"approving authority" means (a) within the City of Winnipeg, the City of Winnipeg; and (b) outside the City of Winnipeg, Manitoba Hydro. (« autorité compétente ») "farm building" means a building to which Article 1.3.3.5. of Division A of the Manitoba Building Code , Manitoba Regulation 78/2023, applies. (« bâtiment agricole ») "part 3 building" means a building to which Article 1.3.3.2. of Division A of the Manitoba Building Code applies. (« bâtiment visé par la partie 3 ») "part 9 building" means a building to which Article 1.3.3.3. of Division A of the Manitoba Building Code applies. (« bâtiment visé par la partie 9 ») Notification of complete application 2 An approving authority must notify an applicant for an electrical permit whether the application is complete within the following time periods: (a) if the application relates to electric wiring within the City of Winnipeg, within two business days after receiving the application; (b) if the application relates to electric wiring outside the City of Winnipeg, (i) within 10 business days after receiving the application if the wiring (A) is in a hazardous location, farm building or part 3 building, or (B) involves high voltage, or (ii) in any other case, within five business days after receiving the application. Decision on application 3 An approving authority must make a decision on an application for an electrical permit within the following time periods: (a) if the application relates to electric wiring in a detached or semi-detached house, townhouse or row house where no dwelling unit is located above another dwelling unit or associated accessory structure, within 10 business days after receiving the completed application; (b) if the application relates to electric wiring in a part 9 building other than a building described in clause (a), within 15 business days after receiving the completed application; (c) if the application relates to electric wiring in a part 3 building or farm building, within 30 business days after receiving the completed application; (d) in any other case, within five business days after receiving the completed application. Inspection 4 An approving authority must conduct an inspection within the following time periods: (a) if the inspection is conducted within the City of Winnipeg, within two business days after receiving notice from the applicant that the work authorized by an electrical permit is ready for inspection; (b) if the inspection is conducted outside the City of Winnipeg, within 10 business days after receiving notice from the applicant that the work authorized by an electrical permit is ready for inspection. Extensions to time periods with consent 5(1) The time periods listed in sections 2 to 4 may be extended if the applicant consents in writing to the extension. Exceptions to time periods for inspections 5(2) The time periods set out in section 4 do not apply if (a) the applicant requests that the inspection occur outside of the approving authority's regular business hours; (b) the location of the inspection is not accessible by road from the nearest office of the approving authority; or (c) the plans of the electric wiring and related facilities to be inspected require extensive review. Coming into force 6(1) This regulation comes into force on the same day that section 6 of The Manitoba Hydro Amendment Act , S.M. 2021, c. 37, Schedule C, comes into force except insofar as it enacts section 28.6 of The Manitoba Hydro Act . Application 6(2) This regulation applies to applications for electrical permits received by an approving authority on or after the day in comes into force.
