definitions apply in this regulation. "Act" means The Highway Traffic Act . («  Code  ») "administrator" means The Manitoba Public Insurance Corporation in its capacity as administrator of The Drivers and Vehicles Act , as set out in section 2 of that Act. (« administrateur ») "annual rating term" , in relation to a driver's licence that has a multi-year driver's licence period or the registration of a vehicle that has a multi-year registration period, has the same meaning as it has in the Automobile Insurance Plan Regulation , Manitoba Regulation 49/2019, made under The Manitoba Public Insurance Corporation Act in relation to (a) a driver's certificate issued in connection with the driver's licence; or (b) an owner's certificate or other certificate issued in relation to the vehicle's registration. (« période de tarification annuelle ») "annual registration period" and "multi-year registration period" have the same meaning as in the Vehicle Registration Regulation , Manitoba Regulation 57/2006. (« période d'immatriculation annuelle » et « période d'immatriculation pluriannuelle ») "axle unit" means a (a) steering axle; (b) single axle; (c) tandem axle; or (d) tridem axle. (« unité d'essieu ») "commercial bus" means a bus that is not used solely for personal transportation. (« autobus commercial ») "commercial trailer" means a trailer that is registered, or is being registered, in the commercial trailers registration category within the meaning of the Vehicle Registration Regulation . (« remorque commerciale ») "commercial truck" means a motor vehicle, or a motor vehicle-trailer combination, that (a) falls within the definition "commercial truck" in subsection 1(1) of The Drivers and Vehicles Act ; and (b) is not a limited-use commercial truck. (« véhicule commercial ») "drive-away unit" has the same meaning as in The Drivers and Vehicles Act . (« ensemble de véhicules ») "for-hire bus" means a commercial bus used to transport passengers for gain or compensation beyond the boundaries of a municipality, but does not include (a) a transit bus operated by or on behalf of a municipality as part of a municipal public transit system; (b) a school bus; (c) a bus used for the transportation of disabled persons or their escorts; or (d) a bus that is leased or rented to members of the public, for periods of not more than 30 days, for the purpose of those members of the public driving it. (« autobus avec chauffeur ») "limited-use commercial truck" means a motor vehicle, or a motor vehicle-trailer combination, that (a) falls within the definition "commercial truck" in subsection 1(1) of The Drivers and Vehicles Act ; and (b) is designated as a limited-use regulated vehicle under section 4.2 of the Highway Traffic (General) Regulation , Manitoba Regulation 119/2014. (« véhicule commercial à usage restreint ») "multi-year driver's licence period" has the same meaning as in the Driver Licensing Regulation , Manitoba Regulation 47/2006. (« période de permis pluriannuel ») "registration class" , in relation to a vehicle, means the registration class for the vehicle prescribed in section 30 of the Vehicle Registration Regulation . (« classe d'immatriculation ») "registration period" means registration period within the meaning of the Vehicle Registration Regulation . (« période d'immatriculation ») "short-term registration period" means the registration period, described in section 7 of the Vehicle Registration Regulation , applicable to a vehicle for which an owner's certificate has been issued under a short-term policy within the meaning of the Automobile Insurance Plan Regulation , made under The Manitoba Public Insurance Corporation Act . (« période d'immatriculation de courte durée ») "truck" means a motor vehicle designed or adapted primarily for the transportation of cargo or property. (« camion ») "truck tractor" means a truck designed primarily for towing a semi-trailer connected by means of a fifth-wheel coupler, and not constructed for carrying any load other than part of the weight of the trailer. (« véhicule tracteur ») " Vehicle Registration Regulation " means the Vehicle Registration Regulation , Manitoba Regulation 57/2006. («  Règlement sur l'immatriculation des véhicules  ») M.R. 8/2009 ; 214/2009 ; 86/2015 ; 18/2019 ; 36/2020 ; 86/2020 ; 17/2025 Application 2(1) This regulation applies in respect of the charges payable for services available under The Drivers and Vehicles Act , The Highway Traffic Act or a regulation under either of those Acts, including, but not limited to, (a) drivers' licences and renewals or replacements of drivers' licences; (a.1) identification cards and renewals or replacements of identification cards; (b) vehicle registrations and replacements of registration cards, registration permits, number plates and validation stickers; (c) permits authorizing the operation of overweight or overdimensional vehicles, commercial trucks or specially equipped vehicles; (d) permits for driver training schools, driving instructors, dealers, salespersons or recyclers; (e) vehicle inspections and inspection certificates; and (f) off-road vehicle registrations and replacements of registration cards, number plates and validation stickers. 2(2) The vehicle registration charges specified in individual provisions of this regulation are often not mutually exclusive. In many circumstances, the applicable total registration charge for a vehicle comprises more than one kind of charge specified in separate provisions. 2(3) The charges specified in Part 2 apply in respect of vehicles other than off-road vehicles. M.R. 8/2009 ; 18/2019 ; 86/2020 Registration charges payable annually 2.1 When this regulation specifies a charge for the registration of a vehicle that has a multi-year registration period and the vehicle is registered for all or part of the period, the specified charge is payable in respect of each annual rating term of the registration period or partial period and, subject to any applicable provision under which the charge is to be prorated, must be paid at the following times for the following services: (a) at the time of registration for the service of registering the vehicle for the initial annual rating term or partial annual rating term of the period for which the vehicle is being registered; (b) on or before the first day of each of the later annual rating terms of the registration period for the service of continuing the validity of the vehicle's registration during the annual rating term. M.R. 214/2009 PART 2 CHARGES FOR NON-COMMERCIAL VEHICLE REGISTRATIONS, PERMITS, CERTAIN NUMBER PLATES AND RELATED SERVICES DIVISION 1 REGISTRATION CHARGES THAT MAY NOT BE PRORATED Government motor vehicles and trailers 3 Despite any other provision of this regulation, the charge to register a motor vehicle or trailer owned and used by the Government of Manitoba or by a municipality in Manitoba is $15. M.R. 89/2008 ; 86/2015 Consular motor vehicles and trailers 4 The charge to register a motor vehicle or trailer owned and used by a consul or consular agent of a foreign country is $15. M.R. 89/2008 Motor vehicles owned by armed forces and RCMP personnel 5 The charge to register a passenger-vehicle-registration-class motor vehicle owned (a) by a member of the Canadian Forces; (b) by a member of the Armed Forces of the United States of America assigned to duty in Manitoba; or (c) by a member of the Royal Canadian Mounted Police; who has moved into Manitoba is $15 if the motor vehicle is registered for the current registration year in the place where the owner previously resided. M.R. 89/2008 ; 43/2014 School buses 6 The charge to register (a) a school bus; or (b) a bus used to transport or display books, objects of art or other displays used in instructing children attending a school; is $15 if the bus is owned and operated by a school district or school division. M.R. 89/2008 Motor vehicles owned by registered charities 7 The charge to register a motor vehicle owned and operated by a registered charity, as defined in the Income Tax Act (Canada), is $15 if it is used solely in connection with the charity's charitable activities. M.R. 89/2008 Motor vehicles used to fight fires 8 The charge to register a motor vehicle designed for use in fighting fires is $15 if it is used exclusively for that purpose and only incidentally driven on a highway. M.R. 89/2008 Ambulances 9 The charge to register a motor vehicle used primarily as an ambulance is $15. M.R. 89/2008 Motor vehicles in remote communities 10 The charge to register a motor vehicle owned by a person who is ordinarily resident in a remote community, as defined in subsection 52(1) of The Drivers and Vehicles Act , is $15 if the motor vehicle's registration is restricted as provided by subsection 52(2) of that Act. M.R. 89/2008 Semi-trailers 11 The charge to register a semi-trailer for a two-year registration period or a portion of such a period is $10. M.R. 89/2008 12 [Repealed] M.R. 89/2008 ; 18/2019 Antique motor vehicles 13 The charge to register a passenger vehicle, truck or motorcycle as an antique motor vehicle is $15. This is a one-time charge as long as the vehicle is registered to and continuously owned by the same owner. M.R. 89/2008 ; 52/2012 ; 43/2014 ; 36/2020 ; 39/2021 ; 55/2022 DIVISION 2 REGISTRATION CHARGES THAT MAY BE PRORATED Passenger vehicles 14(1) Subject to subsections (1.1) and (1.2), the charge to register any of the following is $119: (a) a passenger vehicle, including a collector passenger vehicle; (b) a bus other than a commercial bus; (c) a motor home; (d) a hearse. 14(1.1) Subject to subsection (1.2), the charge to register a commercial bus other than a for-hire bus is $154. 14(1.2) If Division 1 of this Part provides for a registration charge for a vehicle that is different from the charge that would otherwise apply to the vehicle under subsection (1) or (1.1), the charge to register the vehicle is the charge provided for under that Division. 14(2) In this section, "collector passenger vehicle" has the same meaning as in section 1 of the Vehicle Registration Regulation . M.R. 89/2008 ; 52/2012 ; 43/2014 ; 86/2015 ; 18/2019 ; 36/2020 ; 39/2021 ; 55/2022 15 [Repealed] M.R. 89/2008 ; 52/2012 ; 18/2019 Trucks other than farm trucks, commercial trucks and limited-use commercial trucks 16(1) Subject to subsections (2) to (3), the charge to register a truck is the charge set out in Table 2 of the Schedule opposite the range of registered gross weights that includes the gross weight for which the truck is being registered. 16(2) Subject to subsections (2.1) and (3), the charge to register a truck that is a collector truck, as defined in section 1 of the Vehicle Registration Regulation , is (a) $119 if the gross weight for which the truck is being registered is 4,090 kg or less; and (b) $123 if the gross weight for which the truck is being registered is more than 4,090 kg but not more than 4,540 kg. 16(2.1) When a truck being registered is a truck tractor, the gross weight for which it is registered must include the gross weight of any semi-trailer that it may tow from time to time. 16(3) This section does not apply to farm trucks, commercial trucks and limited-use commercial trucks. M.R. 43/2014 ; 86/2015 ; 18/2019 ; 36/2020 ; 39/2021 ; 55/2022 Farm trucks 17(1) The charge to register a farm truck is the charge set out in Table 3 of the Schedule opposite the range of gross weights that includes the gross weight for which the farm truck is being registered. 17(2) When a farm truck being registered is a truck tractor, the gross weight for which it is registered must include the gross weight of any semi-trailer that it may tow from time to time. M.R. 86/2015 Permanently mounted apparatus 18 Despite any other provision of this regulation, the charge to register a truck is $154 if it meets all the criteria set out in subclause 4.2(1)⁠(d)⁠(i) (permanently mounted apparatus) of the Highway Traffic (General) Regulation . M.R. 89/2008 ; 52/2012 ; 184/2015 ; 18/2019 ; 86/2020 Tow trucks 19 The charge to register a tow truck equipped with a device or apparatus that is affixed to the truck chassis and able to raise and attach another vehicle to the tow truck for the purpose of moving the other vehicle is $154. M.R. 89/2008 ; 52/2012 Trailers other than farm trailers 20 The charge to register a trailer, other than a farm trailer, is the charge set out in Table 8 of the Schedule opposite the range of gross weights that includes the gross weight for which the trailer is being registered. Farm trailers 21 The charge to register a farm trailer is the charge set out in Table 9 of the Schedule opposite the range of gross weights that includes the gross weight for which the farm trailer is being registered. Motorcycles and mopeds 22(1) The charge to register a motorcycle (including a collector motorcycle) or moped is $89. 22(2) In this section, "collector motorcycle" has the same meaning as in section 1 of the Vehicle Registration Regulation . M.R. 89/2008 ; 52/2012 ; 43/2014 ; 18/2019 ; 36/2020 ; 39/2021 ; 55/2022 Change of registration class: commercial to non-commercial 23(1) If the owner of a vehicle that is registered as a commercial truck or commercial trailer applies to register it in a registration class other than one of those classes, the owner is entitled to a refund in respect of the unearned balance of the registration charge paid under Part 3. The refund is subject to subsection (3). 23(2) A refund under this section must be calculated in accordance with the following formula: A = B − C In this formula, A is the amount eligible to be refunded if it is a positive amount; B is the registration charge paid for the vehicle under Part 3 in respect of the remaining days in the annual registration period or annual rating term for which the refund is claimed; C is the registration charge payable under this Part for the vehicle. 23(3) If the owner changes the registration particulars of the vehicle in its new registration class so that the registration charge referred to in item C of the formula in subsection (2) is more than the unearned balance referred to in item B of that formula, there is no refund payable. In such circumstances, the registrar may set off the unearned balance against the registration charge payable under this Part for the vehicle. M.R. 214/2009 ; 18/2019 ; 96/2023 Prorating registration charges 24(1) The charge to register a vehicle under this Division after the first day of an annual registration period is prorated in accordance with the following formula: A = B × (C ÷ D) In this formula, A is the registration charge payable; B is the charge specified in this regulation to register the vehicle for the annual registration period; C is the number of days remaining in the registration period, including the calculation day; D is the total number of days in the registration period. 24(2) The charge to register a vehicle under this Division after the first day of an annual rating term of a multi-year registration period is prorated in accordance with the following formula: A = B × (C ÷ D) In this formula, A is the registration charge payable; B is the charge specified in this regulation to register the vehicle for the annual rating term; C is the number of days remaining in the annual rating term, including the calculation day; D is the total number of days in the annual rating term. M.R. 214/2009 Short-term registrations 24.1 The charge to register a vehicle under this Division for a short-term registration period is to be calculated in accordance with the following formula: A = B × (C ÷ D) In this formula, A is the registration charge payable; B is the charge specified in this regulation to register the vehicle for an annual registration period or annual rating term; C is the number of days in the short-term registration period; D is the total number of days in the annual registration period or annual rating term. M.R. 214/2009 Refunding registration charges 25 If a vehicle's registration terminates before the end of the vehicle's short-term or annual registration period, or the end of an annual rating term of a multi-year registration period, and the owner has paid the registration charge specified in this Division, the owner is entitled to a refund of the registration charge. The refund must be calculated in accordance with the following formula: A = (B × C) − D In this formula, A is the amount of the refund; B is the number of days remaining in the short-term registration period, annual registration period or annual rating term for which the refund is claimed; C is the daily registration charge paid; D is $5. M.R. 214/2009 ; 96/2023 Grace period when vehicle is registered early 26 When an application to register an unregistered vehicle is made within four days before the beginning of the next annual registration period or annual rating term applicable to the vehicle and the registration card is to be issued immediately in accordance with section 3.1 of the Vehicle Registration Regulation , no prorated registration charge is payable in respect of the days before the beginning of the annual registration period or annual rating period. M.R. 214/2009 DIVISION 3 CHARGES FOR REGISTRATION PERMITS Definitions 27 The following definitions apply in this Division. "interim registration permit" means interim registration permit as defined in Part 3 of the Vehicle Registration Regulation . (« permis d'immatriculation provisoire ») "single-trip weight increase permit" means single-trip weight increase permit as that term is used in Part 8 of the Vehicle Registration Regulation . (« permis de relèvement du poids — aller simple ») "temporary registration permit" means temporary registration permit as defined in Part 4 of the Vehicle Registration Regulation . (« permis d'immatriculation temporaire ») "transit registration permit" means transit registration permit as defined in Part 4 of the Vehicle Registration Regulation . (« permis d'immatriculation de transit ») Transit registration permits 28 The charge for a transit registration permit is $7. Interim registration permits 29 The charge for an interim registration permit is $9. M.R. 52/2012 Temporary registration permits 30 The charge for a temporary registration permit is as follows: (a) $9 for each period of seven days or less, to a maximum of two periods; (b) $26 for a period of more than 14 days. M.R. 52/2012 Single-trip weight increase permits 31 The charge for a single-trip weight increase permit is the greater of (a) $0.0252 per km from the point of departure to the destination specified in the permit multiplied by each increment of 1,000 kg, or part of such an increment, by which the permit increases the permitted vehicle's registered gross weight; or (b) $8.40. M.R. 57/2019 ; 86/2020 DIVISION 4 OVERWEIGHT AND OVERDIMENSIONAL PERMITS Overweight permits — non-annual and annual 32(1) In this section, "permissible axle weight" means the weight that an axle unit is allowed to carry on a particular highway or a class of highway, as prescribed in the regulations or otherwise prescribed by the traffic authority of a highway. 32(2) Subject to section 34, the charge for a non-annual overweight permit under section 87 of The Highway Traffic Act is the greater of (a) $0.050 per km from the point of departure to the destination specified in the permit multiplied by each increment of 1,000 kg, or part of such an increment, by which the permit allows the vehicle to exceed the permissible axle weight on each of its axle units on the highways covered by the permit; or (b) $8.40. 32(3) Subject to section 34, the charge for an annual overweight permit under section 87 of The Highway Traffic Act is $105 for each increment of 1,000 kg, or part of such an increment, by which the permit allows the vehicle to exceed the permissible axle weight on each of its axle units on the highways covered by the permit. 32(4) For the purposes of subsection (3), if an annual overweight permit covers two or more highways and the permissible axle weight for the same kind of axle unit is different on at least two of the highways, the lowest of the permissible axle weights for each axle unit must be used to determine by how many kilograms the permit allows the axle unit to exceed its permissible axle weight. M.R. 197/2006 ; 86/2015 ; 57/2019 ; 86/2020 Overdimensional permits 33(1) Subject to section 34, the charge for an overdimensional permit under section 87 of The Highway Traffic Act is (a) $8.40 for a single-trip permit, or $28 for an annual permit, authorizing width of 2.61 m to 3.05 m; (b) $21 for a single-trip permit, or $63 for an annual permit, authorizing width of 3.06 m to 3.70 m; (c) $50.40 for a single-trip permit, or $133 for an annual permit, authorizing width of 3.71 m to 4.30 m; (d) $100.80 for a single-trip permit, or $273 for an annual permit, authorizing width of 4.31 m or more; (e) $8.40 for a single-trip permit, or $28 for an annual permit, authorizing a projection of any length from the front of the vehicle; (f) $8.40 for a single-trip permit, or $28 for an annual permit, authorizing length of 20.1 m to 23 m; (g) $11.20 for a single-trip permit, or $112 for an annual permit, authorizing length of 23.1 m to 30 m; (h) $16.80 for a single-trip permit, or $224 for an annual permit, authorizing length of 30.1 m or more; or (i) $28 for any other permit to allow a vehicle that does not comply with a provision of The Highway Traffic Act or a regulation under that Act to be driven on a highway. 33(2) Subject to section 34, there is no charge for an overdimensional permit for a truck that is registered as a farm truck. M.R. 57/2019 ; 86/2020 Permits in relation to contribution agreements 33.1(1) Despite section 32 or 33, a person who obtains an overweight or overdimensional permit for the purposes of a contribution agreement under subsection 36(8) of The Transportation Infrastructure Act is exempt from paying the charge for the permit under this regulation. 33.1(2) A person's exemption under subsection (1) terminates if the person contravenes the contribution agreement. M.R. 197/2006 ; 86/2020 City of Winnipeg or Brandon permits 34 When The City of Winnipeg or the City of Brandon is the traffic authority of a highway, the charge for a non-annual or annual overweight permit or an overdimensional permit from the traffic authority for that highway is the fee or charge it has prescribed by by-law. This subsection does not apply in respect of a highway if the Government of Manitoba has assumed financial responsibility for maintenance of the highway and its traffic control infrastructure. DIVISION 5 CHARGES IN RELATION TO NUMBER PLATES Dealers' number plates 35 The charge for a dealer's number plate is $145. M.R. 89/2008 ; 52/2012 ; 36/2020 ; 39/2021 ; 55/2022 Repairer's number plates 36 The charge for a repairer's number plate is $119. M.R. 89/2008 ; 52/2012 ; 36/2020 ; 39/2021 ; 55/2022 Issuing number plates 37(1) In this section, "number plates" does not include amateur radio operator number plates, personalized number plates, specialty number plates and personalized specialty number plates. 37(2) The charge for issuing a number plate or a pair of number plates (including a collector number plate or pair of collector number plates) is (a) $4 for a single number plate for a vehicle that is required to display one number plate; and (b) $7 for a pair of number plates for a vehicle that is required to display two number plates. If the number plate is a dealer's number plate, repairer's number plate or drive-away unit number plate, the charge for issuing the number plate is in addition to the charge specified in section 35, 36 or 60. M.R. 50/2011 ; 43/2014 Specialty number plates 37.1 The charge for ordering specialty number plates is $66.67 for the quantity of plates that the vehicle is required to display. M.R. 50/2011 Personalized number plates of any variety 38(1) The charge for ordering personalized number plates, personalized specialty number plates or personalized collector number plates, all within the meaning of subsection (2), is $100 for the quantity of plates that the vehicle is required to display. 38(2) Subsection (1) applies to all of the following types of number plates — all as defined in section 1 of the Schedule to the Vehicle Registration Regulation : (a) type 1 personalized number plate; (b) type 1 personalized specialty number plate; (c) type 2 personalized number plate; (d) type 2 personalized specialty number plate; (e) type 6 personalized number plate; (f) type 6 personalized specialty number plate; (g) type 8 personalized collector number plate; (h) type 9 personalized collector number plate. M.R. 50/2011 ; 43/2014 Reissuing personalized number plate slogans 39(1) In this section, "personalized number plate slogan" means the combination of letters or numbers and letters chosen by a person to appear on the person's personalized number plates of any of the types listed in subsection 38(2). 39(2) The charge for reissuing a personalized number plate slogan to the same slogan holder in connection with a general reissue of number plates authorized by the registrar is $50. M.R. 50/2011 ; 43/2014 Replacing a personalized number plate 40 The charge for ordering a replacement for a personalized number plate is $25. Amateur radio operator number plates 41 The charge for ordering amateur radio operator number plates is $25 for the quantity of plates that the vehicle is required to display. Replacing an amateur radio operator number plate 42 The charge for ordering a replacement for an amateur radio operator number plate is $25. When a charge is not refundable 43 Despite any provision of this regulation respecting refunding charges, a charge paid by a person under section 37.1, 38, 39, 40, 41 or 42 is not refundable after the registrar has ordered the person's number plates from the manufacturer. M.R. 50/2011 Sample number plates 44 The charge for issuing a sample number plate is $10. DIVISION 6 CHARGES FOR TRANSFERS AND CHANGES OF VEHICLE REGISTRATION AND FOR REPLACING REGISTRATION MATERIALS Vehicle registration transfers 45 The charge for transferring the registration of (a) a vehicle to another vehicle owned by the same person; or (b) a vehicle (i) from the name of a deceased person to his or her spouse, common-law partner or personal representative, or (ii) from a deceased person's personal representative to the deceased person's spouse or common-law partner; is $6, including any number plates that are required to be issued in connection with the transfer. Changing registration class 46 The charge for recording a change in the registration class of a vehicle is $6, including any number plates that are required to be issued in connection the change. Replacing number plate 47 The charge for replacing a number plate is $6. M.R. 96/2023 48 [Repealed] M.R. 96/2023 Transfer of ownership document 49 The charge for a transfer of ownership document for an unregistered vehicle is $6. M.R. 96/2023 Request for replacement documents 49.1(1) The charge for a request to issue one or more of the following in relation to a single vehicle is $6: (a) a replacement owner's certificate; (b) a replacement registration card; (c) a replacement registration permit; (d) a replacement transfer of ownership document. 49.1(2) Subsection (1) does not apply if all of the requested certificates, cards, permits and documents are issued only using electronic means. M.R. 96/2023 Registration changes re remote communities 50 The charge for recording a change in registration from or to a remote community is $6, including any number plates that are required to be issued in connection with the change. M.R. 86/2020 Changes in registered gross weight 51 The charge for recording a change in the registered gross weight of a truck, farm truck or trailer is $6. DIVISION 7 CHARGES FOR DRIVERS' LICENCES, EXAMINATIONS, ROAD TESTS, SUSPENSION REVIEWS AND REINSTATEMENT AFTER SUSPENSION Drivers' licences and renewals 52(1) The annual charge for a driver's licence or the renewal of a driver's licence is $20. 52(2) [Repealed] M.R. 51/2022 52(3) The annual charge for a driver's licence is payable in respect of each annual rating term of the driver's licence period or partial period for which it is issued and must be paid at the following times for the following services: (a) at the time of issuance for the service of licensing the driver for the initial annual rating term or partial annual rating term of the period for which the driver's licence is issued; (b) on or before the first day of each of the later annual rating terms of the driver's licence period for the service of continuing the validity of the driver's licence during the annual rating term. M.R. 166/2006 ; 214/2009 ; 51/2022 Replacing a driver's licence 53(1) The charge to replace a driver's licence is $10. 53(2) [Repealed] M.R. 51/2022 53(3) The replacement charge applies whether the driver's licence is replaced (a) at the request of the licence holder; or (b) for another reason, such as a change of information about the licence holder. M.R. 8/2009 ; 214/2009 ; 51/2022 53.1 [Repealed] M.R. 214/2009 ; 86/2020 ; 51/2022 53.2 [Repealed] M.R. 214/2009 ; 51/2022 Driver examinations and tests 54(1) The charge for (a) a written or oral examination of (i) the basic knowledge required to qualify for a class 5 driver's licence is $10, (ii) the knowledge required to qualify for a class 1, 2, 3, 4 or 6 driver's licence or an air brake endorsement is $10, or (iii) the knowledge required to qualify to drive a school bus is $10; (b) the practical road test, or any part of the practical road test, required to qualify (i) for a class l driver's licence is $50, (ii) for a class 2 or 3 driver's licence is $45, (iii) for a class 4 driver's licence is $35, or (iv) for a class 5 or 6 driver's licence is $30; (c) a practical school bus driver's road test administered in a (i) class 2 vehicle is $45, or (ii) class 4 vehicle is $35; or (d) the practical test for an air brake endorsement is $30. 54(2) Despite clause (1)⁠(d), there is no charge for the air brake endorsement practical test if it is administered at the same time as a practical road test for any class of driver's licence. 54(3) For greater certainty, there is no charge for a written or oral examination or for a practical road test that is required to qualify to be a driver examiner. 54(4) A person who is 65 years of age or older is not required to pay a charge specified in subsection (1) unless the charge is for a test or examination that the registrar requires the person to take for the purpose of evaluating a medical condition or for the purpose of section 29 of The Drivers and Vehicles Act . M.R. 89/2012 ; 162/2012 Driver assessments 54.1 The following charges are payable to the administrator for driver assessments under sections 23.3, 23.4 and 23.7 of the Driver Licensing Regulation : (a) for a first-level driver assessment, the charge is $50; (b) for a second-level driver assessment (whether it is required by the registrar or is undergone voluntarily), the charge is $75. M.R. 89/2012 ; 86/2020 Handbooks and manuals 55(1) The charge for a copy of (a) the Driver's Handbook is $5; (b) the Motorcycle Handbook is $5; (c) the Professional Driver's Manual is $10; or (d) the Air Brake Manual is $10. 55(2) A person who is 65 years of age or older is not required to pay a charge specified in subsection (1). Exemption from handbook charges for medical evaluation 56 Despite subsection 55(1), there is no charge for a handbook or manual that a person requires for a written or oral examination or road test that the registrar requires the person to take for the purpose of evaluating a medical condition. M.R. 89/2012 Reinstatement after suspension or disqualification 57 The charge for reinstating a person's privilege to obtain a driver's licence after any of the following is $50: (a) after (i) the person's driver's licence is suspended, or (ii) the person is disqualified from holding a driver's licence or from driving a motor vehicle in Manitoba, under section 242.4, 263.1, 264, 265 or 265.2 or subsection 273(1) of The Highway Traffic Act or subsection 90(1) of The Drivers and Vehicles Act ; (b) the person is prohibited from operating a motor vehicle in Manitoba under section 320.24 of the Criminal Code ; (c) a court suspends the person's driver's licence or permit or disqualifies the person from holding a driver's licence or permit or from driving a motor vehicle in Manitoba under a provision of The Drivers and Vehicles Act , The Highway Traffic Act or any other Act. M.R. 148/2014 ; 135/2018 ; 182/2018 Ignition-interlock program administration charge 58 The administration charge for admission to the ignition-interlock program established under the Ignition-Interlock Program Regulation , Manitoba Regulation 195/2003, is $250. The administration charge is payable to the administrator. M.R. 162/2012 ; 86/2020 Review of administrative suspension or disqualification 59 The charge for a review under section 263.2 of The Highway Traffic Act of a suspension or disqualification order under section 263.1 of that Act is (a) $100 for a review with an oral hearing; or (b) $50 for a review without an oral hearing. Exemption for consular officials and family 60 The following persons are exempt from paying the charges specified in sections 52, 53, 54 and 57: (a) a consular officer or an employee of the consul of a foreign country; (b) the spouse, common-law partner, son or daughter of such a consular officer or employee if the spouse, common-law partner, son or daughter resides in the consular officer's or employee's home. DIVISION 8 60.1 [Repealed] M.R. 166/2006 ; 214/2009 DIVISION 9 CHARGES FOR IDENTIFICATION CARDS Identification cards and renewals 60.2 The charge for an identification card or the renewal of an identification card is $20. M.R. 8/2009 ; 51/2022 60.3 [Repealed] M.R. 8/2009 ; 51/2022 Replacing an identification card 60.4 The charge to replace an identification card is $10. M.R. 8/2009 ; 51/2022 Non-refundable charges 60.5(1) Any charges paid by a person as specified in sections 60.2 and 60.4 are non-refundable in the event that the registrar denies the person's application for an identification card or for the renewal or replacement of an identification card. 60.5(2) [Repealed] M.R. 51/2022 M.R. 8/2009 ; 86/2020 ; 51/2022 Charges are payable to the administrator 60.6(1) The charges specified in this Division are payable to the administrator. 60.6(2) Despite The Financial Administration Act , the administrator is entitled to retain the charges paid to it under this Division. M.R. 8/2009 PART 3 CHARGES RESPECTING COMMERCIAL VEHICLES DIVISION 1 61 [Repealed] M.R. 86/2015 ; 18/2019 DIVISION 2 CHARGES THAT MAY NOT BE PRORATED Number plates for drive-away units 62 Subject to section 63, the charge for a number plate for a drive-away unit is $172. M.R. 89/2008 ; 52/2012 Reduced charges for certain drive-away units 63 The charge for a number plate for a drive-away unit may be reduced by 1/2 the amount specified in section 62 if the person obtaining the number plate is from another province or a territory of Canada, or a state of the United States, that grants a similar reduction to persons from Manitoba. Single-trip registration permits for buses 64 The charge for a single-trip registration permit for a regular-route bus that is not registered for operation into Manitoba is the greater of (a) $0.00083 per km to be travelled in Manitoba multiplied by the number of passengers; or (b) $6. Single-trip registration permits for trucks 65 The charge for a single-trip registration permit for a truck that is not registered for operation into Manitoba is the greater of (a) $0.009 per km to be travelled in Manitoba multiplied by each increment of 1,000 kg, or part of such an increment, of the load carried by the vehicle, up to the maximum gross weight that the truck is permitted to carry on the highway; or (b) $6. 66 [Repealed] M.R. 52/2012 ; 18/2019 67 [Repealed] M.R. 49/2018 Change of registration class 68 The charge for changing the registration class of a commercial truck or commercial trailer is $6. M.R. 52/2012 ; 49/2018 ; 18/2019 Replacing number plates 69 The charge to replace a number plate is $6. M.R. 96/2023 Request for replacement documents 69.1(1) The charge for a request to issue one or more of the following in relation to a single vehicle is $6: (a) a replacement owner's certificate; (b) a replacement registration card; (c) a replacement registration permit; (d) a replacement transfer of ownership document. 69.1(2) Subsection (1) does not apply if all of the requested certificates, cards, permits and documents are issued only using electronic means. M.R. 96/2023 Changes in registered weight 70 The charge for recording a change in the registered gross weight of a commercial truck or commercial trailer is $6. M.R. 18/2019 Safety fitness certificate 70.1 The charge for an application for a safety fitness certificate under the Regulated Vehicles and Motor Carriers Regulation , Manitoba Regulation 132/2024, is $200. But no charge is payable if the applicant is renewing a safety fitness certificate. M.R. 174/2022 ; 130/2024 ; 130/2025 DIVISION 3 CHARGES THAT MAY BE PRORATED Registering for-hire buses, commercial trucks and commercial trailers 71(1) Subject to subsection (2), the charge to register (a) a for-hire bus is the charge set out Table 1 of the Schedule opposite the seating-capacity range that includes the number of passenger seats with which the bus is equipped; (b) a commercial truck that is used only to transport milk or cream is the charge set out in Table 4 of the Schedule opposite the range of gross weights that includes the gross weight for which the vehicle is being registered; (c) a commercial truck, other than one referred to in clause (b), is the charge set out in Table 5 of the Schedule opposite the range of gross weights that includes the gross weight for which the vehicle is being registered; (d) a commercial trailer that is used to transport only milk or cream is the charge set out in Table 6 of the Schedule opposite the range of gross weights that includes the gross weight for which the vehicle is being registered; and (e) a commercial trailer, other than one referred to in clause (d), is the charge set out in Table 7 of the Schedule opposite the range of gross weights that includes the gross weight for which the vehicle is being registered. 71(2) When a commercial truck being registered is a truck tractor, the gross weight for which it is registered must include the gross weight of any semi-trailer that it may tow from time to time. M.R. 86/2015 ; 18/2019 Registering limited-use commercial trucks 71.1(1) Subject to subsection (2), the charge to register a limited-use commercial truck is the charge set out in Table 5.1 of the Schedule opposite the range of gross weights that includes the gross weight for which the vehicle is being registered. 71.1(2) When a limited-use commercial truck is being registered as a truck tractor, the gross weight for which it is registered must include the gross weight of any semi-trailer that it may tow from time to time. This part sets vehicle registration charge formulas and fees, and requires registrants of apportionable vehicles to keep distance records, file reports, and preserve records for audit.
214/2009 Short-term registrations 75.1 The charge to register a vehicle under this Division for a short-term registration period is to be calculated in accordance with the following formula: A = B × (C ÷ D) In this formula, A is the registration charge payable; B is the charge specified in this regulation to register the vehicle for an annual registration period or annual rating term; C is the number of days in the short-term registration period; D is the total number of days in the annual registration period or annual rating term. M.R. 214/2009 Refunding registration charges 76 If a vehicle's registration terminates before the end of the vehicle's short-term or annual registration period or the end of an annual rating term of a multi-year registration period and the owner has paid the registration charge specified in this Division, the owner is entitled to a refund of the registration charge. The refund must be calculated in accordance with the following formula: A = (B × C) − D In this formula, A is the amount of the refund; B is the number of days remaining in the short-term registration period, annual registration period or annual rating term for which the refund is claimed; C is the daily registration charge paid; D is $5. M.R. 214/2009 ; 96/2023 Grace period when vehicle is registered early 77 When an application to register an unregistered vehicle is made within four days before the beginning of the next registration period or annual rating term applicable to the vehicle and the registration card is to be issued immediately in accordance with section 3.1 of the Vehicle Registration Regulation , no prorated registration charge is payable in respect of the days before the beginning of the registration period or annual rating term. M.R. 214/2009 PART 4 VEHICLE REGISTRATION CHARGES FOR VEHICLES THAT ARE REGISTERED UNDER A PROPORTIONAL RECIPROCITY PLAN Definitions and interpretation 78(1) The following definitions apply in this Part. "apportionable vehicle" means (a) a motor vehicle having a registered gross weight of 11,794 kg or more that is designed, used or maintained for the transportation of persons for hire or property, and is used or intended for use in two or more member jurisdictions; (b) a motor vehicle having three or more axles regardless of registered gross weight that is used or intended for use in two or more member jurisdictions; (c) a motor vehicle in combination with a trailer or semi-trailer if the gross weight of the combination is 11,794 kg or more and it is used or intended for use in two or more member jurisdictions; (d) a regular-route bus that is used or intended for use in two or more member jurisdictions; (d.1) a charter bus that is used or intended for use in two or more member jurisdictions; (e) a motor vehicle having a registered gross weight of less than 11,794 kg that is registered as an apportionable vehicle under subsection (2); (f) a commercial trailer that is used or intended for use in combination with another apportionable vehicle; (g) any other motor vehicle that requires proportional registration in another jurisdiction; but does not include (h) a motor vehicle that is registered to a federal, state, provincial, territorial, regional or municipal government; (i) a restricted vehicle; (j) a private bus; (j.1) a regular-route or charter bus that is used only in Manitoba and is not intended for use in two or more member jurisdictions; (k) a farm motor vehicle; (l) a recreational motor vehicle; (m) a trailer or semi-trailer, with or without converter dollies; or (n) a converter dolly. (« véhicule admissible à l'immatriculation proportionnelle ») "base jurisdiction" means a jurisdiction, chosen by a registrant, in which (a) the registrant has an established place of business; (b) distance is accrued by the registrant's fleet; and (c) the operational records of the fleet are maintained or can be made available upon request. (« territoire de base ») "base plate" means the licence plate, number plate or registration plate issued for an apportionable vehicle by the base jurisdiction. (« plaque de base ») "cab card" means a registration document, issued by the base jurisdiction for a vehicle in an apportioned fleet, that identifies the vehicle, the vehicle's base plate and the vehicle's carrying capacity for each jurisdiction in which the vehicle is authorized to travel. (« fiche ») "charter bus" means a motor vehicle carrying a group of persons for a common purpose or on a particular itinerary, when the service is not a regularly scheduled route service. (« autobus nolisé ») "established place of business" means a physical structure that is owned, leased or rented by a registrant and meets the requirements of section 79. (« établissement permanent ») "farm motor vehicle" means a motor vehicle that is registered as a farm motor vehicle in a member jurisdiction and is unladen or engaged in the transportation of the registrant's own goods and includes a farm truck. (« véhicule automobile agricole ») "fleet" means one or more vehicles that travel in two or more member jurisdictions. (« parc de véhicules ») "host jurisdiction" means a member jurisdiction, other than the base jurisdiction, in which (a) an apportionable vehicle is intended or authorized to travel; or (b) a non-apportionable vehicle is granted reciprocity. (« territoire bénéficiaire ») "IRP" means the International Registration Plan. (« IRP ») "in-jurisdiction distance" means the total kilometres travelled by a fleet of apportionable vehicles in a jurisdiction during a reporting period, including any kilometres travelled under temporary registration permits. (« distance parcourue dans un territoire ») "interjurisdiction operation" means the movement of a vehicle from a point in one jurisdiction to a point in another jurisdiction. (« exploitation interterritoriale ») "intrajurisdiction operation" means the movement of a vehicle from one point to another point within the boundaries of one jurisdiction. (« exploitation intraterritoriale ») "jurisdiction" means a province or territory of Canada or a state of the United States of America. (« territoire ») "member jurisdiction" means a jurisdiction that is a signatory to the International Registration Plan. (« territoire membre ») "motor vehicle" means a self-propelled motor vehicle having a permanently attached truck, bus or delivery body and includes a truck tractor used for hauling purposes on a highway. (« véhicule automobile ») "operational records" means documents and records supporting or evidencing distance travelled in all jurisdictions, including but not limited to trip sheets, drivers' log books and fuel reports. (« dossier d'exploitation ») "private bus" means a motor vehicle used to transport persons, when the transportation is not for hire. (« autobus privé ») "prorated fraction" means the quotient obtained by dividing in-jurisdiction distance by total distance. (« fraction proportionnelle ») "province" means province of Canada and includes a territory of Canada. (« province ») "reciprocity" means the condition in which a motor vehicle that is properly registered in a member jurisdiction is wholly exempt from registration in other member jurisdictions. (« réciprocité ») "recreational motor vehicle" means a motor vehicle used for a recreational purpose. (« véhicule automobile de plaisance ») "registrant" means a person in whose name an apportionable vehicle is properly registered. (« bénéficiaire ») "registration year" means the 12-month period during which the registration plate issued by a base jurisdiction is valid according to the laws of the base jurisdiction. (« année d'immatriculation ») "regular-route bus" means a motor vehicle engaged in the movement of passengers in a regularly scheduled route service. (« autobus de ligne régulière ») "reporting period" means the 12-month period ending on June 30 prior to the commencement of a registration year. (« période de déclaration ») "restricted vehicle" means a motor vehicle that (a) is registered for a period that ends before the beginning of the next annual renewal period; (b) has a specific geographic area or distance restriction as a condition to the issuance of vehicle registration; or (c) has a commodity restriction as a condition to the issuance of vehicle registration. (« véhicule à immatriculation restreinte ») "semi-trailer" means a vehicle without motive power that is designed for transporting property and being towed by a motor vehicle, and is so constructed that its weight and the weight of its load is carried partly upon the towing vehicle and partly upon its own axle, and includes a container chassis. (« semi-remorque ») "state" means state of the United States of America, and includes the District of Columbia. (« État ») "total distance" means the total kilometres travelled by a fleet of apportionable vehicles in all jurisdictions during a reporting period. (« distance totale ») "trailer" means a vehicle without motive power that is designed for transporting property and being towed by a motor vehicle, and is so constructed that no part of its weight or the weight of its load rests upon the towing vehicle. (« remorque ») 78(2) A motor vehicle that has a registered gross weight of less than 11,794 kg — and that would not be an apportionable vehicle if the definition "apportionable vehicle" in subsection (1) were read without reference to clause (e) of that definition — may be registered as an apportionable vehicle at the option of the registrant. M.R. 45/2016 ; 75/2017 ; 18/2019 Established place of business 79 A registrant's established place of business must be a physical structure (a) that has a designated civic street address or road location; (b) that is open during normal business hours; (c) that is staffed by persons employed in the registrant's motor carrier operation; (d) that is equipped with a telephone, the number of which is listed publicly under the business name of the registrant's motor carrier operation; and (e) at which the operational records of the registrant's fleet are maintained or can be made available upon request. Signing applications 80 Every application affecting the calculation or assessment of charges under this part for the registration of an apportionable vehicle must be signed by the vehicle registrant or a person authorized to sign on behalf of the registrant. Apportioning registration charges 81(1) When an application for the registration of a fleet of apportionable vehicles designates Manitoba as the base jurisdiction, the prorated fraction of the registration charge that is apportionable to each member jurisdiction in which the applicant intends to operate the fleet must be calculated on the basis of the distances reported in the application. 81(2) When an application for the registration of a fleet of apportionable vehicles designates a member jurisdiction other than Manitoba as the base jurisdiction, the prorated fraction of the registration charge applicable to Manitoba must be calculated in accordance with the laws of the base jurisdiction. Registration charges for apportionable vehicles 82 Despite section 71, the charges to be paid for the registration of a fleet of apportionable vehicles in Manitoba, or for the renewal of such a registration are (a) for the registration of each bus in the fleet, the total of (i) the applicable prorated fraction of the charges set out in Table 1 of the Schedule, for the Manitoba portion of the registration charge due, and (ii) the applicable prorated fractions of the other host jurisdictions' prescribed fees or charges, for the balance of registration charge due; (b) for the registration of each truck in the fleet, the total of (i) the applicable prorated fraction of the charges set out in Table 5 of the Schedule, for the Manitoba portion of the registration charge due, and (ii) the applicable prorated fractions of the other host jurisdictions' prescribed fees or charges, for the balance of registration charge due; and (c) for the registration of each PSV trailer or commercial trailer in the fleet, the total of (i) the applicable prorated fraction of the charges set out in Table 7 of the Schedule, for the Manitoba portion of the registration charge due, and (ii) the applicable prorated fractions of the other host jurisdictions' prescribed fees or charges, for the balance of registration charge due. Registration of additional apportionable vehicles 83 If an applicant applies to register additional apportionable vehicles to a fleet of apportionable vehicles already registered in Manitoba, the prorated fractions used to calculate the apportioned registration charges for the fleet for the current registration year must be used to calculate the apportioned registration charges for the additional vehicles. Partial registration year 84(1) The charge for registering an apportionable vehicle under this Part after the first day of the vehicle's registration year must (a) in respect of the Manitoba portion of the charge, be calculated in accordance with the following formula: F = A × (B ÷ C) In this formula, F is the Manitoba portion of the registration charge payable for the rest of the registration year, A is the Manitoba portion of the registration charge payable for the whole registration year, calculated in accordance with section 80, B is the number of days left in the registration year, including the effective date of the registration, C is the total number of days in the year; and (b) in respect of the apportioned shares of the host juridictions, be prorated in accordance with the laws of each host jurisdiction as to the calculation of registration charges for periods shorter than a full registration year. 84(2) When the registration of an apportionable vehicle under this Part is cancelled before the end of the registration year, the allowable refund of the Manitoba portion of the registration charge shall be calculated in accordance with the following formula: R = (A × (B ÷ C)) – $5 In this formula, R is the allowable refund of the Manitoba portion of the registration charge; A is the Manitoba portion of the registration charge payable for the whole registration year, calculated in accordance with section 80; B is the number of days left in the registration year after the day of cancellation; C is the total number of days in the year. 84(3) If the result of a calculation under subsection (2) is a negative amount, no refund is payable. 84(4) [Repealed] M.R. 96/2023 M.R. 86/2020 ; 96/2023 Refunds by host jurisdictions 85(1) If a registrant wishes to claim a refund in respect of a host jurisdiction's portion of a registration charge, he or she must make the claim to the host jurisdiction. The registrar is not responsible for processing such refund claims. 85(2) The Government of Manitoba is not liable to refund any portion of a registration charge that has been apportioned to a host juridiction. Administration charge 86 In addition to the registration charges specified in section 82 or subsection 84(1), an administrative charge of $10 is payable for each of the following with respect to an apportionable vehicle: (a) the issuance of an original cab card; (b) the renewal of a cab card. M.R. 96/2023 Request for replacement documents 86.1(1) The charge for a request to issue one or more of the following in relation to a single apportionable vehicle is $6: (a) a replacement owner's certificate; (b) a replacement registration card; (c) a replacement registration permit; (d) a replacement cab card; (e) a replacement transfer of ownership document. 86.1(2) Subsection (1) does not apply if all of the requested certificates, cards, permits and documents are issued only using electronic means. M.R. 96/2023 Transfer of registration from a disabled IRP vehicle 87 The charge for a temporary permit authorizing the transfer of registration and number plates from a disabled vehicle registered under IRP to another vehicle in the same registration class is $10. Estimated distances 88 If the registrar is not satisfied with the accuracy of an estimate of in-jurisdiction or total distance, or both, stated in an application to register a fleet of apportionable vehicles, he or she may cause the estimate to be adjusted before permitting the estimate to be used in the calculation of proportional registration charges. Vehicle distance records 89(1) A registrant shall maintain individual vehicle distance records of all distances travelled by each apportionable vehicle registered in his or her name. 89(2) Every individual vehicle distance record shall include the following information: (a) the number of the IRP fleet in which the vehicle is registered; (b) the vehicle number, as set out in the registrant's vehicle registration application; (c) the starting and ending date of each trip made by the vehicle; (d) the names of the points of origin and destination, and a description of the route of travel, for each trip; (e) the distance travelled in each jurisdiction; (f) the name and signature of the driver. 89(3) The distances recorded as required by clause (2)⁠(e) shall be expressed in kilometres and include all intrajurisdiction and interjurisdiction distances travelled, whether loaded or empty, including all distances travelled under permit authority. 89(4) A registrant shall prepare and maintain monthly and annual summaries of the distances recorded as required by clause (2)⁠(e) for each apportionable vehicle in his or her fleet during a reporting period. 89(5) Subject to subsection (6), the following sources may be used for determining the distances to be recorded: (a) state, provincial or territorial maps; (b) official state, provincial or territorial distance tables; (c) the Official Transportation Mileage Guide of the American Moving and Storage Association; (d) vehicle odometer readings. 89(6) A registrant must use the same source for determining distances for all apportionable vehicles in his or her fleet in any reporting period. Submission of annual report 90 When a registrant applies for renewal of the registration of a fleet of apportionable vehicles in Manitoba, he or she must provide the registrar with a report, in a form acceptable to the registrar, of the distances set out in the annual vehicle distance summaries, required by subsection 89(4), for the most recent reporting period. Preservation of records 91(1) The records and summaries required by section 89 for a reporting period, and the report required by section 90 in respect of the same period, shall be preserved by the registrant for the registration year following the reporting period and three years following the registration year. 91(2) The records, summaries and reports shall be kept at the registrant's established place of business at which the operational records of its IRP fleet are normally kept and shall be made available for audit or inspection during normal business hours upon the request of an auditor or authorized representative of a member jurisdiction. Audits 92(1) If the operational records of an IRP fleet are kept outside Manitoba, the registrar may (a) send auditors to the place where the records are kept and require the registrant to reimburse the Government of Manitoba for travel, lodging and meal expenses of the auditors; or (b) if the place where the records are kept is in a member jurisdiction, request the member jurisdiction to audit the records on behalf of the Government of Manitoba and accept the results of the audit as if it had been done by an auditor employed or appointed by the Government of Manitoba. 92(2) If an audit under subsection (1) results in a reassessment of registration charges, no interest penalties will be assessed against the registrant or paid by the Government of Manitoba in respect of any increased registration charges or refund due. PART 5 CHARGES FOR DRIVER TRAINING SCHOOL PERMITS, DRIVING INSTRUCTORS' PERMITS, NON-RESIDENT STUDENT STICKERS, DEALERS' PERMITS, SALESPERSONS' PERMITS AND RECYCLERS' PERMITS Driver training school and driving instructor permits 93(1) In this section, "permit year" means each 12-month period a permit is valid, with the first permit year beginning on the date the permit is issued. 93(2) The charges for a driver training school permit under subsection 95(1) of The Drivers and Vehicles Act are the following: (a) if the applicant does not hold a valid permit, an initial application charge of $200 payable at the time the application is made; (b) for any permit year after the first, including any permit year covered in a permit renewal, an annual permit charge of $100 payable at the beginning of that permit year. 93(3) The charges for a driving instructor's permit under subsection 95(3) of The Drivers and Vehicles Act are the following: (a) if the applicant does not hold a valid permit, an initial application charge of $35 payable at the time the application is made; (b) for any permit year after the first, including any permit year covered in a permit renewal, an annual permit charge of $20 payable at the beginning of that permit year. M.R. 100/2019 Non-resident student identification stickers 94(1) The charge for a non-resident student identification sticker is $2. 94(2) The charge to replace a non-resident student identification sticker is $1. Dealers' permits 95(1) In subsection (2), "permit year" means each period of 12 months or less, covered by the permit, ending on the expiration date of a registration period for the dealers' number plates issued to the dealer. 95(2) The charge to apply for a dealer's permit under subsection 96(1) of The Drivers and Vehicles Act , or for the renewal of a dealer's permit, is $120 for each permit year covered by the permit or renewal. 95(3) The charge for a knowledge test required by the registrar under subclause 5(b)⁠(i) of the Dealers, Salespersons and Recyclers Regulation , Manitoba Regulation 40/2006, is $25. 95(4) The charge to replace a dealer's permit is $15. M.R. 86/2020 Salespersons' permits 96(1) In subsection (2), "permit year" means each period of 12 months or less, covered by the permit, ending on the expiry date that is specified by the registrar and is to be set out in the permit. 96(2) The charge to apply for a salesperson's permit under subsection 96(2) of The Drivers and Vehicles Act , or for the renewal of a salesperson's permit, is $35 for each permit year covered by the permit. 96(3) The charge for a knowledge test required by the registrar under subclause 34(a)⁠(i) of the Dealers, Salespersons and Recyclers Regulation is $25. 96(4) The charge to replace a salesperson's permit is $15. Recyclers' permits 97(1) The charge to apply for a recycler's permit under section 97 of The Drivers and Vehicles Act , or for the renewal of a recycler's permit, is $50. 97(2) The charge to replace a recycler's permit is $15. PART 6 CHARGES FOR INSPECTION STATION OPERATORS' PERMITS, VEHICLE INSPECTIONS AND RELATED SERVICES Inspection station operators' permits 98(1) The charge to apply for an inspection station operator's permit is $200. 98(2) The charge to apply for authorization under an inspection station operator's permit to inspect additional types of vehicles is $200. 98(3) The charge to apply to renew an inspection station operator's permit that authorizes body integrity inspections under the Written-off, Irreparable and Salvageable Motor Vehicles Regulation , Manitoba Regulation 41/2006, is $100. M.R. 86/2020 99 [Repealed] M.R. 95/2010 ; 18/2019 Inspection certificate forms 99.1 The charge for inspection certificate forms required under the Inspection of Motor Vehicles for Registration Purposes Regulation , Manitoba Regulation 45/2006, for vehicles that have a GVWR of less than 4,500 kg is $5 per form. M.R. 17/2025 Inspection certificates and decals for heavier vehicles 100(1) The charge for inspection certificate forms required under the Periodic Mandatory Vehicle Inspection Regulation , Manitoba Regulation 76/94, for vehicles that have a GVWR of 4,500 kg or more is $15 for a set of 10 forms. 100(2) The charge for inspection decals required under the Periodic Mandatory Vehicle Inspection Regulation for vehicles that have a GVWR of 4,500 kg or more is $15 for a set of 10 decals. M.R. 86/2020 Body integrity inspection certificates 101 The charge for a body integrity inspection certificate form required under the Written-off, Irreparable and Salvageable Motor Vehicles Regulation is $5 per form. PART 7 CHARGES FOR VARIOUS SERVICES IN RELATION TO OFF-ROAD VEHICLES Registration charge 102 The charge to register an off-road vehicle is $15. M.R. 89/2008 ; 8/2009 Off-road vehicle dealers' number plates 103 The charge for each dealer's number plate issued to an off-road vehicle dealer is $12. M.R. 89/2008 Transfer of registration or number plate 104 The charge to transfer a number plate in connection with the transfer of ownership of an off-road vehicle or to transfer an off-road vehicle's registration and number plate in connection with the transfer of the registered owner's interest in the off-road vehicle, including a transfer to the spouse, common-law partner or personal representative of a deceased registered owner, is $6. Replacement of number plate 105 The charge for replacing a number plate is $6. M.R. 96/2023 Transfer of ownership document 106 The charge for a transfer of ownership document for an unregistered off-road vehicle is $6. M.R. 96/2023 Request for replacement documents 106.1(1) The charge for a request to issue one or more of the following in relation to a single off-road vehicle is $6: (a) a replacement owner's certificate; (b) a replacement registration card; (c) a replacement transfer of ownership document. 106.1(2) Subsection (1) does not apply if all of the requested certificates, cards and documents are issued only using electronic means. M.R. 96/2023 PART 8 CHARGES FOR SEARCHES Definitions 107 The following definitions apply in this Part. "abstract" means a document that contains a listing of driver status information recorded under a driver's name and licence number, including, but not limited to, accidents, convictions, suspensions, prohibitions and cancellations. (« extrait ») "record" means record within the meaning of section 125 of The Drivers and Vehicles Act and, in relation to a search in respect of a period before the proclamation of that Act, includes (a) particulars of vehicles required to be registered under The Highway Traffic Act ; or (b) particulars of drivers licensed under The Highway Traffic Act . (« dossier ») "search" means any examination of records that (a) is authorized under The Drivers and Vehicles Act , The Highway Traffic Act or any other applicable Act; and (b) is conducted for the purpose of locating the information being sought by the person who requests the search. (« recherche ») Charges 108(1) The following charges are specified for the following services in relation to vehicles other than off-road vehicles: (a) for each search (i) of a plate number issued under The Drivers and Vehicles Act or The Highway Traffic Act for any one registration year the charge is $10, (ii) for vehicles registered in the name searched (A) the basic charge, including provision of registration information about not more than five vehicles for any one registration year, is $10, and (B) the additional charge for provision of registration information about each vehicle over five for any one registration year is $10, (iii) of the make and serial number of a vehicle for any one registration year the charge is $10, (iv) for a driver's licence issued in the name searched for any one licence year the charge is $10, and (v) of a driver's licence number for any one licence year the charge is $10; (b) for each abstract the charge is $10; (c) when an application is made on a form prescribed by the registrar for a search of registration information for all vehicles registered under The Drivers and Vehicles Act or The Highway Traffic Act for any one registration year, the charge for each registration record, including records respecting transfers, plate replacements and changes of address, is $0.10; (d) for each search for an order, judgment, conviction notice or accident report the charge, including provision of a copy of the document if found, is $10; (e) [repealed] M.R. 17/2025 ; (f) for each search for which a charge is not otherwise specifically provided in this section the charge is $10. 108(1.1) Despite clause 108(1)⁠(f), there is no charge for a database search using a driver's licence number under section 126.1 of The Drivers and Vehicles Act . 108(2) The following charges are specified for the following services in relation to off-road vehicles: (a) for each search of records of an off-road vehicle under registration plate or make and serial number the charge is $4; (b) for each search for which a charge is not otherwise specifically provided in this section the charge is $10. M.R. 86/2020 ; 17/2025 Exception for War Amputations of Canada 109 When The War Amputations of Canada is authorized under an agreement with the Government of Manitoba to obtain at no charge a search of the names and addresses of persons licensed as drivers under The Drivers and Vehicles Act or The Highway Traffic Act , the registrar must provide the names and addresses on request at no charge. Exception for particulars of all vehicles for statistical purposes 110 When a person (a) is authorized under an agreement with the Government of Manitoba to search, for statistical purposes, the particulars of motor vehicles registered under The Drivers and Vehicles Act or The Highway Traffic Act ; and (b) applies for the searches on a form approved by the registrar; the charge for each motor vehicle searched is $0.02 for each registration searched. Exception for searches by government authorities 111 There is no charge for any statistical analyses of any records maintained under The Drivers and Vehicles Act or The Highway Traffic Act in compliance with a request made by any person or organization doing work for, or on behalf of, the Government of Manitoba. PART 9 GENERAL PROVISIONS, COMING INTO FORCE AND REPEAL Rounding off 112 When an amount payable or refundable under this regulation is, or includes, an amount that is a fraction of a dollar, the amount must be rounded to the nearest dollar. Repeal 113 The Highway Traffic Fees Regulation , Manitoba Regulation 424/88, is repealed. Coming into force 114 This regulation comes into force on the same day that The Drivers and Vehicles Act , S.M. 2005, c. 37, Schedule A, comes into force.
