Northern Manitoba Planning By-laws Regulation, M.R. 45/2002 The Planning Act , C.C.S.M. c. P80 Regulation 45/2002 Registered March 15, 2002 bilingual version (HTML) Definitions 1 In this regulation, "Act" means The Planning Act ; («  Loi  ») "by-law" means a by-law that establishes, amends or repeals a development plan or zoning by-law; (« règlement administratif ») "minister" has the meaning assigned by subsection 153(2) of the Act. (« ministre ») M.R. 136/2006 Delegation to authority 2(1) The minister's authority to enact a development plan by-law and a zoning by-law for an area that is not in an incorporated community is delegated to the local committee or community council for that community. M.R. 136/2006 2(2) The delegation of authority under subsection (1) is subject to the by-law being enacted by the local committee or community council being in a form acceptable to the minister and being filed in accordance with section 3. Requirements for filing a by-law 3(1) As soon as possible after a by-law is given third reading, the local committee or community council must file a copy of it at the by-law registry office together with (a) a sworn statement by the person filing it that, to the best of his or her knowledge, the by-law was properly enacted; and (b) a copy of the resolution of the local committee or community council authorizing the filing of the by-law. 3(2) For the purpose of subsection (1), the by-law registry office designated for the filing is: Financial and Administrative Services Branch Municipal and Northern Relations 330-800 Portage Avenue Winnipeg, Manitoba R3G 0N4 Attention — Director of Finance
