Miscellaneous Licences and Permits Regulation
This regulation sets licence and permit rules for wildlife-related activities, including buying, selling, trading, importing, exporting, possessing, and processing animal parts and related items.

"Act" means The Wildlife Act . («  Loi  ») "animal part" means any part of a wild animal, other than the meat or internal organs. (« partie d'animal ») "antler in velvet" means the antlers of a deer, elk, moose or caribou that are in the velvet stage of development. (« bois de velours ») "department" means the department of government over which the minister presides and through which the Act is administered. (« ministère ») "director" means the Director of Wildlife and Ecosystem Protection Branch. (« directeur ») "finished artifact" means any part of a wild animal that has been altered or manufactured beyond its natural form through a process that cannot be reversed, but does not include (a) any item that includes a part of an animal that is listed or designated as a protected species under the Act or the regulations; or (b) a mount. (« artefact terminé ») "mount" means (a) a specimen of a wild animal created by covering an artificial or actual part of an animal with all or a part of the pelt, skin or hide of the animal; or (b) a display that shows either or both of the skull or antlers of a wild animal. (« montage ») "processed" means tanned or otherwise treated or preserved by chemical or mechanical means. (« traiter ») "shed antler" means an antler that has fallen from a deer, elk, moose or caribou through a natural process if the antler (a) has the complete burr attached; and (b) does not have any part of the skull plate remaining and no part of the skull plate appears to have been removed from the antler. (« bois tombés naturellement ») M.R. 42/2009 Commercial licences 2 The minister may issue the following types of licences that authorizes the holder to engage in the activities set out beside the name of the respective licence: amphibian and reptile dealer's licence — a licence that authorizes the holder to buy, sell and trade amphibians and reptiles. animal parts dealer's licence — a licence that authorizes the holder to buy, sell and trade animal parts, other than the castors of beavers and the pelts, skins or hides of fur bearing animals. fur dealer's licence — a licence that authorizes the holder to buy, sell and trade the castors of beavers and the pelts, skins and hides of black bears, gray (timber) wolves and fur bearing animals taken within the province. tanner's licence — a licence that authorizes the holder to engage in the business of processing the pelts, skins and hides of wild animals through tanning or other chemical or mechanical means of treatment or preservation. taxidermist's licence — a licence that authorizes the holder to engage in the business of preparing, preserving, stuffing or mounting the heads, skeletons, pelts, skins, antlers or other parts of wildlife or exotic wildlife. M.R. 106/2017 Prohibition 3 Except as otherwise provided in the Act or this regulation, no person shall engage in any activity specified in section 2 unless the person holds a valid licence of the type set out in that section that authorizes the holder to engage in that activity. Applications for licences and permits 4(1) An application for a licence set out in section 2 or a permit must (a) be made in writing to the department on a form approved by the director; and (b) be accompanied by the fee specified in the Wildlife Fees Regulation , Manitoba Regulation 31/92. 4(2) The director may require an applicant to submit any additional information or documentation that he or she considers necessary. M.R. 106/2017 5 [Repealed] M.R. 106/2017 Term of licence 6 Unless it is cancelled or suspended, a licence set out in section 2 is valid from the date it is issued until August 31 following the date of issuance. Record of transactions 7(1) The holder of a licence set out in section 2 must (a) record every transaction on a form provided by the department and include all information required on the form; and (b) record each transaction immediately after it occurs, sequentially by date with no blank spaces between entries. 7(2) The licence holder must submit a completed record of transaction form to the director on or before the 10th day after the period covered by the form, and when no transactions have occurred in that period, a form marked "No transactions" must be submitted. 7(3) In this section, "transaction" means (a) a purchase, sale or trade authorized by a licence set out in section 2; or (b) in the case of a tanner or taxidermist, (i) receiving wildlife, exotic wildlife or an animal part from a client for processing, (ii) returning wildlife, exotic wildlife or an animal part to a client after it has been processed by the taxidermist or tanner, or (iii) any purchase made under authority of section 13. Seller must be authorized 8 No person shall acquire an animal part, whether for the person's own use or otherwise, from a person who (a) does not have a licence or permit authorizing the possession and sale of the part being acquired; or (b) is not otherwise authorized by the Act or regulations to possess and sell the part being acquired. Permit required if animal part for personal use 9 A person must obtain a permit from the department in order to acquire and possess an animal part for his or her own personal use. Sale of animal parts 10(1) Subject to subsection (3) and sections 11 and 12, the holder of a hunting or trapping licence may sell or trade any part of a wild animal that he or she legally killed under authority of that licence, without obtaining a permit or licence for that purpose. 10(2) Subject to subsection (3) and sections 11 and 12 and any conditions or restrictions imposed on a permit, the holder of a possession permit may sell or trade any part of a wild animal that he or she is authorized to possess under that permit, without obtaining a permit or licence for that purpose. 10(3) No person shall sell or trade, or offer to sell or trade, the meat of a wild animal, which for greater certainty includes the internal organs of a wild animal. Prohibited trade in animal parts 11(1) No person, including the holder of an animal parts dealer's licence, shall possess, buy, sell, trade, import or export, or offer to buy sell, trade, import or export, any of the following animal parts: (a) an antler in velvet, unless permitted to do so under subsection (2); (b) any part of an animal that is a protected species, unless authorized by the applicable permit or if permitted under subsection (1.1); (c) any animal part, the sale of which is prohibited under the Migratory Birds Convention Act, 1994 (Canada) or regulations made under that Act. 11(1.1) A person does not require an import permit to import a part from the following species of animal if the part is accompanied by an export permit from another jurisdiction: (a) Pronghorn (antelope); (b) Cougar; (c) Grizzly Bear; (d) Muskox; (e) all vultures, eagles, hawks, osprey and falcons. 11(2) A person who lawfully kills a deer, elk, moose or caribou under authority of a licence may possess an antler in velvet taken from the animal that the person killed. M.R. 106/2017 Prohibited trade and possession of bear parts 12 No person, including the holder of an animal parts dealer's licence, shall possess, buy, sell, trade, import or export, or offer to buy, sell, trade, import or export (a) a gall bladder that has been removed from the carcass of a bear; or (b) bile taken from the gall bladder of the carcass of a bear. Treatment of abandoned taxidermy work 13(1) After receiving written authorization from the director, the holder of a taxidermist's licence may sell, trade or donate any specimen that has been abandoned by the person for whom the taxidermy work was being done. 13(2) No person shall acquire an abandoned specimen from the holder of a taxidermist's licence under subsection (1) without first obtaining a possession permit. Taxidermist may purchase animal parts 14 The holder of a taxidermist's licence may purchase such animal parts as may be necessary to complete or repair a specimen for a client without obtaining a permit or licence for that purpose. No licence or permit required for artifacts 15(1) Subject to a contrary provision in an Act of the Legislature or an Act of the Parliament of Canada or regulations under any such Act, a person may possess, buy, sell, trade, import or export, or offer to buy, sell or trade, export or import any of the following without obtaining a licence or permit: (a) an animal part that has been made into a finished artifact; (b) a processed pelt, skin or hide of a big game animal, fur bearing animal, game bird, amphibian or reptile. 15(2) Clause (1)⁠(b) does not apply to a pelt, skin or hide, or any part of a pelt, skin or hide, that forms part of a full or partial body mount, a shoulder or head mount or a full, half head or partial head rug. Import exemption 16 A person does not require an import permit to import the unprocessed pelt, skin or hide of a fur bearing animal, a black bear or a gray (timber) wolf from a jurisdiction that does not require a transportation or export permit to export that species from that jurisdiction. M.R. 106/2017 When export permit not required 17 A hunting licence, or a seal or coupon issued as part of that licence, is valid as an export permit for a wild animal killed under the authority of that licence if (a) the animal is exported no later than 30 days after it was killed; and (b) the holder accompanies the animal when it is exported from Manitoba. M.R. 42/2009 Exemption for shed antlers 18 A Manitoba resident does not require a permit or licence to possess, sell, trade or export shed antlers from any deer, elk or moose, if the shed antlers have been personally collected by the resident from the location where the antlers were shed. M.R. 12/2024 Exemption for ranch raised fox and mink 19 A person may possess, sell, buy, trade, import or export (a) a privately owned fox or mink that has been bred and raised in captivity; and (b) a pelt, skin or hide, or part thereof, of a fox or mink referred to in clause (a); without obtaining a permit or licence for that purpose. Exemption for game production animals 20 A person may, in compliance with The Livestock Industry Diversification Act , (a) possess, slaughter, sell, trade, import or export a game production animal; or (b) possess, process, sell, trade, barter, import or export a game production animal product defined by regulation under The Livestock Industry Diversification Act ; without obtaining a permit or licence for that purpose. When no possession permit required 21 A possession permit is not required by a person who receives no more than 10 kg of the meat or internal organs from a lawfully killed wild animal at his or her residence as a gift, if the meat or internal organs is packaged and clearly marked with the name, address and hunting licence number of the person who killed the wild animal. Permit to serve meat of wild animals 22(1) The minister may issue a permit to a person or organization authorizing the serving of the meat of a wild animal for food in a place where meals are served for remuneration or the hope or expectation of remuneration. 22(2) A person or organization applying for a permit under subsection (1) must (a) specify the date and place where the meat will be served; and (b) provide a written statement from the person or persons supplying the meat that sets out (i) the name of the person, (ii) particulars of the hunting licence or other authority under which the animal from which the meat was taken was killed, and (iii) the quantity and type of meat supplied by each person. Disabled crossbow permit 22.1(1) A disabled crossbow permit may be issued to a person who (a) is a paraplegic, a hemiplegic or who is otherwise confined to a wheelchair; (b) is a double lower limb amputee or a single above-the-knee amputee; or (c) is unable to use conventional archery equipment due to an upper limb amputation or a permanent physical condition involving an upper limb. 22.1(2) An application for a disabled crossbow permit must be accompanied by documentation from a physician setting out the specific nature of the applicant's disability. 22.1(3) A disabled crossbow permit may be issued subject to any terms or conditions that the director considers appropriate. M.R. 71/2008 ; 99/2013 Transitional 23 Unless it is cancelled or suspended, an animal parts dealer's licence that was in force on the coming into force of this regulation remains valid until August 31 after the coming into force of this regulation. Repeal 24 The following regulations are repealed: (a) the Amphibians and Reptiles Regulation , Manitoba Regulation 215/89; (b) the Fur Dealers, Tanners and Taxidermists Regulation , Manitoba Regulation 33/88 R; (c) the Serving Meat of Wild Animals Regulation , Manitoba Regulation 31/88 R; (d) the Wild Animal Parts Regulation , Manitoba Regulation 29/92; (e) the Wildlife Permit Exemptions Regulation , Manitoba Regulation 111/95.
