Speed Limits Above 90 km/h Regulation, M.R. 27/2019 The Highway Traffic Act , C.C.S.M. c. H60 Regulation 27/2019 Registered February 19, 2019 bilingual version (HTML) Definitions 1 The following definitions apply in this regulation. "C.E.M.R." means Central Manitoba Railway. (« C.E.M.R. ») "C.N.R." means Canadian National Railway. (« C.N. ») "C.P.R." means Canadian Pacific Railway. (« C.F.C.P. ») "EPM" means east of the principal meridian. (« E.M.P. ») "L.G.D." means local government district. (« D.A.L. ») "L.U.D." means local urban district. (« D.U.L. ») "NE" means north-east. "NW" means north-west. "P.R." means provincial road as defined in The Transportation Infrastructure Act . (« R.P.S. ») "P.T.H." means provincial trunk highway as defined in The Transportation Infrastructure Act . (« R.P.G.C. ») "R.L." means river lot. (« L.R. ») "R.M." means rural municipality. (« M.R. ») "SE" means south-east. "SW" means south-west. "WPM" means west of the principal meridian. (« O.M.P. ») Speed Limits 2(1) Where a speed limit is set out in the left column of a row in a Schedule to this regulation, that speed limit is fixed for the highways and portions of highways described in the right column of the same row, except for any portions or areas (a) that are in a restricted speed area; or (b) for which a different speed limit has been fixed under the Speed Limits and Restricted Speed Areas Regulation . 2(2) Where a speed limit of 110 km/h is fixed in this regulation for a portion of highway that is included in a portion for which a speed limit of 100 km/h is fixed elsewhere in this regulation, (a) the speed limit of 110 km/h prevails over the speed limit of 100 km/h; and (b) the rule in subsection (1) prevails over both the speed limit of 110 km/h and the speed limit of 100 km/h. Application 3 A speed limit fixed by this regulation (a) applies only to the P.T.H. or P.R. described in the subheading spanning both columns of the applicable Schedule that is located above the applicable row in the Schedule; and (b) applies on a year-round basis. Coming into force 4 This regulation comes into force on the same day that Schedule B of The Traffic and Transportation Modernization Act , S.M. 2018, c. 10, comes into force. SCHEDULE A Provincial Trunk Highways Provincial Trunk Highway No. 1 110 km/h Speed Limit For eastbound traffic, the following portions: (a) beginning at the point where the Manitoba-Saskatchewan boundary crosses the highway and continuing in an easterly direction to a point 3 km west of the point where the centre line of the C.P.R. Rocanville Subdivision right-of-way crosses the highway in the Town of Virden; (b) beginning at a point 3 km east of the point where the centre line of King Street crosses the highway in the Town of Virden and continuing in an easterly direction to a point 3 km west of the point where the centre line of P.T.H. No. 10 (also known as 18th Street West) crosses the highway in the City of Brandon; (c) beginning at a point 1 km east of the point where the centre line of P.T.H. No. 10 (also known as 1st Street West) crosses the highway in the City of Brandon and continuing in an easterly direction to a point 3 km west of the point where the centre line of the C.N.R. Carberry Subdivision right-of-way crosses the highway in the Municipality of North Cypress – Langford; (d) beginning at a point 2.7 km east of the point where the centre line of the C.N.R. Carberry Subdivision right-of-way crosses the highway in the Municipality of North Cypress – Langford and continuing in an easterly direction to a point 2.9 km west of the point where the centre line of P.T.H. No. 16 crosses the highway in the R.M. of Portage la Prairie; (e) beginning at a point 1 km east of the point wherethe eastern boundary of R.L. 134 crosses the highway in the R.M. of Portage la Prairie and continuing in an easterly direction to a point 3 km west of the point where the centre line of P.R. No. 248 crosses the highway in the L.U.D. of Elie in the R.M. of Cartier; (f) beginning at a point 2.7 km east of the point where the centre line of P.R. No. 248 crosses the highway in the L.U.D. of Elie in the R.M. of Cartier and continuing in an easterly direction to a point 3 km west of the point where the centre line of the C.P.R. Glenboro Subdivision right-of-way crosses the highway in the R.M. of Headingley. 110 km/h Speed Limit For westbound traffic, the following portions: (a) beginning at a point 3 km west of the point where the centre line of the C.P.R. Glenboro Subdivision right-of-way crosses the highway in the R.M. of Headingley and continuing in a westerly direction to a point 3 km east of where the centre line of P.R. No. 248 crosses the highway in the L.U.D. of Elie in the R.M. of Cartier; (b) beginning at a point 2 km west of the point where the centre line of P.R. No. 248 crosses the highway in the L.U.D. of Elie in the R.M. of Cartier and continuing in a westerly direction to a point 2 km east of the point where the eastern boundary of R.L. 134 crosses the highway in the R.M. of Portage la Prairie; (c) beginning at a point 2 km west of the point where the centre line of P.T.H. No. 16 crosses the highway in the R.M. of Portage la Prairie and continuing in a westerly direction to a point 3.9 km east of the point where the centre line of the C.N.R. Carberry Subdivision right-of-way crosses the highway in the Municipality of North Cypress – Langford; (d) beginning at a point 1 km west of the point where the centre line of the C.N.R. Carberry Subdivision right-of-way crosses the highway in the Municipality of North Cypress – Langford and continuing in a westerly direction to a point 3 km east of the point where the centre line of P.T.H. No. 10 (also known as 1st Street West) crosses the highway in the City of Brandon; (e) beginning at a point 2 km west of the point where the centre line of P.T.H. No. 10 South (18th Street) crosses the highway in the City of Brandon and continuing in a westerly direction to a point 3.1 km east of the point where the centre line of King Street crosses the highway in the Town of Virden; (f) beginning at a point 500 m west of the point where the centre line of the C.P.R. Rocanville Subdivision right-of-way crosses the highway in the Town of Virden and continuing in a westerly direction to the Manitoba-Saskatchewan boundary. 100 km/h Speed Limit For eastbound traffic, the following portions: (a) beginning at a point 3 km west of the point where the centre line of the C.P.R. Rocanville Subdivision right-of-way crosses the highway and continuing in an easterly direction to the point where the eastern boundary of R.L. 42 Parish of Headingley crosses the highway; (b) beginning at a point 150 m east of the point where the centre line of the C.N.R. Sprague Subdivision right-of-way crosses the highway and continuing in an easterly direction to the point where the Manitoba–Ontario boundary crosses the highway. 100 km/h Speed Limit For westbound traffic, the following portions: (a) beginning at the point where the Manitoba–Ontario boundary crosses the highway and continuing in an westerly direction to a point 150 m east of the point where the centre line of the C.N.R. Sprague Subdivision right-of-way crosses the highway; (b) beginning at the point where the eastern boundary of R.L. 42 Parish of Headingley crosses the highway and continuing in a westerly direction to a point 500 m west of the point where the centre line of the C.P.R. Rocanville Subdivision right-of-way crosses the highway. Provincial Trunk Highway No. 1A 100 km/h Speed Limit The portion lying between the point where the southern boundary of P.T.H. No. 1 in the City of Brandon crosses the highway and the point where the southeastern boundary of P.T.H. No. 1 crosses the highway in the R.M. of Whitehead. Provincial Trunk Highway No. 2 100 km/h Speed Limit The portion lying between the point where the western boundary of the Province of Manitoba crosses the highway in the R.M. of Pipestone and the point where the southwestern boundary of P.T.H. No. 100 crosses the highway in the R.M. of Macdonald. Provincial Trunk Highway No. 3 100 km/h Speed Limit The portion lying between the point where the western boundary of the Province of Manitoba crosses the highway in the R.M. of Two Borders and the point where the eastern boundary of Brady Road crosses the highway in the City of Winnipeg. Provincial Trunk Highway No. 4 100 km/h Speed Limit The portion lying between the point where the eastern boundary of P.T.H. No. 9 crosses the highway in the R.M. of St. Andrews and the point where the western boundary of P.T.H. No. 59 crosses the highway in the R.M. of St. Clements. Provincial Trunk Highway No. 5 100 km/h Speed Limit The portion lying between the point where the southern boundary of the Province of Manitoba crosses the highway in the R.M. of Cartwright – Roblin and the point where the western boundary of the Province of Manitoba crosses the highway in the Municipality of Roblin. Provincial Trunk Highway No. 5A 100 km/h Speed Limit The portion lying between the point where the northern boundary of P.T.H. No. 5 crosses the highway in the NE ¼ 34-24-19 WPM and the point where the southern boundary of Section 3-25-19 WPM crosses the highway in the R.M. of Dauphin. 100 km/h Speed Limit The portion lying between the point where the eastern boundary of P.T.H. No. 5 or its production crosses the highway along the western boundary of Section 9-25-19 WPM and the point where the eastern boundary of the SW ¼ 16-25-19 WPM crosses the highway in the R.M. of Dauphin. Provincial Trunk Highway No. 6 100 km/h Speed Limit The portion lying between the point where the northern boundary of P.T.H. No. 101 crosses the highway in the R.M. of Rosser and the point where the southern boundary of Burntwood Road in the City of Thompson crosses the highway in the L.G.D. of Mystery Lake. Provincial Trunk Highway No. 9 100 km/h Speed Limit The portion lying between the point where the northwestern boundary of P.T.H. No. 6 crosses the highway in the SE ¼ 31-45-12 WPM and the point where the eastern boundary of P.T.H. No. 10 crosses the highway in the NE ¼ 29-50-25 WPM. Provincial Trunk Highway No. 83 100 km/h Speed Limit The portion lying between the point where the southern boundary of the Province of Manitoba crosses the highway in the Municipality of Two Borders and the point where the western boundary of P.T.H. No. 10A crosses the highway in the Town of Swan River. Provincial Trunk Highway No. 89 100 km/h Speed Limit The portion lying between the point where the southern boundary of the Province of Manitoba crosses the highway in the R.M. of Piney and the point where the southern boundary of P.T.H. Provincial Trunk Highway No. 100 100 km/h Speed Limit The portion in the City of Winnipeg, the R.M. of Macdonald and the R.M. of Springfield lying between the point where the northern boundary of P.T.H. Provincial Trunk Highway No. 101 100 km/h Speed Limit The portion in the City of Winnipeg, the R.M. of Rosser, the R.M. of West St. Paul, the R.M. of East St. Paul and the R.M. of Springfield lying between the point where the southern boundary of P.T.H. No. 1 also known as Portage Avenue in the City of Winnipeg crosses the highway and the point where the northern boundary of P.T.H. No. 1 crosses the highway in the R.M. of Springfield. SCHEDULE B Provincial Roads Provincial Road No. 200 100 km/h Speed Limit The portion lying between the point where the northern boundary of P.T.H. No. 75 crosses the highway in the L.U.D. of Emerson in the Municipality of Emerson – Franklin and the point where the southern boundary of P.R. No. 205 crosses the highway at its north junction in the R.M. of De Salaberry. Provincial Road No. 201 100 km/h Speed Limit The portion lying between the point where the western boundary of Section 31-1-4 WPM or its production crosses the highway in the R.M. of Stanley and the point where the western boundary of P.T.H.
