zones We, Khalifa bin Zayed Al Nahyan, Ruler of Abu Dhabi Having reviewed: • Law No. (1) of 1974 concerning the reorganisation of the Governmental Body in the Emirate of Abu Dhabi and its amendments; • Law No. 2 of 1971 concerning the National Advisory Council and its amendments; • Law No. (3) of 2004 concerning the establishment of the Higher Corporation for Specialized Economic Zones and its amendments; • Law No. (2) of 2018 concerning the establishment of Abu Dhabi Development Holding Company “Public Joint Stock Company”; • Law No. (7) of 2018 concerning the reorganisation of the Economic Development Department; • Amiri Decree No. (6) of 2006 concerning the establishment of Abu Dhabi Ports Company “Public Joint Stock Company” and its amendments; and • Based on what was presented to and approved by the Executive Council, Issued the following Law: Article (1) In the implementation of the provisions of this Law, the following words and phrases shall have the meanings corresponding thereto, unless the context requires otherwise: Emirate : The Emirate of Abu Dhabi. Executive Council : The Executive Council of the Emirate. Holding Company : Abu Dhabi Development Holding Company “Public Joint Stock Company” 5 Company : Abu Dhabi Ports Company “Public Joint Stock Company” Corporation : The Higher Corporation for Specialized Economic Zones Economic Zones : Investment areas, lands and real estate owned by the Company or the Holding Company or any of its companies or those that the Company is assigned to manage or develop by the Executive Council. Labour Camp : Any building or group of buildings designated for the workers’ accommodation, whether on a permanent or temporary basis, and licensed in accordance with applicable legislations. Article (2) • The Higher Corporation for Specialized Economic Zones in the Emirate of Abu Dhabi shall be dissolved and all its assets, properties, rights and obligations shall be transferred to Abu Dhabi Ports Company (Public Joint Stock Company). • The Corporation’s employees and workers shall be transferred to the Company. Article (3) • The Company shall undertake the following objectives either directly or through one of its wholly-owned companies: 1. Establish, own, plan, develop, manage, operate and finance economic zones and everything related to the development of the infrastructure therein. 2. Supervise the provision of all services required by establishments or companies to conduct their activities in the economic zones, in accordance with the legislations in force and in cooperation with the concerned entities. 3. Secure and provide economic zones with technical, administrative, logistical and technological services in accordance with the required 6 regulations, standards and competence. 4. Determine and collect fees for the services provided by the Company, and the Company shall lay down the necessary regulations for this. 5. Supervise, control, develop, operate and manage Labour Camps in the Emirate in accordance with the legislations in force. 6. Issue licences to conduct activities within the economic zones and lay down the rules, regulations and procedures governing the granting and cancellation of licences, in coordination with the concerned entities. 7. Any other objectives specified by the Executive Council or the Holding Company Article (4) The applicable rules, regulations and resolutions shall remain effective until the issuance of the special rules, regulations and resolutions organising the economic zones Article (5) • The aforesaid Law No. (3) of 2004 shall be repealed. • Any provision contrary to the provisions of this Law shall be repealed. Article (6) This Law shall be effective from the date of its issuance and published in the Official Gazette. Approve the addition of the following competency to the competencies prescribed to the Department of Community Development in accordance with the legislations in force: • Organise, license, control and supervise the activities of donations collection in the Emirate in accordance with the legislations in force. 2. This resolution shall be effective from the date of its issuance. The fees of the issuance and renewal of the Importer Number set forth in Clauses (6/w) and (6/z) of the Schedule attached to Amiri Decree No. (22) of 2005 concerning the Service Fees at Abu Dhabi Customs shall be cancelled. 2. This resolution shall be effective from the date of its issuance. Approve the pricing of the new services below and include them within the services provided by the Institution: Service Name Price in AED for each Visitor (Excl. In order to facilitate the customers' journey, provide the best government services, and unify service delivery channels to ensure saving time, effort and expenses, and based on the approval of the Executive Committee, we urge you to adhere to the following: 1. Work on developing all government services allowing the customer to complete them within a period not exceeding 6 minutes before the date of June 6, 2020. 2. Focus on developing high-priority services, which constitute a large proportion of government transactions, and raise the percentage of transactions that are completed in 6 minutes to 100%. 3. Support the implementation of the initiative to develop the Unified Smart Application for Abu Dhabi Government Unified Services "Tamm", which is planned to be launched in December 2020, by linking with the relevant digital systems. 6. Transfer all government services and digital channels to government 17 platforms and channels of the Abu Dhabi Government Services system “TAMM” and adopt the Abu Dhabi Government Services Unified Platform “Tamm” as a single channel to provide services to all segments of society in the Emirate, replacing all other digital service delivery channels you have. 7. Adopt the unified digital payment platform of the Government of Abu Dhabi, "Abu Dhabi SADAD Platform", as the only payment channel for government services fees, replacing all other payment channels you have. 8. Coordinate with Abu Dhabi Digital Authority regarding the use of the unified number (800555) of the government of Abu Dhabi, as a unified contact point with the public, and cancel the existing contact centre numbers available at your entity (except for the approved emergency numbers). 9. Periodically coordinate with Abu Dhabi Digital Authority before embarking on any plan to develop, launch or announce any digital channels, customer service centres, call centres, or government services. 10. Provide all relevant information, documents and studies requested by Abu Dhabi Digital Authority.
