This provision sets planning, approval, exemption, and enforcement rules for forest and range activities, including obligations to prepare plans, carry out required measures, avoid unauthorized damage, and comply with inspections and stop-work orders. This provision gives officials and the minister powers to seize property, issue and enforce remedial and administrative orders, and impose penalties for non-compliance and offences. This provision gives the minister powers to grant or refuse relief and funding for free-growing obligations, set conditions, designate catastrophic-damage areas, and authorize alternate locations. It also sets duties and powers for the board, confidentiality rules, notice rules, and some regulation-making powers.
