This Act sets rules for security interests, including when they apply, how they are perfected and prioritized, and what must happen when a written security agreement is involved. This part rules when a security interest attaches, how it is perfected, and who gets priority in collateral, proceeds, and related property. These rules set priority and notice requirements for certain security interests, including re-registration after lapse, transfers of collateral, fixtures, accessions, and related registry procedures. This part lets secured parties enforce against collateral after default, but requires notices, gives debtors redemption/reinstatement rights, and limits actions for registry errors with time limits. This provision sets transition rules for prior security interests and related registrations, including when they stay perfected, when they lapse, and when later registration under this Act can continue or restore perfection.
