Standards for Mobility Aid Securement Devices and Occupant Restraint Systems and Related Exemptions Regulation, M.R. 28/2019 The Highway Traffic Act , C.C.S.M. c. H60 Regulation 28/2019 Registered February 19, 2019 bilingual version (HTML) Definitions 1 The following definitions apply in this regulation. "Act" means The Highway Traffic Act . («  Code  ») "transit bus" means a bus that is operated in a public transportation system owned or operated on behalf of (a) a municipality; or (b) a community as defined in The Northern Affairs Act . (« autobus de transport en commun ») Standards for mobility aid securement devices and occupant restraint systems 2 For the purpose of clauses 185.1(1)⁠(a) and (b), a securement device or occupant restraint system must comply with at least one of the following standards: (a) National Standard of Canada CAN/CSA-Z605-03 (R2012), Mobility Aid Securement and Occupant Restraint (MASOR) Systems for Motor Vehicles , as amended or revised from time to time, published by CSA Group; (b) International Standard ISO 10542-1, Technical Systems and Aids for Disabled or Handicapped Persons — Wheelchair Tiedown and Occupant-Restraint Systems , published by the International Organization for Standardization; (c) Section 18 (Wheelchair tiedown and occupant restraint systems for use in motor vehicles) of American National Standard ANSI/RESNA WC-4:2012, Wheelchairs and Transportation , as amended or revised from time to time, published by the Rehabilitation Engineering & Assistive Society of North America; (d) Recommended Practice SAE J2249, Wheelchair Tiedown and Occupant Restraint Systems for Use in Motor Vehicles , published by SAE International. Operation in accordance with manufacturer's instructions 3 A securement device or occupant restraint system must be operated in accordance with the manufacturer's instructions. Exemption of certain vehicles from application of section 185.1 of Act 4 The following motor vehicles are exempt from the application of section 185.1 of the Act: (a) a motor vehicle used solely for personal transportation; (b) a transit bus. Repeal 5 The Standards for Mobility Aid Securement Devices and Occupant Restraint Systems and Related Exemptions Regulation , Manitoba Regulation 182/2015, is repealed. Coming into force 6 This regulation comes into force on the same day that Schedule B of The Traffic and Transportation Modernization Act , S.M. 2018, c. 10, comes into force.
