Traffic Control Devices Regulation, M.R. 13/2019 The Highway Traffic Act , C.C.S.M. c. H60 Regulation 13/2019 Registered February 19, 2019 bilingual version (HTML) Approved Traffic Control Devices 1(1) The following traffic control devices are approved for use in Manitoba: (a) the traffic control devices set out in the Manual of Uniform Traffic Control Devices for Canada, Fifth Edition , published in January 2014 by the Transportation Association of Canada, as amended (but not replaced with a new edition) from time to time; and (b) the traffic control devices set out in the Schedule to this regulation, if they are used for a purpose for which they are approved in the Schedule. 1(2) Where a traffic control device is approved in the Schedule, the device must be of the same design, colour and dimensions, and, if applicable, show the same text and pictograms, as indicated on the image of the device included in the Schedule. 1(3) A traffic control device may be referred to by the sign code number it is assigned (a) in the manual described in clause (1)⁠(a); or (b) in the Schedule, underneath the image of the traffic control device. 1(4) All signs approved in the Schedule must be retro-reflectorized so as to show the same colour during the day-time and the night-time. M.R. 67/2023 Dimensions 2(1) Where dimensions for a traffic control device are indicated in the Schedule underneath the sign code number assigned to the device, (a) in the case of a device other than a diamond-shaped sign, the first dimension refers to the width of the device and the second dimension refers to its height; and (b) in the case of a diamond-shaped sign, the dimensions refer to the length of the sides of the sign rather than its width or height when installed. 2(2) The dimensions for a traffic control device set out in the Schedule are minimum dimensions. If a traffic authority considers it appropriate to do so, it may increase the size of a traffic control device, but only if (a) the longer dimension is increased in increments of 150 mm; and (b) the shorter dimension is increased proportionately to the longer dimension. 2(3) Despite subsection (2), (a) the width of a tab sign should not exceed the width of the traffic control device it is used with; and (b) the surface area of a tab sign should not exceed (i) 50% of the surface area of the traffic control device it is used with in the case of a unilingual tab sign, or (ii) 100% of the surface area of the traffic control device it is used with in the case of a bilingual tab sign. 2(4) Reduced-size traffic control devices are permissible where they are solely used to control pedestrian or bicycle traffic. M.R. 67/2023 Use of obsolete traffic control devices 3(1) Subject to subsection (2), a traffic control device that was previously approved for use in Manitoba and installed before this regulation comes into force may continue to be used for the purpose for which it was previously approved. 3(2) After this regulation comes into force, a traffic authority must not install a traffic control device — including replacing an existing device — unless the device installed is approved under this regulation. Coming into force 4 This regulation comes into force on the same day that Schedule B of The Traffic and Transportation Modernization Act , S.M. 2018, c. 10, comes into force. SCHEDULE Traffic Control Device Description and Use MC-9 1200 mm x 750 mm This sign may be used to indicate that only local traffic is permitted to use a highway or portion of a highway. MC-9B 1200 mm x 1200 mm This sign may be used to indicate that only local traffic is permitted to use a highway or portion of a highway. MC-33 900 mm x 900 mm This sign may be used to indicate that road construction involving either an excavation area or an embankment area lies ahead. The sign may be used as a stand-alone sign or used to supplement warning signs that warn of specific hazards. MC-33B 900 mm x 900 mm This sign may be used to indicate that road construction involving either an excavation area or an embankment area lies ahead. The sign may be used as a stand-alone sign or used to supplement warning signs that warn of specific hazards. MC-41 900 mm x 600 mm This sign may be used to close a highway or portion of a highway. MC-41B 900 mm x 900 mm This sign may be used to close a highway or portion of a highway. (front) (back) MC-44 450 mm x 450 mm This paddle may be used by a flagperson to control traffic. The paddle is ordinarily used within marked construction or maintenance areas but may be used in other areas as appropriate. MC-52 600 mm x 600 mm This sign may be used to indicate that traffic may pass on either side of a traffic island or an obstruction in the road, but that traffic passing on the left must turn left at the next intersection. MC-60 600 mm x 600 mm This sign may be used to indicate that traffic may pass on either side of a traffic island or an obstruction in the road, but that traffic passing on the right must turn right at the next intersection. MC-61 550 mm x 750 mm This sign may be used to indicate that traffic may pass on either side of a traffic island or an obstruction in the road. Note: Dimensions refer to overall width and overall height. The short vertical side must be a minimum length of 270 mm. The diagonal sides must be a minimum length of 400 mm. MH-318 L 1800 mm x 200 mm This barricade may be used to indicate the end of a construction site and act as a gate. It must be used with a standard black on orange barricade at the beginning of the construction site. Note: The orange and black side is the front. The white and black side is the back. MH-318 R 1800 mm x 200 mm This barricade may be used to indicate the end of a construction site and act as a gate. MI-100RS 3300 mm x 1680 mm This sign or sign MI-100RS B must be used to indicate the existence of an inspection station ahead and the requirement for all trucks to report to the inspection station when the lights are flashing. The distance indicator may be varied to indicate the actual distance to the inspection station. The sign must have a flashing amber beacon on each corner with a minimum lens diameter of 200 mm. MI-100RS B 3300 mm x 2590 mm This sign or sign MI-100RS must be used to indicate the existence of an inspection station ahead and the requirement for all trucks to report to the inspection station when the lights are flashing. The distance indicator may be varied to indicate the actual distance to the inspection station. The sign must have a flashing amber beacon on each corner with a minimum lens diameter of 200 mm. MI-103 600 mm x 300 mm This sign must be used to identify an inspection station. MI-104 3400 mm x 1525 mm This sign must be used to indicate the existence of an inspection station ahead and the requirement for all trucks to report when the lights are flashing. MI-104F 3400 mm x 1525 mm This sign may be used in conjunction with sign MI-104 to indicate the existence of an inspection station ahead and the requirement for all trucks to report when the lights are flashing. MI-197 300 mm x 450 mm This sign may be used to indicate to cyclists that they should wait behind a bus that is stopped for loading passengers. MM-1 750 mm x 600 mm This sign may be used to indicate a route in the City of Winnipeg. Note: The bottom length of the sign is 600 mm. MM-5 600 mm x 300 mm This sign may be used together with sign MM-1 to indicate a turn or change of direction in a route. MM-18 600 mm x 300 mm This sign may be used together with sign MM-1 to indicate a turn or change of direction in a route. MM-19 600 mm x 300 mm This sign may be used below sign MM-1 to indicate a city route. MR-4 600 mm x 750 mm This sign may be used to indicate the existence of paved shoulders which are not intended for use by vehicular traffic. MR-10 (R) 2400 mm x 900 mm This sign may be used to indicate to drivers that they are entering an area that is not a restricted speed area, and that the speed limit is 90 km/h unless otherwise posted. This sign may be used interchangeably with sign MR-10A (R). MR-10A (R) 600 mm x 900 mm This sign may be used to indicate to drivers that they are entering an area that is not a restricted speed area, and that the speed limit is 90 km/h unless otherwise posted. MR-10 (U) 2400 mm x 900 mm This sign may be used to indicate to drivers that they are entering a restricted speed area in which the speed limit is 50 km/h unless otherwise posted. MR-10A (U) 600 mm x 900 mm This sign may be used to indicate to drivers that they are entering a restricted speed area in which the speed limit is 50 km/h unless otherwise posted. MR-10ST 600 mm x 450 mm This tab sign may be used to indicate the speed limit on all back lanes in a municipality. Where it is used, it must be used together with, and installed below, sign MR-10A (U). The number indicating the speed limit may be varied to indicate the actual speed limit fixed for back lanes. MR-10T 2400 mm x 300 mm This tab sign may be used to indicate the speed limit on all back lanes in a municipality. Where it is used, it must be used together with, and installed below, sign MR-10 (U). The number indicating the speed limit may be varied to indicate the actual speed limit fixed for back lanes. MR-23 600 mm x 750 mm This sign may be used to indicate that no more than one truck is allowed on a bridge at one time. If used, it must be used in conjunction with tab sign MR-23T and installed above that tab sign. MR-23T 600 mm x 300 mm This sign may be used to indicate that a restriction applies on a bridge. This sign must be used wherever sign MR-23 or RB-63 is used and installed immediately below that sign. The sign must be placed at a distance from each end of the bridge that is sufficient to provide a reasonable warning. MR-82 300 mm x 450 mm This sign may be used to indicate that crossing a highway ditch in a vehicle is prohibited. MR-92C 300 mm x 450 mm This sign may be used to indicate that a stopping prohibition is in effect during periods of snow clearing operations based on times set out in a rule or by-law of a traffic authority when stopping on a snow route is prohibited. MR-92D 300 mm x 450 mm This sign may be used to indicate that a stopping prohibition is in effect during periods of snow clearing operations based on times set out in a rule or by-law of a traffic authority when stopping on a snow route is prohibited. MR-94R1 450 mm x 600 mm This sign may be used to indicate to motorists that a temporary seasonal weight restriction of 65% of normal axle loads is in effect on a highway. MR-94R1 F 450 mm x 600 mm This sign may be used to indicate to motorists that a temporary seasonal weight restriction of 65% of normal axle loads is in effect on a highway. MR-94R2 450 mm x 600 mm This sign may be used to indicate to motorists that a temporary seasonal weight restriction of 90% of normal axle loads is in effect on a highway. MR-94R2 F 450 mm x 600 mm This sign may be used to indicate to motorists that a temporary seasonal weight restriction of 90% of normal axle loads is in effect on a highway. MR-94R3 450 mm x 600 mm This sign may be used to indicate to motorists that a temporary seasonal weight restriction of 95% of normal axle loads is in effect on a highway. MR-102TA 750 mm x 300 mm This tab sign may be used to indicate a prohibited use of a highway right-of-way. Where it is used, it must be used together with, and installed below, sign MR-102. MR-102TA F 750 mm x 300 mm This tab sign may be used to indicate a prohibited use of a highway right-of-way. Where it is used, it must be used together with, and installed below, sign MR-102. MR-102TB 750 mm x 300 mm This tab sign may be used to indicate a prohibited use of a highway right-of-way. Where it is used, it must be used together with, and installed below, sign MR-102. MR-102TE 750 mm x 300 mm This tab sign may be used to indicate a prohibited use of a highway right-of-way. Where it is used, it must be used together with, and installed below, sign MR-102. MR-102TF 750 mm x 300 mm This tab sign may be used to indicate a prohibited use of a highway right-of-way. Where it is used, it must be used together with, and installed below, sign MR-102. MR-102TG 750 mm x 450 mm This tab sign may be used to indicate a prohibited use of a highway right-of-way. Where it is used, it must be used together with, and installed below, sign MR-102. MR-103 L 914 mm x 810 mm This sign and signal combination, consisting of signs MR-103 L and MR-103 R and two flashing amber beacons per sign, must be used to indicate the presence of a pedestrian corridor and warn drivers that the pedestrian corridor is occupied or about to be occupied by a pedestrian. This sign and signal combination may be used interchangeably with combination MR-103S L and MR-103S R. Each sign must (a) have internal illumination to light up the crosswalk area below the sign; and (b) be positioned so that the pedestrian shown in the pictogram appears to be walking towards the centreline of the highway. Each of the flashing amber beacons must (a) have a lens diameter of at least 200 mm and be mounted horizontally approximately 700 mm apart from the other signal; (b) face in the direction of approaching vehicular traffic; (c) be capable of activation by a pedestrian by means of a button on each side of the street or, in the case of a divided highway, on one side of the street and on the centre island; (d) when activated, flash at a rate of no more than 120 and no less than 100 flashes per minute, with the "on" and "off" periods approximately equal in length, with the "on" period for one signal coinciding with the "off" period for the other signal; and (e) when activated, flash for a period of time sufficient for an average pedestrian to cross the highway while walking at a normal pace. MR-103 R 914 mm x 810 mm MR-103S L 914 mm x 686 mm This sign and signal combination, consisting of signs MR-103S L and MR-103S R and two flashing amber beacons per sign, must be used to indicate the presence of a pedestrian corridor and warn drivers that the pedestrian corridor is occupied or about to be occupied by a pedestrian. MR-109T 600 mm x 300 mm This tab sign may be used to indicate that both pedestrians and cyclists are permitted to use the sidewalk. Where it is used, it must be used together with, and installed below, sign MR-109. MR-109TA 600 mm x 300 mm This tab sign may be used to indicate that both pedestrians and cyclists are permitted to use the sidewalk. Where it is used, it must be used together with, and installed below, sign MR-109. MR-110 600 mm x 600 mm This sign may be used where cyclists share a facility used by pedestrians and must yield to pedestrians. MR-110A 600 mm x 600 mm This sign may be used where cyclists share a facility used by pedestrians and must yield to pedestrians. MR-111T 600 mm x 300 mm This tab sign may be used to indicate that a route is not a truck route. Where it is used, it must be used together with, and installed below, sign MM-1. MR-112 900 mm x 900 mm This sign may be used to indicate to drivers that the use of engine retarder brakes is prohibited. MR-123 450 mm x 450 mm This sign may be used to indicate that skateboarding is prohibited on a sidewalk. MR-125 600 mm x 600 mm This sign may be used instead of a regular stop sign in designated bilingual service areas. MR-131 300 mm x 600 mm This sign may be used to indicate that a truck parking prohibition is in effect. The directional application of the sign may be indicated by a left arrow, right arrow or both. MR-133 600 mm x 450 mm This sign may be used to indicate to motorists that they must not enter an intersection unless they are able to clear the far side of the intersection immediately. MR-133B 600 mm x 750 mm This sign may be used to indicate to motorists that they must not enter an intersection unless they are able to clear the far side of the intersection immediately. MR-143 300 mm x 450 mm This sign may be used to indicate to drivers (a) that an area is a paid parking area; (b) the days of the week and times of day when paid parking is in effect; (c) the maximum parking duration when paid parking is in effect; and (d) that verification of payment for parking may be obtained from a nearby pay and display device. The directional application of the sign may be indicated by a left arrow, right arrow or both. MR-143B 300 mm x 450 mm This sign may be used to indicate to drivers (a) that an area is a paid parking area; (b) the days of the week and times of day when paid parking is in effect; (c) the maximum parking duration when paid parking is in effect; and (d) that verification of payment for parking may be obtained from a nearby pay and display device. The directional application of the sign may be indicated by a left arrow, right arrow or both. MR-144 750 mm x 1000 mm This sign may be used to indicate that drivers must not stop their vehicles on a railroad crossing or in any other location where the vehicle would block railroad tracks. MR-144F 1200 mm x 900 mm This sign may be used to indicate that drivers must not stop their vehicles on a railroad crossing or in any other location where the vehicle would block railroad tracks. MR-146 300 mm x 600 mm This sign may be used to indicate to drivers (a) that there are designated parking spaces for the exclusive use of disabled persons; (b) that the parking spaces are paid parking spaces; (c) the days of the week and times of day when paid parking is in effect; (d) the maximum parking duration when paid parking is in effect; and (e) that verification of payment for parking may be obtained from a nearby pay and display device. The directional application of the sign may be indicated by a left arrow, right arrow or both. MR-146B 300 mm x 600 mm This sign may be used to indicate to drivers (a) that there are designated parking spaces for the exclusive use of disabled persons; (b) that the parking spaces are paid parking spaces; (c) the days of the week and times of day when paid parking is in effect; (d) the maximum parking duration when paid parking is in effect; and (e) that verification of payment for parking may be obtained from a nearby pay and display device. The directional application of the sign may be indicated by a left arrow, right arrow or both. MR-156A variable size This "bicycle box" pavement marking may be used on a two-way street to provide a bicycle holding area at the front of a vehicle queue, but only at a signalized intersection where there is a designated bicycle lane in place. Where it is used, it must be used together with a tab sign MR-157 placed directly below a sign RC-4L. The bicycle box must delineate an area of roadway not less than 2.75 m and not more than 4.0 m in length. MR-156B variable size This "bicycle box" pavement marking may be used on a one-way street to provide a bicycle holding area at the front of a vehicle queue, but only at a signalized intersection where there is a designated bicycle lane in place. Where it is used, it must be used together with a tab sign MR-157 placed directly below a sign RC-4L. The bicycle box must delineate an area of roadway not less than 2.75 m and not more than 4.0 m in length. MR-157 600 mm x 300 mm This tab sign may be used below a traffic control device to indicate that cyclists are exempt from having to comply with the traffic control device. MR-166 300 mm x 450 mm This sign may be used to indicate to drivers that a disabled person's parking permit is required in order to use the curb space delineated by the sign. The directional application of the sign may be indicated by a left arrow, right arrow or both. MR-166B 300 mm x 450 mm This sign may be used to indicate to drivers that a disabled person's parking permit is required in order to use the curb space delineated by the sign. The directional application of the sign may be indicated by a left arrow, right arrow or both. MR-167 300 mm x 450 mm This sign may be used to indicate the days of the week and times of day when a parking prohibition is in effect but temporary parking for the purpose of loading or unloading a vehicle is permitted for the maximum duration indicated on the sign. The directional application of the sign may be indicated by a left arrow, right arrow or both. MR-167B 300 mm x 450 mm This sign may be used to indicate the days of the week and times of day when a parking prohibition is in effect but temporary parking for the purpose of loading or unloading a vehicle is permitted for the maximum duration indicated on the sign. The directional application of the sign may be indicated by a left arrow, right arrow or both. MR-173 600 mm x 225 mm This sign may be used to indicate (a) that there is a parking prohibition for all vehicles except taxicab vehicles; (b) the hours of the day and days of the week when the parking prohibition for other vehicles is in effect; and (c) the maximum time that a taxicab may be left unattended at the stand. The directional application of the sign may be indicated by a left arrow, right arrow or both. MR-173B 600 mm x 300 mm This sign may be used to indicate (a) that there is a parking prohibition for all vehicles except taxicab vehicles; (b) the hours of the day and days of the week when the parking prohibition for other vehicles is in effect; and (c) the maximum time that a taxicab may be left unattended at the stand. The directional application of the sign may be indicated by a left arrow, right arrow or both. MR-174 300 mm x 600 mm This sign may be used to indicate (a) that there is a parking prohibition for all vehicles except taxicab vehicles; (b) the days of the week when the parking prohibition for other vehicles is in effect; (c) the hours of the day when the parking prohibition for other vehicles is in effect if applicable; and (d) the maximum time that a taxicab may be left unattended at the stand if applicable. The directional application of the sign may be indicated by a left arrow, right arrow or both. MR-174B 300 mm x 600 mm This sign may be used to indicate (a) that there is a parking prohibition for all vehicles except taxicab vehicles; (b) the days of the week when the parking prohibition for other vehicles is in effect; (c) the hours of the day when the parking prohibition for other vehicles is in effect if applicable; and (d) the maximum time that a taxicab may be left unattended at the stand if applicable. MR-175 300 mm x 450 mm This sign may be used to indicate to drivers that there is a parking prohibition for all vehicles except taxicab vehicles and that the prohibition is in effect at all hours of the day and on each day of the week. MR-175B 300 mm x 450 mm This sign may be used to indicate to drivers that there is a parking prohibition for all vehicles except taxicab vehicles and that the prohibition is in effect at all hours of the day and on each day of the week. MR-176 300 mm x 450 mm This sign may be used to indicate (a) that there is a parking prohibition for all vehicles except taxicab vehicles; (b) the days of the week when the parking prohibition for other vehicles is in effect; and (c) the maximum time that a taxicab may be left unattended at the stand if applicable. MR-177 300 mm x 450 mm This sign may be used to indicate (a) that there is a parking prohibition for all vehicles except taxicab vehicles; and (b) the days of the week when the parking prohibition for other vehicles is in effect. MR-177B 300 mm x 450 mm This sign may be used to indicate (a) that there is a parking prohibition for all vehicles except taxicab vehicles; and (b) the days of the week when the parking prohibition for other vehicles is in effect. [no image] Intersection Guiding Lines Intersection guiding line pavement markings may be used to guide motorists through intersections where there are dual turning lanes and where the roadway being crossed or intersected has at least four approach lanes. Intersection guiding lines must be (a) white; (b) at least 10 cm wide and 50 cm long, with a spacing of at least 50 cm between each pavement mark; and (c) uniform in design, position and application.
