Health Professions Act ; (b) “Schedule 1 drug” means a Schedule 1 drug within the meaning of Part 4 of the Pharmacy and Drug Act ; (c) “Schedule 2 drug” means a Schedule 2 drug within the meaning of Part 4 of the Pharmacy and Drug Act . General 2 (1) For the purposes of Part 0.1 and section 134(1)(f.1) of the Act, regulated members of each health profession may perform the restricted activities within the practice of the respective profession as set out in this Regulation. (2) Regulated members must perform only those restricted activities that the regulated members are authorized and competent to perform and that are appropriate to the practice of the respective profession under the Act and this Regulation. (3) Regulated members must perform the restricted activities in accordance with standards of practice and must meet the requirements for demonstrating competence as established by the council under the Act and this Regulation. Acupuncturists Restricted activities for acupuncturists 3 For the purposes of section 1.3 and Schedule 1 to the Act, a regulated member on the general register, provisional register or courtesy register, in the practice of acupuncture, may perform in accordance with standards of practice the restricted activities of cutting a body tissue or performing other invasive procedures on body tissue below the dermis or mucous membrane. Chiropractors Restricted activities for chiropractors 4 For the purposes of section 1.3 and Schedule 2 to the Act, a regulated member on the general register or courtesy register, in the practice of chiropractic, may perform in accordance with standards of practice the following restricted activities: (a) to use a deliberate, brief, fast thrust to move the joints of the spine beyond the normal range but within the anatomical range of motion, which generally results in an audible click or pop; (b) to insert or remove instruments, devices or fingers (i) beyond the cartilaginous portion of the ear canal, (ii) beyond the point in the nasal passages where they normally narrow, or (iii) beyond the anal verge; (c) to reduce a dislocation of a joint; (d) to order any form of ionizing radiation in (i) medical radiography, or (ii) nuclear medicine; (e) to apply any form of ionizing radiation in medical radiography; (f) to order non‑ionizing radiation in (i) magnetic resonance imaging, or (ii) ultrasound imaging. Restricted activities for chiropractors requiring advanced education or specialty program 5 (1) A regulated member referred to in section 4 who (a) has successfully completed an education program in needle acupuncture approved by the council, (b) meets the additional requirements for continuing competence related to needle acupuncture set by the council, and (c) has received notification from the registrar that authorization is indicated on the appropriate category of regulated members register may perform in accordance with standards of practice the restricted activity of cutting a body tissue or performing other invasive procedures on body tissue below the dermis or mucous membrane for the purpose of needle acupuncture. (2) A regulated member who (a) has successfully completed a specialty program in orthopaedics approved by the council, (b) meets the additional requirements for continuing competence related to setting fractures set by the council, and (c) has received notification from the registrar that authorization is indicated on the appropriate category of the regulated members register may perform in accordance with standards of practice the restricted activity of setting or resetting a simple fracture of a bone. Combined Laboratory and X‑ray Technologists Restricted activities for combined laboratory and X‑ray technologists 6 (1) For the purposes of section 1.3 and Schedule 3 to the Act, subject to subsection (3), a regulated member on the general register or courtesy register, in the practice of combined laboratory and X‑ray technology, may perform in accordance with standards of practice the following restricted activities: (a) to apply any form of ionizing radiation in medical radiography while using X‑ray equipment; (b) to insert or remove instruments, devices or fingers (i) beyond the anal verge, or (ii) into an artificial opening into the body for the purpose of administering diagnostic examinations. (2) A regulated member on the temporary register may only perform the restricted activities listed in subsection (1) under the supervision of a regulated member on the general register or of any other regulated health professional who is authorized to provide the restricted activity and available for consultation. (3) A regulated member may only apply ionizing radiation for a fluoroscopy procedure if a radiologist is present and available to assist. Dental Assistants Restricted activities for dental assistants 7 (1) For the purposes of section 1.3 and Schedule 4 to the Act, a regulated member on the general register, provisional register or courtesy register, in the practice of dental assisting, may perform in accordance with standards of practice the following restricted activities under the direction of a dentist, dental hygienist or denturist who is on‑site, able to assist and authorized to perform or order the performance of those restricted activities: (a) to apply any form of ionizing radiation in medical radiography; (b) to cut a body tissue or to perform surgical or other invasive procedures on body tissue in or below the surface of teeth for the purpose of performing dental probing, including periodontal screening and recording; (c) to fit a fixed or removable partial or complete denture for the purpose of determining the preliminary fit of the device; (d) to fit a periodontal appliance for the purpose of determining the preliminary fit of the device; (e) to fit an orthodontic appliance for the purpose of determining the preliminary fit of the device. (2) Subject to subsection (3), a regulated member referred to in subsection (1) who has advanced training approved by the council may perform in accordance with standards of practice the restricted activity of cutting a body tissue or performing surgical or other invasive procedures on body tissue in or below the surface of teeth for the purpose of scaling teeth, under the direction of a dentist or a dental hygienist authorized to perform that restricted activity. (3) For performing the restricted activity listed in subsection (2), the patient must have been recently assessed by the dentist or dental hygienist who has determined the patient has healthy gingival and periodontal tissues or plaque associated gingivitis, pockets of 4 mm or less and no overt or radiographic signs of alveolar bone loss. Dental Hygienists Restricted activities for dental hygienists 8 For the purposes of section 1.3 and Schedule 5 to the Act, a regulated member on the general register or courtesy register, in the practice of dental hygiene, may perform in accordance with standards of practice the following restricted activities: (a) for the purpose of assessing or treating oral health conditions but not for the purpose of performing restoration procedures of a permanent nature, to cut a body tissue, to administer anything by an invasive procedure on body tissue or to perform surgical or other invasive procedures on body tissue below the dermis or the mucous membrane or in or below the surface of teeth, including scaling of teeth; (b) to insert or remove instruments, devices, fingers or hands beyond the pharynx for oral soft tissue examinations; (c) to reduce a dislocation of a temporomandibular joint for the purpose of reducing a subluxation of the temporomandibular joint; (d) to prescribe the following Schedule 1 drugs for the purpose of treating oral health conditions, providing prophylaxis and treating emergencies: (i) antibiotics; (ii) antifungal agents; (iii) anti‑infective agents; (iv) antiviral agents; (v) bronchodilators; (vi) epinephrine; (vii) fluoride; (viii) pilocarpine; (ix) topical corticosteroids; (e) to compound, provide for selling or sell, incidentally to the practice of dental hygiene, a Schedule 1 drug or Schedule 2 drug; (f) to order or apply any form of ionizing radiation in medical radiography. Restricted activities for dental hygienists requiring advanced training 9 A regulated member referred to in section 8 who has provided evidence satisfactory to the registrar of having completed and remaining current in the advanced training required by the council, and who has received notification from the registrar that authorization is indicated on the general register or courtesy register, may perform in accordance with standards of practice the following restricted activities: (a) to prescribe or administer nitrous oxide for the purposes of conscious sedation; (b) in collaboration with a dentist, to fit an orthodontic or periodontal appliance for the purpose of determining the preliminary fit of the appliance; (c) in collaboration with a dentist, to perform surgical or other invasive procedures on body tissue below the surface of teeth for the purpose of performing restoration procedures of a permanent nature. Dental Technologists and Dental Technicians Restricted activities for dental technologists 10 For the purposes of section 1.3 and Schedule 6 to the Act, subject to sections 12 and 13, a regulated member on the dental technologist general register or the dental technologist courtesy register who has completed additional training approved by the council may perform in accordance with standards of practice the following restricted activities for the purpose of colour matching or determining a preliminary fit: (a) to fit fixed or removable partial or complete dentures; (b) to fit fixed or removable orthodontic or periodontal appliances; (c) to fit implant‑supported prostheses. Restricted activities for dental technicians 11 (1) For the purposes of section 1.3 and Schedule 6 to the Act, subject to sections 12 and 13, a regulated member on the dental technician general register or the dental technician courtesy register who has completed additional training approved by the council may perform in accordance with standards of practice the following restricted activities for the purpose of colour matching or determining a preliminary fit: (a) to fit removable full dentures, if the regulated member has successfully completed a practical examination in removable full prostheses; (b) to fit removable partial dentures, if the regulated member has successfully completed a practical examination in removable partial prostheses; (c) to fit fixed partial dentures, if the regulated member has successfully completed a practical examination in fixed partial prostheses; (d) to fit fixed or removable orthodontic and periodontal appliances, if the regulated member has successfully completed a practical examination in fixed and removable orthodontic and periodontal appliances. (2) A regulated member on the dental technician general register or the dental technician courtesy register who has completed additional training approved by the council and demonstrates additional competencies in accordance with criteria established by the council may perform the restricted activity of fitting an implant‑supported prostheses within one or more of the restricted activities referred to in subsection (1) for the purpose of colour matching or determining a preliminary fit. Limitations 12 Despite sections 10 and 11, a regulated member referred to in section 10 or 11, as the case may be, (a) must not perform a restricted activity that is related to an intraoral procedure and is irreversible, and (b) may perform only those restricted activities that are appropriate to the member’s area of practice. Direction 13 (1) Before performing a restricted activity under section 10 or 11, as the case may be, a regulated member must have a written direction from a dentist or denturist who is (a) authorized to perform the restricted activity, and (b) responsible for determining the final fit of an appliance or denture. (2) Despite subsection (1), a regulated member may perform a restricted activity under section 10 or 11, as the case may be, without a written direction under subsection (1) if a dentist or denturist who is authorized to perform the restricted activity is on‑site with the regulated member and provides direct verbal instruction to the regulated member while the regulated member performs the restricted activity. Dentists Restricted activities for dentists 14 For the purposes of section 1.3 and Schedule 7 to the Act, a regulated member on the main register, education and research register or courtesy register, in the practice of dentistry, may perform in accordance with standards of practice the following restricted activities: (a) to cut a body tissue or to administer anything by an invasive procedure on a body tissue below the dermis or the mucous membrane or in or below the surface of teeth, including scaling of teeth; (b) to insert or remove instruments, devices, fingers or hands (i) beyond the cartilaginous portion of the ear canal, (ii) beyond the point in the nasal passages where they normally narrow, (iii) beyond the pharynx, or (iv) into an artificial opening into the body; (c) to set or reset a fracture of a bone; (d) to reduce a dislocation of a joint; (e) to prescribe a Schedule 1 drug; (f) to dispense, provide for selling or sell a Schedule 1 or Schedule 2 drug; (g) to prescribe, dispense or administer a vaccine; (h) to prescribe parenteral nutrition; (i) to prescribe, compound or administer blood or blood products; (j) to prescribe or administer diagnostic contrasting agents; (k) to prescribe or administer nitrous oxide for the purpose of anaesthesia or sedation; (l) to prescribe or administer radiopharmaceuticals, radiolabelled substances, radioactive gases or radioaerosols; (m) to order or apply any form of ionizing radiation in medical radiography; (n) to order and apply non‑ionizing radiation in lithotripsy; (o) to order non‑ionizing radiation in magnetic resonance imaging and ultrasound imaging; (p) to prescribe or fit an orthodontic or periodontal appliance, a fixed or removable partial or complete denture or an implant‑supported prosthesis. Restricted activities for dentists requiring advanced education 15 A regulated member referred to in section 14 who has successfully completed an educational program in the administration of general and neurolept anaesthesia approved and authorized by the council, in the practice of dentistry, may perform in accordance with standards of practice the following restricted activities related to the administration of anaesthesia other than nitrous oxide: (a) to insert or remove instruments, devices, fingers or hands (i) beyond the opening of the urethra, (ii) beyond the labia majora, or (iii) beyond the anal verge; (b) to prescribe and administer anaesthetic gases, other than nitrous oxide, for the purposes of anaesthesia and sedation. Denturists Restricted activities for denturists 16 For the purposes of section 1.3 and Schedule 8 to the Act, a regulated member on the general register, provisional register or courtesy register, in the practice of denturism, may perform in accordance with standards of practice the following restricted activities: (a) to prescribe or fit (i) a removable partial or complete denture, or (ii) a fixed or removable implant supported prosthesis that replaces 2 or more teeth; (b) to perform an invasive procedure on body tissue below the mucous membrane or in or below the surface of teeth if the procedure does not alter natural dentition; (c) to insert and remove instruments, devices and fingers into an artificial opening of the mouth; (d) to reduce a dislocation of a temporomandibular joint for the purposes of reducing a subluxation of the temporomandibular joint; (e) to order any form of ionizing radiation in medical radiography. Hearing Aid Practitioners Restricted activities for hearing aid practitioners 17 For the purposes of section 1.3 and Schedule 9 to the Act, a regulated member on the general register, in the practice of examining and evaluating human hearing, selecting and fitting hearing instruments and providing cerumen management services, may perform in accordance with standards of practice the following restricted activities for the purposes of examining and evaluating human hearing, selecting and fitting hearing instruments and providing cerumen management services: (a) to insert or remove instruments, devices, fingers or hands beyond the cartilaginous portion of the ear canal; (b) to insert into the ear canal (i) under pressure, liquid, air or gas, or (ii) a substance that subsequently solidifies. Restricted activities for hearing aid practitioners requiring authorization 18 (1) A regulated member referred to in section 17, subject to subsection (2), may not perform the restricted activities listed in section 17 in conjunction with providing cerumen management services unless the regulated member is authorized by the registrar or registration committee to provide cerumen management. (2) An authorization under subsection (1) may only be granted in accordance with the criteria governing cerumen management approved by the council. Restricted activities for members on temporary register or student intern register 19 (1) Subject to subsection (3), a regulated member on the temporary register may perform a restricted activity described in section 17 while under the supervision of a regulated member on the general register who is available for consultation. (2) Subject to subsection (3), a regulated member on the student intern register may perform a restricted activity described in section 17 while under the supervision of a regulated member on the general register (a) who is available for consultation, and (b) who reviews and approves the documentation created by the student intern on the performance of the restricted activity. (3) A regulated member who provides supervision referred to in this section must be authorized under section 18 to provide cerumen management services when the regulated member supervises a regulated member in the provision of a restricted activity in conjunction with providing cerumen management. Licensed Practical Nurses and Health Care Aides Restricted activities for licensed practical nurses 20 (1) For the purposes of section 1.3 and Schedule 10 to the Act, a regulated member on the licensed practical nurses general register, licensed practical nurses provisional register or licensed practical nurses courtesy register, in the practice of licensed practical nursing, may perform in accordance with standards of practice the following restricted activities: (a) to insert or remove instruments, devices, fingers or hands, except into an artificial opening into the body for the purposes of performing dialysis, (i) beyond the point in the nasal passages where they normally narrow, (ii) beyond the pharynx, (iii) beyond the opening of the urethra, (iv) beyond the labia majora, (v) beyond the anal verge, or (vi) into an artificial opening into the body; (b) to administer anything by an invasive procedure on body tissue below the dermis for the purpose of administering injections or for starting a peripheral intravenous line, except for the purpose of administering medication into a central venous line, a peripherally inserted central catheter or an implanted venous access device; (c) to administer vaccines for the purpose of providing immunizations where the recipient of the immunization is 5 years of age or older; (d) to administer blood or blood products; (e) subject to subsection (2), to dispense a Schedule 1 or Schedule 2 drug when incidental to the practice of licensed practical nursing; (f) subject to subsection (3), to apply non‑ionizing radiation in ultrasound imaging. (2) A regulated member referred to in subsection (1) shall not dispense a Schedule 1 or Schedule 2 drug if that drug is set out in a Schedule to the Controlled Drugs and Substances Act (Canada), unless that drug has been specifically exempted for the purpose of this section in the standards of practice. (3) A regulated member referred to in subsection (1) shall only apply non‑ionizing radiation in ultrasound imaging to a fetus for the purpose of fetal heart rate monitoring. AR 22/2023 s20;151/2025 Restricted activities for licensed practical nurses with supervision 21 (1) For the purposes of this section and sections 22 and 23, “authorized practitioner” means a person who performs a restricted activity under the Act and this Regulation but who is not a regulated member referred to in section 20(1) or 23.1(2). (2) A regulated member referred to in section 20(1) may perform in accordance with standards of practice the following restricted activities: (a) if an authorized practitioner is on‑site and available to provide assistance (i) where it is specifically authorized by an authorized practitioner, to insert into the ear canal, under pressure, liquid for the purpose of removing wax from ears, and (ii) to administer diagnostic imaging contrast agents with direction from an authorized practitioner; (b) if an authorized practitioner is on‑site and available to provide immediate assistance, to administer nitrous oxide for the purposes of anaesthesia or sedation. AR 22/2023 s21;151/2025 Psychosocial intervention by licensed practical nurses 22 (1) Subject to subsection (2), a regulated member referred to in section 20(1), as a member of a multi‑disciplinary team, may perform in accordance with standards of practice a psychosocial intervention with an expectation of treating a substantial disorder of thought, mood, perception, orientation or memory that grossly impairs (a) judgment, (b) behaviour, (c) capacity to recognize reality, or (d) ability to meet the ordinary demands of life. (2) A regulated member referred to in section 20(1) shall only perform a psychosocial intervention under this section with direction from an authorized practitioner who is available for consultation. AR 22/2023 s22;151/2025 Restricted activities for licensed practical nurses requiring advanced training and specific authorization 23 (1) A regulated member referred to in section 20(1) who has completed advanced training approved by the registrar and has been specifically authorized by the registrar on the basis of that training may perform the following restricted activities in accordance with standards of practice: (a) to insert or remove instruments, devices, fingers or hands into an artificial opening into the body for the purposes of performing dialysis; (b) to administer medication by an invasive procedure on body tissue below the dermis for the purpose of administering medication into a central venous line, a peripherally inserted central catheter or an implanted venous access device; (c) to administer parenteral nutrition. (2) A regulated member referred to in section 20(1) who has completed advanced training approved by the council and has been specifically authorized by the registrar on the basis of that training may perform in accordance with standards of practice the restricted activity of cutting a body tissue, administering anything by an invasive procedure on body tissue or performing surgical or other invasive procedures on body tissue below the dermis for the purposes of performing the following activities: (a) to remove a corn or callus as part of the provision of foot care; (b) to perform activities under the direction of an authorized practitioner who is performing surgery. (3) A regulated member referred to in section 20(1) who has completed advanced training approved by the council and has been specifically authorized by the registrar on the basis of that training may perform in accordance with standards of practice the restricted activity of setting or resetting a fracture of a bone for the purposes of inserting and removing orthopaedic devices and applying casts, if (a) the regulated member has direction from an authorized practitioner, and (b) an authorized practitioner is on‑site and available to provide assistance. AR 22/2023 s24;151/2025 Restricted activities for health care aides with supervision 23.1 (1) For the purposes of this section, “authorized practitioner” means a person who performs a restricted activity under the Act and this Regulation but who is not a regulated member referred to in subsection (2). (2) For the purposes of section 1.3 and Schedule 10 to the Act, a regulated member on the health care aides general register, health care aides provisional register, health care aides courtesy register or health care aides transitional register, in the practice of being a health care aide, may perform in accordance with standards of practice the following restricted activities under the supervision of an authorized practitioner: (a) to insert or remove instruments, devices, fingers or hands beyond the labia majora; (b) to insert or remove instruments, devices, fingers or hands beyond the anal verge. AR 151/2025 s7 Medical Diagnostic and Therapeutic Technologists Restricted activities for radiological technologists 24 For the purposes of section 1.3 and Schedule 12 to the Act, a regulated member on the radiological technologist general register or radiological technologist provisional register, in the practice of medical diagnostic and therapeutic technology, may perform in accordance with standards of practice the following restricted activities: (a) to apply any form of ionizing radiation in conjunction with medical radiography; (b) to apply non‑ionizing radiation in lithotripsy; (c) to administer diagnostic imaging contrast agents for the purpose of conducting diagnostic scans and imaging of body tissue; (d) for the purpose of administering diagnostic examinations in medical radiography, to insert or remove instruments, devices or fingers (i) beyond the opening of the urethra, (ii) beyond the anal verge, or (iii) into an artificial opening into the body. AR 22/2023 s24;292/2025 Restricted activities for radiological technologists requiring advanced training 25 A regulated member referred to in section 24 who has completed advanced training approved by the council and who has received notification from the registrar that authorization is indicated on the appropriate category of the regulated members register may perform in accordance with standards of practice the following restricted activities: (a) to cut a body tissue or to perform other invasive procedures on body tissue below the dermis for the purpose of starting an intravenous line; (b) to apply non‑ionizing radiation for the purpose of ultrasound imaging. Restricted activities for radiation therapists 26 For the purposes of section 1.3 and Schedule 12 to the Act, a regulated member on the radiation therapist general register or radiation therapist provisional register, in the practice of medical diagnostic and therapeutic technology, may perform in accordance with standards of practice the following restricted activities: (a) to apply any form of ionizing radiation in conjunction with radiation therapy; (b) to administer diagnostic imaging contrast agents for the purpose of conducting diagnostic scans and imaging of body tissue; (c) for the purpose of radiation treatment, to insert or remove instruments, devices, fingers or hands (i) beyond the cartilaginous portion of the ear canal, (ii) beyond the pharynx, (iii) beyond the opening of the urethra, (iv) beyond the labia majora, (v) beyond the anal verge, or (vi) into an artificial opening into the body. AR 22/2023 s26;292/2025 Restricted activities for radiation therapists requiring advanced training 27 A regulated member referred to in section 26 who has completed advanced training approved by the council and who has received notification from the registrar that authorization is indicated on the appropriate category of the regulated members register may perform in accordance with standards of practice the following restricted activities: (a) to cut a body tissue or to perform other invasive procedures on body tissue below the dermis for the purpose of starting an intravenous line; (b) to apply non‑ionizing radiation for the purpose of ultrasound imaging. Restricted activities for nuclear medicine technologists 28 For the purposes of section 1.3 and Schedule 12 to the Act, a regulated member on the nuclear medicine technologist general register or nuclear medicine technologist provisional register, in the practice of medical diagnostic and therapeutic technology, may perform in accordance with standards of practice the following restricted activities: (a) to apply any form of ionizing radiation in conjunction with nuclear medicine; (b) to compound or administer blood or blood products to perform autologous procedures; (c) to administer radiopharmaceuticals, radiolabelled substances, radioactive gases or radioaerosols for diagnostic and therapeutic purposes; (d) to cut a body tissue or to administer anything by an invasive procedure on body tissue below the dermis for the purpose of administering injections or for starting an intravenous line; (e) to insert or remove instruments or devices beyond the opening of the urethra for the purpose of administering diagnostic examinations in nuclear medicine. AR 22/2023 s28;292/2025 Restricted activities for nuclear medicine technologists requiring advanced training 29 A regulated member referred to in section 28 who has completed advanced training approved by the council and who has received notification from the registrar that authorization is indicated on the appropriate category of the regulated members register may apply non‑ionizing radiation for the purpose of ultrasound imaging in accordance with standards of practice. Restricted activities for magnetic resonance technologists 30 For the purposes of section 1.3 and Schedule 12 to the Act, a regulated member on the magnetic resonance technologist general register or magnetic resonance technologist provisional register, in the practice of medical diagnostic and therapeutic technology, may perform in accordance with standards of practice the following restricted activities: (a) to apply non‑ionizing radiation in conjunction with magnetic resonance imaging; (b) to administer diagnostic imaging contrast agents for the purpose of conducting diagnostic scans and imaging of body tissue; (c) to insert or remove instruments or devices beyond the opening of the urethra or beyond the anal verge for the purposes of conducting diagnostic scans and imaging of body tissue. AR 22/2023 s30;292/2025 Restricted activities for magnetic resonance technologists requiring advanced training 31 A regulated member referred to in section 30 who has completed advanced training approved by the council and who has received notification from the registrar that authorization is indicated on the appropriate category of the regulated members register may perform in accordance with standards of practice the following restricted activities: (a) to cut a body tissue or to perform other invasive procedures on body tissue below the dermis for the purpose of starting an intravenous line; (b) to apply non‑ionizing radiation for the purpose of ultrasound imaging. Restricted activities for electroneurophysiology technologists 32 For the purposes of section 1.3 and Schedule 12 to the Act, a regulated member on the electroneurophysiology technologist general register or electroneurophysiology technologist provisional register, in the practice of medical diagnostic and therapeutic technology, may perform in accordance with standards of practice the restricted activity of cutting a body tissue or administering anything by an invasive procedure on body tissue for the purpose of using needle electrodes if the regulated member has (a) provided evidence satisfactory to the registrar of having successfully completed the requirements approved by the council to perform the restricted activity described in this section, and (b) received notification from the registrar that authorization is indicated on the appropriate category of the regulated members register. AR 22/2023 s32;292/2025 Enhanced practice for medical radiation technologists and electroneurophysiology technologists 33 (1) Subject to subsection (2), a regulated member on the medical radiation technologist general register, medical radiation technologist courtesy register, electroneurophysiology technologist general register or electroneurophysiology technologist courtesy register, in the practice of medical diagnostic and therapeutic technology, may perform in accordance with standards of practice a restricted activity that is not authorized in respect of that regulated member’s area of practice only if (a) the restricted activity is one that is authorized to be performed by another regulated member who is registered in another area of practice, (b) the regulated member has completed the advanced training approved by the council, and (c) the regulated member has received notification from the registrar that authorization is indicated on the appropriate category of the regulated members register. (2) The registrar may impose any conditions in accordance with the policies and standards set by the council on a regulated member referred to in subsection (1). Restricted activities for ultrasound technologists 33.1 For the purposes of section 1.3 and Schedule 12 to the Act, a regulated member on the ultrasound technologist general register, ultrasound technologist provisional register or ultrasound technologist courtesy register, in the practice of medical diagnostic and therapeutic technology, may perform in accordance with standards of practice the following restricted activities: (a) to apply non‑ionizing radiation for the purpose of ultrasound imaging, including any application of ultrasound to a fetus; (b) to administer diagnostic imaging contrast agents for the purpose of conducting diagnostic scans and imaging of body tissue; (c) to cut a body tissue or to perform other invasive procedures on body tissue below the dermis for the purpose of starting an intravenous line; (d) for the purpose of conducting diagnostic scans and imaging of body tissue, to insert or remove instruments or devices (i) beyond the labia majora, or (ii) beyond the anal verge. AR 292/2025 s5 Restricted activities for echocardiographers 33.2 For the purposes of section 1.3 and Schedule 12 to the Act, a regulated member on the echocardiographer general register, echocardiographer provisional register or echocardiographer courtesy register, in the practice of medical diagnostic and therapeutic technology, may perform in accordance with standards of practice the following restricted activities: (a) to apply non‑ionizing radiation for the purpose of ultrasound imaging, including any application of ultrasound to a fetus; (b) to administer diagnostic imaging contrast agents for the purpose of conducting diagnostic scans and imaging of body tissue; (c) to cut a body tissue or to perform other invasive procedures on body tissue below the dermis for the purpose of starting an intravenous line. AR 292/2025 s5 Restricted activities for vascular technologists 33.3 For the purposes of section 1.3 and Schedule 12 to the Act, a regulated member on the vascular technologist general register, vascular technologist provisional register or vascular technologist courtesy register, in the practice of medical diagnostic and therapeutic technology, may perform in accordance with standards of practice the following restricted activities: (a) to apply non‑ionizing radiation for the purpose of ultrasound imaging, including any application of ultrasound to a fetus; (b) to administer diagnostic imaging contrast agents for the purpose of conducting diagnostic scans and imaging of body tissue; (c) to cut a body tissue or to perform other invasive procedures on body tissue below the dermis for the purpose of starting an intravenous line. AR 292/2025 s5 Midwives Restricted activities for midwives 34 For the purposes of section 1.3 and Schedule 13 to the Act, a regulated member on the general register, provisional register or courtesy register, in the practice of midwifery, may perform in accordance with standards of practice the following restricted activities: (a) to cut a body tissue, to administer anything by an invasive procedure on body tissue or to perform other invasive procedures on body tissue below the dermis or the mucous membrane; (b) to insert or remove instruments, devices, fingers or hands (i) beyond the cartilaginous portion of the ear canal, (ii) beyond the point in the nasal passages where they normally narrow, (iii) beyond the pharynx, (iv) beyond the opening of the urethra, (v) beyond the labia majora, but not for the purpose of inserting an intrauterine contraceptive device, or (vi) beyond the anal verge; (c) to prescribe a Schedule 1 drug, other than a vaccine that has not been authorized under clause (g) or a Schedule 1 drug that is a controlled substance, oral contraceptive, contraceptive device or uterotonic drug, when (i) the prescription is incidental to the practice of midwifery, and (ii) the purpose is not to induce or augment labour; (d) to dispense a Schedule 1 drug or Schedule 2 drug, other than a vaccine or a Schedule 1 drug or a Schedule 2 drug that is a controlled substance, oral contraceptive, contraceptive device or uterotonic drug, when (i) dispensing the drug is incidental to the practice of midwifery, and (ii) the purpose is not to induce or augment labour; (e) to order non‑ionizing radiation in ultrasound imaging for obstetrical purposes; (f) to manage labour or deliver a baby; (g) to prescribe or administer hepatitis B, measles, mumps and rubella vaccines; (h) to prescribe or administer anesthetic gases, including nitrous oxide, for the purpose of anesthesia or sedation; (i) to prescribe or administer RhD immune globulin. Restricted activities for midwives requiring advanced training and specific authorization 35 A regulated member referred to in section 34 who has completed advanced training approved by the registrar and has been specifically authorized by the registrar on the basis of that training may perform in accordance with standards of practice the following restricted activities: (a) to prescribe, dispense and administer Schedule 1 drugs that are controlled substances when incidental to the practice of midwifery and restricted to within an approved hospital under the Provincial Health Agencies Act ; (b) to prescribe and dispense Schedule 1 drugs that are oral contraceptives or contraceptive devices when incidental to the practice of midwifery; (c) to prescribe, dispense and administer Schedule 1 drugs or Schedule 2 drugs that are uterotonic drugs when incidental to the practice of midwifery and for the purpose of inducing or augmenting labour; (d) to prescribe or administer vaccines identified in the standards of practice; (e) to insert or remove instruments, devices, fingers or hands beyond the labia majora for the purpose of inserting an intrauterine contraceptive device; (f) to apply non‑ionizing radiation in point‑of‑care ultrasound imaging for obstetrical purposes. AR 22/2023 s35;199/2025 Restricted activities for regulated members on student register 36 A regulated member on the student register who is enrolled in a program approved by the council or by the council of another regulated health profession and who, in the course of that program, is receiving training in the performance of a restricted activity for midwives under sections 34 and 35 is permitted to perform that restricted activity in accordance with standards of practice under supervision of a regulated member who has expressly consented to supervise the restricted activity. Naturopaths Restricted activities for naturopaths 37 (1) For the purposes of section 1.3 and Schedule 14 to the Act, subject to subsections (2) and (3), a regulated member on the general register, provisional register or courtesy register, in the practice of naturopathic medicine, may perform in accordance with standards of practice the following restricted activities: (a) to cut a body tissue, to administer anything by an invasive procedure on body tissue or to perform other invasive procedures on body tissue below the dermis or the mucous membrane; (b) to insert or remove instruments, devices or fingers (i) beyond the cartilaginous portion of the ear canal, (ii) beyond the point in the nasal passages where they normally narrow, (iii) beyond the opening of the urethra for the purpose of obtaining diagnostic samples, (iv) beyond the labia majora, but not beyond the cervix, for the purpose of examining the cervix, performing Pap smears and obtaining diagnostic samples, or (v) beyond the anal verge, but not beyond the rectal‑sigmoidal junction, for the purpose of a rectal exam or prostate exam. (2) A regulated member referred to in subsection (1) may not perform any of the following restricted activities unless the regulated member meets the requirements of subsection (3): (a) to cut a body tissue, to administer anything by an invasive procedure on body tissue or to perform invasive procedures on body tissue below the dermis or the mucous membrane for the purpose of needle acupuncture or administering intravenous ozone, chelation therapy or supplemental vitamins and minerals; (b) to insert or remove instruments, devices or fingers (i) beyond the labia majora for the purposes of vaginal ozone therapy, or (ii) beyond the anal verge for the purposes of performing colon hydrotherapy, rectal ozone therapy or the Keesey technique for reduction of hemorrhoids; (c) to use a deliberate, brief, fast thrust to move the joints of the spine beyond the normal range but within the anatomical range of motion, which generally results in an audible click or pop; (d) to administer blood products for the purposes of administering intravenous ozone therapy. (3) A regulated member referred to in subsection (1) may perform a restricted activity described in subsection (2) only if the regulated member (a) has provided evidence to the registrar of having the competencies required to perform the restricted activities described in subsection (2) and has received notification from the registrar that authorization to perform the restricted activities is indicated on the appropriate register, or (b) is enrolled in a training program approved by the council in the restricted activity to be performed and performs the restricted activity with the consent of and under the supervision of a regulated member who is authorized under clause (a) to perform that restricted activity.

Occupational Therapists Restricted activities for occupational therapists 38 For the purposes of section 1.3 and Schedule 15 to the Act, a regulated member on the general register, provisional register or courtesy register, in the practice of occupational therapy, may perform in accordance with standards of practice the following restricted activities: (a) to cut a body tissue or to administer anything by an invasive procedure on body tissue for the purpose of administering injections or providing wound debridement and care; (b) to insert or remove instruments, devices or fingers (i) beyond the cartilaginous portion of the ear canal, (ii) beyond the point in the nasal passages where they normally narrow, (iii) beyond the pharynx, (iv) beyond the opening of the urethra, (v) beyond the labia majora, (vi) beyond the anal verge, or (vii) into an artificial opening into the body; (c) to set or reset a fracture of a bone for the purpose of splinting hands, arms, feet or legs, applying fracture braces and performing cranioplasty; (d) to reduce a dislocation of a joint except for a partial dislocation of the joints of the fingers and toes; (e) to administer diagnostic imaging contrast agents; (f) to fit an orthodontic or periodontal appliance for the purpose of fitting a mouth stick or mouth splint; (g) to perform a psychosocial intervention with an expectation of treating a substantial disorder of thought, mood, perception, orientation or memory that grossly impairs (i) judgment, (ii) behaviour, (iii) capacity to recognize reality, or (iv) ability to meet the ordinary demands of life. Restricted activity for occupational therapists requiring advanced training and authorization 39 For the purpose of needle acupuncture, a regulated member referred to in section 38 may perform in accordance with standards of practice the restricted activity of cutting a body tissue or performing other invasive procedures on body tissue below the dermis or mucous membrane if the regulated member (a) has provided evidence to the registrar of having successfully completed advanced training approved by the council, and (b) has received notification from the registrar that the authorization is indicated on the appropriate register. Opticians Restricted activities for opticians 40 For the purposes of section 1.3 and Schedule 16 to the Act, a regulated member on the general register, provisional register or courtesy register, in the practice of opticianry, may perform in accordance with standards of practice the restricted activity of dispensing corrective lenses for the purpose of dispensing eyeglasses only (a) in accordance with a prescription from a person who is authorized to prescribe corrective lenses, or (b) when the lenses are being duplicated with no change in refractive value. Other restricted activities for opticians 41 (1) Subject to subsection (2), a regulated member on the general register, in the practice of opticianry, may perform in accordance with standards of practice the restricted activity of dispensing corrective lenses for the purpose of dispensing contact lenses and to use rose bengal or ophthalmic preparations of lidocaine in combination with sodium fluorescein to stain eye tissue if the regulated member has (a) successfully completed a certificate program in contact lens dispensing approved by the council, (b) successfully passed the competency examination in contact lens dispensing approved by the council, and (c) received notification from the registrar that the authorization is indicated on the general register. (2) A regulated member referred to in subsection (1) who dispenses corrective lenses for the purpose of dispensing contact lenses may do so only (a) in accordance with a prescription from a person who is authorized to prescribe corrective lenses, or (b) when the contact lenses are being duplicated with no change in refractive value. (3) A regulated member on the courtesy register, in the practice of opticianry, may perform in accordance with standards of practice the restricted activity in subsection (1) for the purpose of dispensing contact lenses if the regulated member has (a) provided evidence of competence satisfactory to the registrar, and (b) received notification from the registrar that authorization is indicated on the courtesy register. Optometrists Restricted activities for optometrists 42 (1) For the purposes of section 1.3 and Schedule 17 to the Act, subject to subsection (2), a regulated member on the general register or courtesy register, in the practice of optometry, may perform in accordance with standards of practice the following restricted activities: (a) to dispense corrective lenses; (b) to prescribe corrective lenses; (c) to prescribe a topical or oral Schedule 1 drug; (d) to dispense, provide for sale or sell, incidental to the practice of optometry, a Schedule 1 drug or Schedule 2 drug; (e) to perform surgical procedures on body tissue below the dermis or the mucous membrane or in or below the surface of the cornea in the removal of superficial foreign bodies from the eye; (f) to order or apply non‑ionizing radiation in the form of ultrasound imaging. (2) A regulated member may perform the restricted activities listed in subsection (1)(c), (d), (e) and (f) if the regulated member has (a) graduated from a program approved by the council, or (b) successfully completed a certification course approved by the council. Paramedics Restricted activities for paramedics 43 (1) For the purposes of section 1.3 and Schedule 18 to the Act, a regulated member on the general register, provisional register or courtesy register, in the practice of the paramedic profession, may perform in accordance with standards of practice the following restricted activities: (a) to cut a body tissue, to administer anything by an invasive procedure on body tissue or to perform surgical or other invasive procedures on body tissue below the dermis or the mucous membrane for the purpose of administering medication by injection; (b) to insert or remove instruments or devices beyond the cartilaginous portion of the ear canal for the purpose of examining the ear; (c) to insert or remove instruments or devices beyond the point in the nasal passages where they normally narrow for the purpose of airway management; (d) to insert into the ear canal, under pressure, liquid, air or gas for the purpose of removing foreign bodies; (e) to set or reset a fracture of a bone for the purpose of alignment and immobilization; (f) to reduce a dislocation of a joint, except for a partial dislocation of the joints of the fingers and toes, for the purpose of immobilization or extrication; (g) to administer anesthetic gases for the purpose of administering nitrous oxide with oxygen. (2) A regulated member on the primary care paramedic general register, primary care paramedic provisional register or primary care paramedic courtesy register, in the practice of the paramedic profession, may perform in accordance with standards of practice the restricted activities listed in subsection (1) and the following additional restricted activities: (a) to cut a body tissue for the purpose of wound management; (b) to administer anything by an invasive procedure on body tissue or to perform surgical or other invasive procedures on body tissue below the dermis or the mucous membrane for the purpose of providing intravenous therapy or providing an intraosseous infusion; (c) to insert or remove instruments or devices (i) beyond the pharynx, (ii) beyond the labia majora for the purpose of managing an obstetrical emergency, (iii) beyond the anal verge for the purpose of administering medications or assessing core temperature, or (iv) into an artificial opening into the body for the purpose of administering medication; (d) to dispense, provide for sale or sell, incidental to the practice of the paramedic profession, a Schedule 1 drug or Schedule 2 drug; (e) to insert into the ear canal, under pressure, liquid, air or gas for the purpose of removing ear wax; (f) to administer a vaccine or parenteral nutrition; (g) to administer oral diagnostic imaging contrast agents; (h) to manage labour or deliver a baby. (3) A regulated member on the advanced care paramedic general register, advanced care paramedic provisional register or advanced care paramedic courtesy register, in the practice of the paramedic profession, may perform in accordance with standards of practice the restricted activities listed in subsections (1) and (2) and the following additional restricted activities: (a) to cut a body tissue, to administer anything by an invasive procedure on body tissue or to perform surgical or other invasive procedures on body tissue below the dermis or the mucous membrane; (b) to insert or remove instruments, devices, fingers or hands (i) beyond the point in the nasal passages where they normally narrow, (ii) beyond the opening of the urethra, (iii) beyond the anal verge, (iv) beyond the labia majora, or (v) into an artificial opening into the body; (c) to set or reset a fracture of a bone; (d) to reduce a dislocation of a joint except for a partial dislocation of the joints of the fingers and toes; (e) to order any form of ionizing radiation in medical radiography; (f) to order or apply non‑ionizing radiation in ultrasound imaging, other than any application of ultrasound to a fetus; (g) to administer blood or blood products. Pharmacists and Pharmacy Technicians Definitions 44 For the purposes of this section and sections 45 to 51, (a) “adapting an existing prescription” means any of the following: (i) altering the dosage, formulation or regimen for a Schedule 1 drug that has been prescribed for a patient; (ii) substituting another drug for a prescribed Schedule 1 drug if the substituted drug is expected to deliver a therapeutic effect similar to the therapeutic effect of the prescribed drug; (iii) substituting a generic drug for the prescribed drug; (iv) renewing a prescription to dispense a Schedule 1 drug or blood products to ensure continuity of care; (b) “clinical pharmacist” means a regulated member on the clinical pharmacist register; (c) “courtesy pharmacist” means a regulated member on the courtesy pharmacist register; (d) “courtesy pharmacy technician” means a regulated member on the courtesy pharmacy technician register; (e) “pharmacy technician” means a regulated member on the pharmacy technician register; (f) “provisional pharmacist” means a regulated member on the provisional pharmacist register; (g) “provisional pharmacy technician” means a regulated member on the provisional pharmacy technician register; (h) “student pharmacist” means a regulated member on the student pharmacist register. Restricted activities for clinical pharmacists 45 (1) For the purposes of section 1.3 and Schedule 19 to the Act, a clinical pharmacist, in the practice of the pharmacists profession, may perform in accordance with standards of practice the following restricted activities: (a) to dispense, compound, provide for selling or sell a Schedule 1 drug or Schedule 2 drug; (b) to administer a vaccine or parenteral nutrition; (c) to compound blood products; (d) to insert or remove instruments, devices or fingers (i) beyond the anal verge, or (ii) beyond the labia majora; (e) to prescribe a Schedule 1 drug or blood products for the purpose of adapting an existing prescription; (f) to prescribe a Schedule 1 drug or blood products if (i) it is not reasonably possible for the patient to see a health professional to obtain the prescription, and (ii) there is an immediate need for drug therapy or blood products. (2) Subject to subsection (3), a clinical pharmacist, in the practice of the pharmacists profession, may perform in accordance with standards of practice the restricted activities of prescribing a Schedule 1 drug and blood products if the clinical pharmacist has (a) provided evidence satisfactory to the registrar of having successfully completed the council requirements to prescribe Schedule 1 drugs and blood products, and (b) received notification from the registrar that the authorization is indicated on the clinical pharmacist register. (3) A clinical pharmacist under subsection (2) may prescribe a Schedule 1 drug or blood products only if the clinical pharmacist has (a) determined that a Schedule 1 drug or blood products are appropriate for the patient through an assessment of the patient, (b) received a recommendation that the patient receive drug therapy from a health professional who is authorized to prescribe a Schedule 1 drug or blood products, or (c) determined in consultation with or has determined in conjunction with a health professional that a Schedule 1 drug or blood products are appropriate for the patient. (4) A clinical pharmacist, in the practice of the pharmacists profession, may perform in accordance with standards of practice the restricted activity of administering anything by an invasive procedure on body tissue below the dermis or the mucous membrane for the purpose of administering subcutaneous or intramuscular injections if the clinical pharmacist has (a) provided evidence satisfactory to the registrar of having successfully completed the council requirements for the administration of injections, and (b) received notification from the registrar that authorization is indicated on the clinical pharmacist register. Restricted activities for courtesy pharmacists 46 For the purposes of section 1.3 and Schedule 19 to the Act, a courtesy pharmacist, in the practice of the pharmacists profession, may perform in accordance with standards of practice any restricted activity listed in section 45 if the restricted activity is directly related to the purpose for which the courtesy pharmacist is registered in the courtesy pharmacist register. Restricted activities for provisional pharmacists 47 For the purposes of section 1.3 and Schedule 19 to the Act, a provisional pharmacist, in the practice of the pharmacists profession, may perform in accordance with standards of practice the restricted activities listed in section 45 under the supervision of a clinical pharmacist or courtesy pharmacist. Restricted activities for student pharmacists 48 (1) For the purposes of section 1.3 and Schedule 19 to the Act, a student pharmacist, in the practice of the pharmacists profession, is authorized to perform in accordance with standards of practice the restricted activities listed in section 45 under the supervision of a clinical pharmacist or courtesy pharmacist. (2) Subject to the rules of the structured practical training program for pharmacists, the supervision under subsection (1) may be either direct supervision or indirect supervision, as the supervising clinical pharmacist or courtesy pharmacist considers appropriate to ensure the safe and effective performance of the restricted activity under this section. Restricted activities for pharmacy technicians 49 (1) For the purposes of section 1.3 and Schedule 19 to the Act, subject to subsections (2), (3), (4) and (5), a pharmacy technician, in the practice of the pharmacy technician profession, may perform in accordance with standards of practice the following restricted activities under the direction of a clinical pharmacist or a courtesy pharmacist: (a) subject to subsection (2), to dispense a Schedule 1 drug or Schedule 2 drug; (b) to compound, provide for selling or sell a Schedule 1 drug or a Schedule 2 drug; (c) to compound blood products. (2) A pharmacy technician may only perform the restricted activity under subsection (1)(a) if a clinical pharmacist or courtesy pharmacist (a) has evaluated the prescription for the drug, (b) has assessed the patient, the patient’s health history and medication record and has determined that the drug therapy is appropriate for the patient, and (c) is available to counsel the patient and to monitor the patient’s drug therapy. (3) For the purpose of this section, a clinical pharmacist or courtesy pharmacist who is responsible for providing direction to a pharmacy technician must (a) be practising in the same pharmacy as the pharmacy technician unless otherwise authorized in writing by the registrar, (b) ensure there is a system in place in the pharmacy that complies with the standards of practice and under which (i) a clinical pharmacist or courtesy pharmacist is available to consult with, provide guidance to and, if necessary, provide assistance to the pharmacy technician, (ii) the involvement of the pharmacy technician in the restricted activities authorized under subsection (1) can be monitored and assessed, and (iii) the pharmacy technician reports to the clinical pharmacist or courtesy pharmacist who is responsible for providing direction to the pharmacy technician, (c) be authorized to perform the restricted activities in respect of which the clinical pharmacist or courtesy pharmacist is providing direction to the pharmacy technician, and (d) in the case of a courtesy pharmacist, be specifically authorized in writing by the registrar to provide direction to a pharmacy technician. (4) A pharmacy technician shall not engage in a restricted activity under subsection (1) unless the pharmacy technician is satisfied that the clinical pharmacist or courtesy pharmacist responsible for providing direction to the pharmacy technician has complied with subsection (3). (5) If the registrar authorizes a courtesy pharmacist to provide direction to a pharmacy technician under subsection (3)(d), that authorization must be indicated on the courtesy pharmacist register. Restricted activities for provisional pharmacy technicians 50 For the purposes of section 1.3 and Schedule 19 to the Act, a provisional pharmacy technician, in the practice of the pharmacy technician profession, may perform in accordance with standards of practice the restricted activities listed in section 49 under the supervision of a clinical pharmacist, courtesy pharmacist or pharmacy technician. Restricted activities for courtesy pharmacy technicians 51 For the purposes of section 1.3 and Schedule 19 to the Act, a courtesy pharmacy technician, in the practice of the pharmacy technician profession, may perform in accordance with standards of practice the restricted activities listed in section 49 only if the restricted activity is directly related to the purpose for which the courtesy pharmacy technician is registered in the courtesy pharmacy technician register. Physiotherapists Restricted activities for physiotherapists 52 For the purposes of section 1.3 and Schedule 20 to the Act, a regulated member on the general register, provisional register or courtesy register, in the practice of physiotherapy, may perform in accordance with standards of practice the following restricted activities: (a) to cut a body tissue, to administer anything by an invasive procedure on body tissue or to perform other invasive procedures on body tissue below the dermis or the mucous membrane for the purpose of wound debridement and care; (b) to insert or remove instruments, devices or fingers (i) beyond the cartilaginous portion of the ear canal, (ii) beyond the point in the nasal passages where they normally narrow, (iii) beyond the pharynx, (iv) beyond the labia majora, (v) beyond the anal verge, or (vi) into an artificial opening into the body; (c) to reduce a dislocation of a joint. Other restricted activities for physiotherapists 53 (1) A regulated member on the general register or courtesy register, in the practice of physiotherapy, who has provided evidence to the registrar of having the competencies required to perform the restricted activities and received notification from the registrar that authorization is indicated on the general register or courtesy register, as the case may be, may perform in accordance with standards of practice the following restricted activities: (a) to cut a body tissue or to perform other invasive procedures on body tissue below the dermis or the mucous membrane for the purpose of needle acupuncture; (b) to cut a body tissue, to administer anything by an invasive procedure on body tissue or to perform other invasive procedures on body tissue below the dermis or the mucous membrane for the purpose of intramuscular stimulation and biofeedback; (c) to use a deliberate, brief, fast thrust to move the joints of the spine beyond the normal range but within the anatomical range of motion, which generally results in an audible click or pop; (d) to order a form of ionizing radiation in medical radiography, limited to X‑rays only; (e) to order non‑ionizing radiation in (i) magnetic resonance imaging, or (ii) ultrasound imaging. (2) A regulated member on the provisional register, in the practice of physiotherapy, may perform in accordance with standards of practice the restricted activities listed in section 52 only with the consent of and under the supervision of a regulated member on the general register or courtesy register. (3) A regulated member on the general register who is learning to perform a restricted activity referred to in subsection (1) may perform in accordance with standards of practice one or more of the restricted activities under subsection (1) with the consent of and under the supervision of a regulated member on the general register or courtesy register who may perform the restricted activities under subsection (1). Physicians, Surgeons, Osteopaths and Physician Assistants Restricted activities for physicians, surgeons and osteopaths 54 For the purposes of section 1.3 and Schedule 21 to the Act, a regulated member on the physicians, surgeons and osteopaths general register, the physicians, surgeons and osteopaths provisional register, the physicians, surgeons and osteopaths courtesy register, the physicians, surgeons and osteopaths emergency register or the physicians, surgeons and osteopaths telemedicine register, in the practice of medicine or osteopathy, may perform in accordance with standards of practice the following restricted activities: (a) to cut a body tissue, to administer anything by an invasive procedure on body tissue or to perform surgical or other invasive procedures on body tissue below the dermis or the mucous membrane or in or below the surface of the cornea; (b) to insert or remove instruments, devices, fingers or hands (i) beyond the cartilaginous portion of the ear canal, (ii) beyond the point in the nasal passages where they normally narrow, (iii) beyond the pharynx, (iv) beyond the opening of the urethra, (v) beyond the labia majora, (vi) beyond the anal verge, or (vii) into an artificial opening into the body; (c) to insert into the ear canal, under pressure, liquid, air or gas; (d) to set or reset a fracture of a bone; (e) to reduce a dislocation of any joint; (f) to use a deliberate, brief, fast thrust to move the joints of the spine beyond the normal range but within the anatomical range of motion, which generally results in an audible click or pop; (g) to prescribe a Schedule 1 drug; (h) to dispense, compound, provide for selling or sell a Schedule 1 drug or Schedule 2 drug; (i) to administer a vaccine or parenteral nutrition; (j) to prescribe, compound or administer blood or blood products; (k) to prescribe or administer diagnostic imaging contrast agents; (l) to prescribe or administer anaesthetic gases, including nitrous oxide, for the purposes of anaesthesia or sedation; (m) to prescribe or administer radiopharmaceuticals, radiolabelled substances, radioactive gases or radioaerosols; (n) to order or apply any form of ionizing radiation in medical radiography, nuclear medicine or radiation therapy; (o) to order or apply non‑ionizing radiation in lithotripsy, magnetic resonance imaging or ultrasound imaging, including any application of ultrasound to a foetus; (p) to prescribe or fit an implant‑supported prosthesis; (q) to perform a psychosocial intervention with an expectation of treating a substantial disorder of thought, mood, perception, orientation or memory that grossly impairs (i) judgment, (ii) behaviour, (iii) capacity to recognize reality, or (iv) ability to meet the ordinary demands of life; (r) to manage labour or deliver a baby; (s) to prescribe or dispense corrective lenses. Restricted activities for physician assistants 55 For the purposes of section 1.3 and Schedule 21 to the Act, a regulated member on the physician assistants general register, physician assistants provisional register, physician assistants courtesy register, physician assistants emergency register or physician assistants telemedicine register, in the practice of medicine, may perform in accordance with standards of practice the restricted activities listed in section 54 under the supervision of a physician, surgeon or osteopath registered to practise in Alberta. Restricted activities for student physicians, surgeons and osteopaths and student physician assistants 56 (1) For the purposes of section 1.3 and Schedule 21 to the Act, a regulated member on the physicians, surgeons and osteopaths student register, in the practice of medicine or osteopathy, may perform in accordance with standards of practice the restricted activities listed in section 54 under the supervision of a physician, surgeon or osteopath registered to practise in Alberta. (2) For the purposes of section 1.3 and Schedule 21 to the Act, a regulated member on the physician assistants student register, in the practice of medicine, may perform in accordance with standards of practice the restricted activities listed in section 55 under the supervision of a physician, surgeon or osteopath registered to practise in Alberta. Podiatrists Restricted activities for podiatrists 57 (1) For the purposes of section 1.3 and Schedule 21.1 to the Act, a regulated member on the general register, provisional register or courtesy register, in the practice of podiatry, may perform in accordance with standards of practice the following restricted activities for the purpose of diagnosing and treating ailments, diseases, deformities and injuries of the human foot and ankle: (a) to cut a body tissue, to administer anything by an invasive procedure on body tissue or to perform surgical or other invasive procedures on body tissue; (b) to set or reset a fracture of a bone; (c) to reduce a dislocation of a joint; (d) to prescribe a Schedule 1 drug; (e) to dispense, compound, provide for selling or sell, incidentally to the practice of podiatry, a Schedule 1 drug or Schedule 2 drug; (f) to administer a vaccine; (g) to prescribe or administer nitrous oxide gas for the purposes of anaesthesia or sedation; (h) to order any form of ionizing radiation in medical radiography and nuclear medicine; (i) to apply any form of ionizing radiation in medical radiography; (j) to order any form of non‑ionizing radiation in magnetic resonance imaging or ultrasound imaging; (k) subject to subsection (2), to apply any form of non‑ionizing radiation in ultrasound imaging. (2) No regulated member shall perform the restricted activity described in subsection (1)(k) in respect of a fetus. Psychologists Restricted activities for psychologists 58 (1) For the purposes of section 1.3 and Schedule 22 to the Act, a regulated member on the general register or courtesy register, in the practice of psychology, may perform in accordance with standards of practice the restricted activity of a psychosocial intervention with an expectation of treating a substantial disorder of thought, mood, perception, orientation or memory that grossly impairs (a) judgment, (b) behaviour, (c) capacity to recognize reality, or (d) ability to meet the ordinary demands of life. (2) Regulated members on the provisional register may perform the restricted activity referred to in subsection (1) under the supervision of a regulated member who may perform the restricted activity under that subsection. Registered Dietitians and Registered Nutritionists Restricted activities for registered dietitians and registered nutritionists 59 (1) For the purposes of section 1.3 and Schedule 23 to the Act, subject to subsections (2) and (3), a regulated member on the general register or courtesy register, in the practice of dietetics and nutrition, may perform in accordance with standards of practice the following restricted activities: (a) to insert or remove instruments, devices, fingers or hands beyond the point in the nasal passages where they normally narrow or beyond the pharynx for the purposes of inserting or removing nasoenteric tubes, if in the provision of nutrition support the regulated member is providing enteral nutrition; (b) to insert instruments, devices, fingers or hands into or remove them from an artificial opening into the body if, in the provision of nutrition support, the regulated member provides enteral nutrition to patients and inserts or removes gastrostomy or jejunostomy tubes; (c) to prescribe a Schedule 1 drug for the purposes of providing nutrition support; (d) to prescribe parenteral nutrition if the regulated member is providing nutrition support and the member is authorized to prescribe a Schedule 1 drug; (e) to prescribe and administer oral diagnostic imaging contrast agents if, in the provision of medical nutrition therapy, a regulated member performs a video fluoroscopic swallowing study or assists with the study; (f) to perform psychosocial intervention if a regulated member is providing psychonutrition therapy in the treatment of disordered eating patterns; (g) to distribute without payment, for the purposes of nutritional support or medical nutrition therapy, drugs regulated by the Pharmacy and Drug Act and pursuant to a prescription, if required by the Pharmacy and Drug Act . (2) A regulated member referred to in subsection (1) shall demonstrate competence in the provision of one or more restricted activities listed in subsection (1) in accordance with the criteria established by the council. (3) A regulated member who prescribes or distributes any drugs under subsection (1) may only do so in accordance with the criteria established by the council. Registered Nurses Restricted activities for registered nurses 60 (1) For the purposes of section 1.3 and Schedule 24 to the Act, a regulated member on the registered nurse register, nurse practitioner register, certified graduate nurse register, provisional register or courtesy register, in the practice of registered nursing, may perform in accordance with standards of practice the following restricted activities: (a) to cut a body tissue, to administer anything by an invasive procedure on body tissue or to perform surgical or other invasive procedures on body tissue below the dermis or the mucous membrane; (b) to insert or remove instruments, devices, fingers or hands (i) beyond the cartilaginous portion of the ear canal, (ii) beyond the point in the nasal passages where they normally narrow, (iii) beyond the pharynx, (iv) beyond the opening of the urethra, (v) beyond the labia majora, (vi) beyond the anal verge, or (vii) into an artificial opening into the body; (c) to insert into the ear canal, under pressure, liquid, air or gas; (d) to reduce a dislocation of a joint; (e) to dispense, compound, provide for selling or sell a Schedule 1 drug or Schedule 2 drug; (f) to administer a vaccine or parenteral nutrition; (g) to compound or administer blood or blood products; (h) to administer diagnostic imaging contrast agents; (i) to administer radiopharmaceuticals, radiolabelled substances, radioactive gases or radioaerosols; (j) to prescribe or administer nitrous oxide for the purposes of anaesthesia or sedation; (k) to order or apply non‑ionizing radiation in ultrasound imaging, other than the application of ultrasound to a fetus; (l) to perform a psychosocial intervention with an expectation of treating a substantial disorder of thought, mood, perception, orientation or memory that grossly impairs (i) judgment, (ii) behaviour, (iii) capacity to recognize reality, or (iv) ability to meet the ordinary demands of life; (m) to manage labour or deliver a baby. (2) Despite subsection (1)(e), a regulated member on any register referred to in subsection (1) shall not distribute, trade or barter for money or valuable consideration, or keep for sale or offer for sale, a Schedule 1 drug or a Schedule 2 drug but may distribute or give away a Schedule 1 drug or a Schedule 2 drug without expectation or hope of compensation or reward. (3) A regulated member on the registered nurse register, in the practice of registered nursing, may perform in accordance with standards of practice the restricted activity of ordering any form of ionizing radiation in medical radiography. (4) A regulated member on the registered nurse register who meets the requirements approved by the council and who has been authorized by the registrar, in the practice of registered nursing, may perform the restricted activity of prescribing a Schedule 1 drug. (5) A regulated member on the registered nurse register or certified graduate nurse register, in the practice of registered nursing, may perform in accordance with standards of practice the restricted activity of applying non‑ionizing radiation in ultrasound imaging to a fetus, but only under the supervision of a person who provides health services and who is authorized under this Regulation or another regulation under the Act or another enactment to apply ultrasound to a fetus. (6) A regulated member on the nurse practitioner register, on the courtesy register as a nurse practitioner or on the provisional register as a graduate nurse practitioner may perform in accordance with standards of practice the restricted activities listed in subsection (1) and the following additional restricted activities when practising as a nurse practitioner: (a) to set or reset a fracture of a bone; (b) to prescribe a Schedule 1 drug; (c) to prescribe blood or blood products; (d) to prescribe diagnostic imaging contrast agents; (e) to prescribe radiopharmaceuticals, radiolabelled substances, radioactive gases or radioaerosols; (f) to order or apply any form of ionizing radiation in medical radiography; (g) to order any form of ionizing radiation in nuclear medicine; (h) to order non‑ionizing radiation in magnetic resonance imaging; (i) to order or apply non‑ionizing radiation in ultrasound imaging, including any application of ultrasound to a fetus. Registered Psychiatric Nurses Restricted activities for psychiatric nurses 61 (1) For the purposes of section 1.3 and Schedule 25 to the Act, a regulated member on the registered psychiatric nurse register, provisional register or courtesy register, in the practice of registered psychiatric nursing, may perform in accordance with standards of practice the following restricted activities: (a) to cut a body tissue, to administer anything by an invasive procedure on body tissue or to perform surgical or other invasive procedures on body tissue below the dermis or the mucous membrane; (b) to insert or remove instruments, devices, fingers or hands (i) beyond the cartilaginous portion of the ear canal, (ii) beyond the point in the nasal passages where they normally narrow, (iii) beyond the pharynx, (iv) beyond the opening of the urethra, (v) beyond the opening of the labia majora, (vi) beyond the anal verge, or (vii) into an artificial opening into the body; (c) to insert into the ear canal, under pressure, liquid, air or gas; (d) to dispense, compound, provide for selling or sell a Schedule 1 drug or Schedule 2 drug; (e) to administer a vaccine to those age 5 years or older; (f) to administer parenteral nutrition; (g) to administer blood or blood products; (h) to administer diagnostic imaging contrast agents; (i) to administer anaesthetic gases, including nitrous oxide, for the purposes of sedation; (j) to administer radiopharmaceuticals, radiolabelled substances, radioactive gases or radioaerosols; (k) to order or apply non‑ionizing radiation in ultrasound imaging, other than the application of ultrasound to a fetus; (l) to perform a psychosocial intervention with an expectation of treating a substantial disorder of thought, mood, perception, orientation or memory that grossly impairs (i) judgment, (ii) behaviour, (iii) capacity to recognize reality, or (iv) ability to meet the ordinary demands of life. (2) Despite subsection (1)(d), a regulated member on any category of register referred to in subsection (1) shall not distribute, trade or barter for money or valuable consideration, or keep for sale or offer for sale a Schedule 1 drug or a Schedule 2 drug, but may distribute or give away a Schedule 1 drug or a Schedule 2 drug without expectation or hope of compensation or reward. (3) A regulated member on the registered psychiatric nurse register, in the practice of registered psychiatric nursing, may perform the restricted activity of ordering any form of ionizing radiation in medical radiography in accordance with standards of practice. (4) A regulated member on any category of register referred to in subsection (1) with advanced training approved by the council may perform the restricted activity of administering a vaccine to persons less than 5 years of age. (5) A regulated member on any category of register referred to in subsection (1) may perform the restricted activity of reducing a dislocation of a joint with the consent of and under the supervision of a regulated member of another college if the council of that other college authorizes the regulated member referred to in subsection (1) to perform that restricted activity under the supervision of its regulated members. Restricted activity for psychiatric nurses requiring prior authorization 62 A regulated member on the registered psychiatric nurse register who meets the requirements approved by the council and who has been authorized by the registrar or the registration committee, in the practice of registered psychiatric nursing, may perform in accordance with standards of practice and the scope of the authorization given by the registrar or the registration committee the restricted activity of prescribing a Schedule 1 drug. Respiratory Therapists Restricted activities for respiratory therapists 63 (1) For the purpose of this section, “assisting” means a regulated member of another college or a physician is on‑site directing the procedure being performed. (2) For the purposes of section 1.3 and Schedule 26 to the Act, a regulated member on the general register, provisional register or courtesy register, in the practice of respiratory therapy, may perform in accordance with standards of practice the following restricted activities: (a) to cut a body tissue, to administer anything by an invasive procedure on body tissue or to perform surgical or other invasive procedures on body tissue below the dermis or the mucous membrane for the following purposes: (i) performing blood analyses; (ii) assisting with cardiac procedures; (iii) performing hemo‑dynamic monitoring; (iv) assisting with anesthesia; (v) administering injections; (vi) suturing; (vii) performing routine wound care; (b) to insert or remove instruments, devices, fingers or hands beyond the point in the nasal passages where they normally narrow and beyond the pharynx for the purpose of inserting or removing tubes; (c) to administer blood or blood products when assisting with anesthesia; (d) to administer anesthetic gases, including nitrous oxide, for the purposes of anesthesia or sedation when assisting with the provision of anesthesia or bronchodilation. Restricted activities for respiratory therapists requiring advanced training and authorization 64 (1) A regulated member referred to in section 63(2) who (a) has provided evidence satisfactory to the registrar of having completed and remaining current in the advanced training required by the council, and (b) has received notification from the registrar that authorization is indicated on the appropriate category of regulated members register may perform in accordance with standards of practice the restricted activities listed in subsection (2) for the purposes of performing extracorporeal membrane oxygenation, needle thoracentesis and the insertion and maintenance of chest tubes. (2) For the purpose of this section, a regulated member referred to in subsection (1) may perform the following restricted activities: (a) to cut a body tissue, to administer anything by an invasive procedure on body tissue or to perform surgical or other invasive procedures on body tissue below the dermis for the purpose of insertion and maintenance of chest tubes, insertion of central venous pressure catheters and needle thoracentesis; (b) to insert or remove instruments, devices, fingers or hands into an artificial opening into the body for the purpose of insertion and maintenance of chest tubes, insertion of central venous pressure catheters and needle thoracentesis; (c) to administer blood or blood products for the purpose of extracorporeal membrane oxygenation; (d) to order any form of ionizing radiation in medical radiography for the purpose of ordering a chest X‑ray. Social Workers Restricted activities for social workers 65 For the purposes of section 1.3 and Schedule 27 to the Act, a regulated member on the general register, provisional register or courtesy register, in the practice of social work, may be authorized by the registrar to perform in accordance with standards of practice the restricted activity of psychosocial intervention if the regulated member has completed a program approved by the council that provides specific content on working with individuals with a substantial mental disorder and the regulated member has training in the following areas: (a) instruction in understanding human behaviour and social environment systems that includes specific content on the assessment and understanding of providing professional services to individuals with substantial mental health disorders and impairments in social functioning; (b) instruction in the ethics of social work that specifically addresses the competence and ethical obligations pertaining to providing professional services to individuals with substantial mental health disorders and impairment in social functioning; (c) instruction in the use of a social work assessment system that specifically addresses substantial mental disorders and their impact on mental health functioning and potential to interfere with the capacity to perform social roles and meet social functioning expectations; (d) instruction in the use of social work methods that specifically includes psychosocial interventions to treat individuals with substantial mental health disorders and gross impairments in social functioning. Psychosocial intervention requiring training and guidance in traditional aboriginal practice 66 Despite section 65, a regulated member referred to in section 65 is permitted to provide psychosocial intervention using traditional aboriginal practices if the member has received training and guidance in the use of traditional aboriginal approaches and is recognized by an aboriginal community as being competent in the use of traditional aboriginal practices. Speech‑language Pathologists and Audiologists Restricted activities for speech‑language pathologists 67 For the purposes of section 1.3 and Schedule 28 to the Act, a regulated member on the speech‑language pathologist general register or speech‑language pathologist courtesy register, in the practice of speech‑language pathology, may perform in accordance with standards of practice the following restricted activities: (a) to insert into the ear canal, under pressure, air; (b) to insert or remove instruments or devices beyond the point in the nasal passages where they normally narrow; (c) to insert or remove instruments, devices or fingers beyond the pharynx; (d) to insert or remove instruments or devices into an artificial opening into the body; (e) to administer oral diagnostic imaging contrast agents. Restricted activities for audiologists 68 For the purposes of section 1.3 and Schedule 28 to the Act, a regulated member on the audiologist general register or audiologist courtesy register, in the practice of audiology, may perform in accordance with standards of practice the following restricted activities: (a) to insert or remove instruments or devices beyond the cartilaginous portion of the ear canal; (b) to insert into the ear canal (i) under pressure, liquid, air or gas, or (ii) a substance that subsequently solidifies. Expiry and Coming into Force Expiry 69 For the purpose of ensuring that this Regulation is reviewed for ongoing relevancy and necessity, with the option that it may be repassed in its present or an amended form following a review, this Regulation expires on March 31, 2033. Coming into force 70 This Regulation comes into force on March 31, 2023.
