"Act" means The Drivers and Vehicles Act . («  Loi ») "anniversary day" , "annual rating term" and "document expiry date" have the same meaning in relation to vehicle registrations as in the Automobile Insurance Certificates and Rates Regulation , made under The Manitoba Public Insurance Corporation Act . (« date d'expiration de documents », « jour anniversaire » et « période de tarification annuelle ») "annual registration period" means a registration period prescribed by subsection 3(1), (2) or (2.1). (« période d'immatriculation annuelle ») "collector motorcycle" means a motorcycle that is a collector motorcycle — as defined in section 16 of the Automobile Insurance Certificates and Rates Regulation made under The Manitoba Public Insurance Corporation Act — and is eligible to be insured under that regulation as a pleasure motorcycle as defined in that section. (« motocyclette de collection ») "collector passenger vehicle" means a vehicle that is a collector passenger vehicle — as defined in Schedule B of the Automobile Insurance Certificates and Rates Regulation made under The Manitoba Public Insurance Corporation Act — and is eligible to be insured as a collector passenger vehicle under that regulation. (« véhicule de tourisme de collection ») "collector truck" means a vehicle that is a collector truck — as defined in Schedule B of the Automobile Insurance Certificates and Rates Regulation made under The Manitoba Public Insurance Corporation Act — and is eligible to be insured as a collector truck under that regulation. (« camion de collection ») "commercial bus" means a bus as defined in subsection 1(1) of The Highway Traffic Act that is not used solely for personal transportation. (« autobus commercial ») "commercial truck" excludes a limited-use commercial truck. (« véhicule commercial ») "corporation" means (a) a body corporate; and (b) an entity, other than an individual, that is a person — within the meaning of section 40 of the Act — and is entitled under the Act to register vehicles in its name. (« corporation ») "dealer" means a dealer who holds a valid dealer's permit under Part 7 of the Act. (« commerçant ») "gross vehicle weight" has the same meaning as in subsection 1(1) of the Vehicle Weights and Dimensions on Classes of Highways Regulation , Manitoba Regulation 155/2018. (« poids en charge d'un véhicule ») "IRP" means the International Registration Plan. (« IRP ») "limited-use commercial truck" means a motor vehicle, or a motor vehicle-trailer combination, that (a) falls within the definition "commercial truck" in subsection 1(1) of the Act; and (b) is designated as a limited-use regulated vehicle under section 12 of the Regulated Vehicles and Motor Carriers Regulation , Manitoba Regulation 132/2024. (« véhicule commercial à usage restreint ») "motor carrier" means a motor carrier as defined in section 312.1 of The Highway Traffic Act . (« transporteur routier ») "multi-year registration period" means registration period prescribed by subsection 3(1.1) or (2.2). (« période d'immatriculation pluriannuelle ») "specified" , in relation to a permit, means specified in the permit. (« indiqué ») "specified charge" , in relation to a permit, transaction or other thing, means the charge specified under the Charges for Licences, Registrations, Permits and Other Services Regulation . (« frais prévus ») "truck" means a motor vehicle designed or adapted primarily for the transportation of cargo or property. (« camion ») "truck tractor" means a truck designed primarily for towing a semi-trailer connected by means of a fifth-wheel coupler, and not constructed for carrying any load other than part of the weight of the trailer. (« véhicule tracteur ») "vehicle for hire" means a vehicle for hire as defined in section 2 of The Local Vehicles for Hire Act . (« véhicule avec chauffeur ») M.R. 77/2009 ; 213/2009 ; 42/2014 ; 84/2015 ; 36/2019 ; 53/2019 ; 129/2024 ; 128/2025 PART 2 REGISTRATION BY REGISTRATION CARD Application of Part 2 This Part applies to the registration of a vehicle by registration card. M.R. 84/2015 Registration periods 3(1) The registration period of a vehicle that is registered in the name of an individual who does not have a vehicle registered under IRP is the one-year period beginning on the day that is four months after his or her birthday and expiring on the day before the day that is four months after his or her next birthday if the vehicle is registered as (a) a commercial truck having a registered gross weight of 4,500 kg or more; (b) a vehicle for hire; (c) a commercial drive-away unit; (d) a limited-use commercial truck; or (e) a commercial bus. 3(1.1) The registration period of a vehicle that is registered in the name of an individual who does not have a vehicle registered under IRP is the five-year period beginning on the day that is four months after his or her birthday and expiring on the day before the day that is 52 months after his or her next birthday if the vehicle is registered in a registration class other than those set out in subsection (1). 3(2) Except as provided in subsection (2.4), the registration period of a vehicle that is registered in the name of an individual who has another vehicle registered under IRP, (a) if the particular vehicle is registered under IRP, is the one-year period beginning on the first day of the month chosen by the individual under subsection 4(1) and expiring on the day before the first day of the same month in the next year, and (b) if the particular vehicle is not registered under IRP and is (i) registered in a registration class set out in subsection (1), is the registration period set out in that subsection, or (ii) registered in a registration class other than those set out in subsection (1), is the registration period set out in subsection (1.1). 3(2.1) The registration period of a vehicle that is registered in the name of a corporation that does not have a vehicle registered under IRP is the one-year period beginning on the first day of the month chosen by the corporation under subsection 4(1) and expiring on the day before the first day of the same month in the next year if the vehicle is registered as (a) a commercial truck having a registered gross weight of 4,500 kg or more; (b) a vehicle for hire; (c) a commercial drive-away unit; (d) a limited-use commercial truck; or (e) a commercial bus. 3(2.2) The registration period of a vehicle that is registered in the name of a corporation that does not have a vehicle registered under IRP is the five-year period beginning on the first day of the month chosen by the corporation under subsection 4(1) and expiring on the last day of the 59th month after the period's first month if the vehicle is registered in a registration class other than those set out in subsection (2.1). 3(2.3) The registration period of a vehicle that is registered in the name of a corporation who has another vehicle registered under IRP is the one-year period beginning on the first day of the month chosen by the corporation under subsection 4(1) and expiring on the day before the first day of the same month in the next year. 3(2.4) At the request of an individual who has a vehicle registered in his or her name under IRP, the registrar may, in respect of certain vehicles that the individual registers other than under IRP, allow the individual to choose the same day for the beginning of their registration period as the day that is the beginning of the registration period for the individual's IRP vehicle. The length of the registration period of a vehicle to which this section applies is the length of the period that applies to the vehicle under subclause (2)⁠(b)⁠(i) or (ii), and the individual's anniversary day in relation to the vehicle is the individual's anniversary day in respect of IRP registrations. 3(2.5) Subsection (2.4) does not apply to a vehicle unless the individual satisfies the registrar that the vehicle is used for a commercial or business purpose. 3(3) [Repealed] M.R. 77/2009 M.R. 77/2009 ; 213/2009 ; 42/2014 ; 84/2015 ; 17/2018 ; 36/2019 Grace period when vehicle is registered early 3.1 Despite section 3, when an application to register an unregistered vehicle is made within four days before the beginning of an annual registration period or of an annual rating term within a multi-year registration period and the registration card is to be issued immediately, the annual registration period or annual rating term is deemed to include the period from the day of registration until the day the annual registration period or annual rating term would otherwise have begun. M.R. 77/2009 Coordination of multi-year periods 3.2 Despite section 3, the registrar may, when he or she issues a person's first registration card for a multi-year registration period, choose a different expiry date that the registrar considers necessary for the efficient administration of the identification card, driver licensing and vehicle registration systems. M.R. 77/2009 Effect of a change in document expiry date 3.3(1) Despite the definitions "annual registration period", "annual rating term" and "multi-year registration period" in section 1 and despite any other provision of this regulation respecting the expiration of vehicle registrations, when a person's document expiry date changes, the registrar may make any adjustment to the expiration date and annual rating terms of any multi-year registration period of any vehicle registered in the person's name that the registrar considers necessary taking into account the new document expiry date and the maximum length of a multi-year registration period. 3.3(2) Without limiting the generality of subsection (1), (a) the registrar may establish an earlier expiration date for a vehicle's registration period in the period's last annual rating term and may notify the person of the change by sending him or her a renewal notice for early renewal; and (b) if an earlier expiration date is not established, the original expiration date of the vehicle's registration period continues to apply to it despite the new document expiry date. 3.3(3) If the registrar establishes a different expiration date for a vehicle's registration period under subsection (1) or (2), the expiration date applies to the vehicle's registration despite the expiration date set out in the vehicle's registration card. M.R. 77/2009 ; 36/2019 When certain registration periods begin or change 4(1) When a person (a) who is an individual who proposes to register a vehicle under IRP; or (b) who is a corporation; first applies to register a vehicle, the person must choose the month on the first day of which the registration period for all his or her vehicles is to begin in every year. 4(2) An individual who (a) has registered one or more vehicles with a registration period referred to in subsection 3(1); and (b) applies to register a vehicle with a registration period referred to in subsection 3(2); must choose the month on the first day of which the registration period for all his or her vehicles is to begin in every year. The registrar may, as a condition of registering the vehicle described in clause (b), require the registration of all the other vehicles registered by the individual, other than those referred to in section 5, 6 or 7, to be amended so that their registration period expires on the same day as the registration period described in subsection 3(2). 4(3) When an individual (a) who has registered one or more vehicles under IRP ceases to be their registered owner; and (b) applies to register a vehicle with a registration period referred to in subsection 3(1); the registrar may, as a condition of registering the vehicle described in clause (b), require the registration of all the other vehicles registered by the individual, other than those referred to in section 5, 6 or 7, to be amended so that their registration period expires on the same day as the registration period described in subsection 3(1). Registration period for semi-trailers 5 Despite sections 3 and 4, the registration period for a semi-trailer is a two-year period beginning on March 1 and ending on the last day of the second-following February. The first of such periods begins on March 1, 2003 and ends on the last day of February 2005. The next period begins on March 1, 2005 and ends on the last day of February 2007, and the registration period repeats accordingly after that. Registration period for antique vehicles 6(1) Despite sections 3 and 4, but subject to the Act and the regulations, the registration period of a vehicle registered as an antique motor vehicle continues for as long as it is owned by the registered owner. 6(2) An antique motor vehicle that at the time of registration was in compliance with subsection 40(6) of the Act for a registration period is exempt from the requirements of the subsection in any subsequent registration period in which the antique motor vehicle is not driven on a highway. Vehicles registered under short term policies 7 Despite sections 3 and 4, the registration period for a vehicle in respect of which an owner's certificate has been issued under a short term policy within the meaning of the Automobile Insurance Certificates and Rates Regulation , is the period beginning on the first day of the term of the short term policy and expiring on the policy expiry date. Validity of registration 8 Subject to the Act and the regulations, the registration of a vehicle, and the registration card issued for it, are valid for a period, not longer than the registration period, beginning on the day the vehicle is registered and ending on the day the registration period expires. M.R. 77/2009 Status of semi-trailer registration cards 8.0.1 Despite section 8, the registration card for a semi-trailer, once issued in respect of a particular registration period, is valid for the semi-trailer's subsequent registration periods — and is deemed to have been issued for each subsequent registration period — if all of the following conditions are met: (a) the semi-trailer continues to be owned by the registered owner named in the registration card; (b) none of the information about the registered owner or the semi-trailer stated in the registration card (including the registered owner's name or address) is inaccurate; (c) the applicable registration charges have been paid for each of the subsequent registration periods; (d) the semi-trailer is not written off; (e) the semi-trailer's registration has not been cancelled for any reason under the Act, The Highway Traffic Act or a regulation made under either of them. M.R. 84/2015 Registration charges re multi-year registrations 8.1(1) To maintain the registration of a vehicle that under section 3 has a multi-year registration period, its owner must, in each annual rating term of the registration period, pay the annual registration charge that is specified under the Charges for Licences, Registrations, Permits and Other Services Regulation , made under The Highway Traffic Act . 8.1(2) If the owner fails to pay the annual registration charge when it is due, the vehicle's registration is liable to be suspended under section 92 of the Act. M.R. 77/2009 Owner's obligation to provide information under MPIC Act 8.2(1) The registered owner of a vehicle is required to comply with section 63 of the Automobile Insurance Certificates and Rates Regulation , made under The Manitoba Public Insurance Corporation Act . 8.2(2) If the registered owner of a vehicle receives a request for information under section 63 of the Automobile Insurance Certificates and Rates Regulation , the registered owner must (a) also provide the information to the registrar; or (b) authorize the Manitoba Public Insurance Corporation to provide the information to the registrar; for the purpose of determining the annual registration charge applicable to the vehicle for the annual rating term to which the request relates. 8.2(3) If the registered owner of a vehicle does not comply with section 63 of the Automobile Insurance Certificates and Rates Regulation and the owner's certificate for the vehicle is suspended in accordance with that section, the registration of the vehicle is liable to be suspended by the registrar in accordance with subsection 160(2) of The Highway Traffic Act . M.R. 77/2009 ; 42/2014 ; 53/2019 8.3 [Repealed] M.R. 77/2009 ; 134/2009 ; 36/2019 PART 3 RECIPROCITY AND PROPORTIONAL REGISTRATION Registration of apportionable vehicles under IRP 9(1) The following definitions apply in this Part. "apportionable vehicle" means (a) a motor vehicle having a registered gross weight of 11,794 kg or more that is designed, used or maintained for the transportation of persons for hire or property, and is used or intended for use in two or more member jurisdictions; (b) a motor vehicle having three or more axles regardless of registered gross weight that is used or intended for use in two or more member jurisdictions; (c) a motor vehicle in combination with a trailer or semi-trailer if the gross weight of the combination is 11,794 kg or more and it is used or intended for use in two or more member jurisdictions; (d) a regular-route bus that is used or intended for use in two or more member jurisdictions; (d.1) a charter bus that is used or intended for use in two or more member jurisdictions; (e) a motor vehicle having a registered gross weight of less than 11,794 kg that is registered as an apportionable vehicle under subsection (2); (f) a commercial trailer that is used or intended for use in combination with another apportionable vehicle; (g) any other motor vehicle that requires proportional registration in another jurisdiction; but does not include (h) a motor vehicle that is registered to a federal, state, provincial, territorial, regional or municipal government; (i) a restricted vehicle; (j) a private bus; (j.1) a regular-route or charter bus that is used only in Manitoba and is not intended for use in two or more member jurisdictions; (k) a farm motor vehicle; (l) a recreational motor vehicle; (m) a trailer or semi-trailer, with or without converter dollies; or (n) a converter dolly. (« véhicule admissible à l'immatriculation proportionnelle ») "base jurisdiction" means a jurisdiction, chosen by a registrant, in which (a) the registrant has an established place of business; (b) distance is accrued by the registrant's fleet; and (c) the operational records of the fleet are maintained or can be made available upon request. (« territoire de base ») "base plate" means the licence plate, number plate or registration plate issued for an apportionable vehicle by the base jurisdiction. (« plaque de base ») "cab card" means a registration document, issued by the base jurisdiction for a vehicle in an apportioned fleet, that identifies the vehicle, the vehicle's base plate and the vehicle's carrying capacity for each jurisdiction in which the vehicle is authorized to travel. (« fiche ») "charter bus" means a bus carrying a group of persons for a common purpose or on a particular itinerary, when the service is not a regularly scheduled route service. (« autobus nolisé ») "established place of business" means a physical structure that is owned, leased or rented by a registrant and meets the requirements of section 10. (« établissement permanent ») "farm motor vehicle" means a motor vehicle that is registered as a farm motor vehicle in a member jurisdiction and is unladen or engaged in the transportation of the registrant's own goods and includes a farm truck. (« véhicule automobile agricole ») "fleet" means one or more vehicles that travel in two or more member jurisdictions. (« parc de véhicules ») "jurisdiction" means a province or territory of Canada or a state of the United States of America. (« territoire ») "member jurisdiction" means a jurisdiction that is a signatory to the International Registration Plan. (« territoire membre ») "motor vehicle" means a self-propelled motor vehicle having a permanently attached truck, bus or delivery body and includes a truck tractor used for hauling purposes on a highway. (« véhicule automobile ») "operational records" means documents and records supporting or evidencing distance travelled in all jurisdictions, including but not limited to trip sheets, drivers' log books and fuel reports. (« dossier d'exploitation ») "private bus" means a bus used to transport persons when the transportation is not for hire. (« autobus privé ») "province" means province of Canada and includes a territory of Canada. (« province ») "reciprocity" means the condition in which a motor vehicle that is properly registered in a member jurisdiction is wholly exempt from registration in other member jurisdictions. (« réciprocité ») "recreational motor vehicle" means a motor vehicle used for a recreational purpose. (« véhicule automobile de plaisance ») "registrant" means a person in whose name an apportionable vehicle is properly registered. (« bénéficiaire ») "regular-route bus" means a motor vehicle engaged in the movement of passengers in a regularly scheduled route service. (« autobus de ligne régulière ») "restricted vehicle" means a motor vehicle that (a) is registered for a period that ends before the beginning of the next annual renewal period; (b) has a specific distance or geographic-area restriction as a condition to the issuance of vehicle registration; or (c) has a commodity restriction as a condition to the issuance of vehicle registration. (« véhicule à immatriculation restreinte ») "semi-trailer" means a vehicle without motive power that is designed for transporting property and being towed by a motor vehicle, and is so constructed that its weight and the weight of its load is carried partly upon the towing vehicle and partly upon its own axle, and includes a container chassis. (« semi-remorque ») "state" means state of the United States, as defined in the Act. (« État ») "trailer" means a vehicle without motive power that is designed for transporting property and being towed by a motor vehicle, and is so constructed that no part of its weight or the weight of its load rests upon the towing vehicle. (« remorque ») 9(2) A motor vehicle that has a registered gross weight of less than 11,794 kg — and that would not be an apportionable vehicle if the definition "apportionable vehicle" in subsection (1) were read without reference to clause (e) of that definition — may be registered as an apportionable vehicle at the option of the registrant. M.R. 44/2016 ; 74/2017 ; 36/2019 Established place of business 10 A registrant's established place of business must be a physical structure (a) that has a designated civic street address or road location; (b) that is open during normal business hours; (c) that is staffed by persons employed in the registrant's transportation operation; (d) that is equipped with a telephone, the number of which is listed publicly in the name under the business name of the registrant's transportation operation; and (e) at which the operational records of the registrant's fleet are maintained or can be made available upon request. M.R. 36/2019 Issuing registration card, cab card, etc. 11 When a person who is eligible to base-plate apportionable vehicles in Manitoba applies to register a fleet of apportionable vehicles under the Act, satisfies the registrar's requirements for registration and pays the charges specified in the Charges for Licences, Registrations, Permits and Other Services Regulation , the registrar may issue, for every apportionable vehicle registered in the fleet, (a) a registration card; (b) number plates; (c) [repealed] M.R. 18/2016 ; (d) apportioned stickers; and (e) a cab card identifying every member jurisdiction selected by the applicant in which the vehicle is authorized to travel. M.R. 18/2016 Cab card may be combined with registration document 11.1 A cab card for an apportionable vehicle may be combined with the registration card or registration permit for the vehicle. M.R. 95/2023 Weight variance on cab cards 12(1) The registered gross weights of an apportionable vehicle, expressed in pounds, as shown on the vehicle's cab card for the member jurisdictions in which it is authorized to travel, may not vary by more than 10% between the highest and lowest registered gross weight. 12(2) The registered gross weights of an apportionable vehicle, expressed in kilograms, as shown on the vehicle's cab card for the member jurisdictions in which it is authorized to travel, may not vary by more than 10% between the highest and lowest registered gross weight. 12(3) The registrar may accept a weight variance greater than 10% if applicant or registrant satisfies the registrar that the applicant's or registrant's actual freight distribution patterns for select jurisdictions support the need for a greater variance. M.R. 44/2016 Expiration of cab card 13 A cab card issued for an apportionable vehicle that is base-plated by Manitoba expires when the vehicle registration card in conjunction with which it was issued expires or is cancelled. Reciprocity for non-apportionable vehicles 14(1) A vehicle of any of the following types that is registered in a member jurisdiction is entitled to full reciprocity in Manitoba without payment of any Manitoba registration charge: (a) an unladen motor vehicle; (b) a motor vehicle that is registered to a federal, state, provincial, territorial, regional or municipal government; (c) a restricted vehicle; (d) a private bus; (e) a farm motor vehicle; (f) a recreational motor vehicle; (g) a trailer or semi-trailer, with or without converter dollies; (h) a converter dolly. 14(2) A motor vehicle that has a registered gross weight of less than 11,794 kg and is registered in a member jurisdiction is entitled to reciprocity in Manitoba, without payment of any registration charge, if the motor vehicle (a) would not be an apportionable vehicle if the definition "apportionable vehicle" in subsection 9(1) were read without reference to clause (e) of that definition; (b) is not registered as an apportionable vehicle at the option of the registrant under subsection 9(2); and (c) is not operated on an intrajurisdiction basis in Manitoba for more than seven consecutive days in any calendar year or more than seven trips in any calendar year. 14(3) Despite subsection (2), a motor vehicle that has a registered gross weight of less than 11,794 kg and is registered in Alberta, British Columbia or Saskatchewan is entitled to reciprocity in Manitoba, without payment of any Manitoba registration charge, if the vehicle (a) is designed, used or maintained for the transportation of property; (b) would not be an apportionable vehicle if the definition "apportionable vehicle" in subsection 9(1) were read without reference to clause (e) of that definition; (c) is not registered as an apportionable vehicle at the option of the registrant under subsection 9(2); and (d) is not operated on an intrajurisdiction basis in Manitoba for more than 90 days in any calendar year. M.R. 44/2016 ; 74/2017 PART 4 REGISTRATION PERMITS Definitions 15 The following definitions apply in this Part: "interim registration permit" means an interim registration permit described in section 23. (« permis d'immatriculation provisoire ») "registration permit" means a transit registration permit, a temporary registration permit, an interim registration permit or a single-trip registration permit. (« permis d'immatriculation ») "single-trip registration permit" means a single-trip registration permit described in section 24. (« permis d'immatriculation pour aller simple ») "temporary registration permit" means a temporary registration permit described in section 22. (« permis d'immatriculation temporaire ») "transit registration permit" means a transit registration permit described in section 21. (« permis d'immatriculation de transit ») Form and content of registration permits 16 A registration permit must contain the information and be in the form required by the registrar. Issue of transit and temporary registration permits 17 The registrar must not issue a transit registration permit or a temporary registration permit (a) except to a person who (i) has attained the age of 18 years, or (ii) has attained the age of 16 years and the request for the permit has been approved in writing and signed (A) by both of the applicant's parents, (B) if the registrar is satisfied that it is not practical or desirable to obtain the approval and signature of both of the applicant's parents, by either of them, (C) if one of the applicant's parents is dead, by the surviving parent, (D) if the registrar is satisfied that the approval and signature of neither of the applicant's parents should be required, or if both of the applicant's parents are dead, by the applicant's legal guardian, or (E) in circumstances described in paragraph (D) but in which the applicant has no legal guardian, by his or her employer, or any other person the registrar considers to be a responsible and suitable person; or (b) if (i) the person's right to register a vehicle is suspended or cancelled, (ii) the registrar is entitled under the Act to refuse to register any vehicle in the person's name, or (iii) the person is otherwise disqualified under the Act from registering a vehicle. Registration permit to be completed and signed 18 A registration permit is not valid unless it is completed and signed as specified in the permit. Certain permits must be displayed or carried 19 An interim registration permit, temporary registration permit or transit registration permit is not valid unless (a) in the case of a vehicle that has a windshield, the permit is displayed in the lower right corner of the windshield; or (b) in the case of a motor vehicle without a windshield or of a vehicle that is towed by a motor vehicle, it is carried in the motor vehicle and produced by the driver without delay on demand by a peace officer. Residency in certain cases 20(1) A person who is ordinarily resident outside Manitoba and who applies for a registration permit is deemed to be a person resident in Manitoba for the purpose of issuing the registration permit. 20(2) Subsection (1) does not apply to a person described in subclause 40(1)⁠(b)⁠(ii) or (iii) of the Act. Transit registration permits 21(1) The registrar may, on payment of the specified charge, issue a transit registration permit for a vehicle to its owner. 21(2) A transit registration permit authorizes the operation of the vehicle from a specified place in Manitoba to another specified place in Manitoba during the period not longer than two days beginning and expiring on the specified days. 21(3) The registration period for a transit registration permit is not longer than two days. Temporary registration permits 22(1) The registrar may, on payment of the specified charge, issue a temporary registration permit for a vehicle to its owner. 22(2) A temporary registration permit authorizes the operation of the vehicle for the purpose described in the permit. 22(3) The registration period for a temporary registration permit is the period beginning on the day specified in the permit and ending on the day specified in the permit. The specified registration period must not be more than 30 days. Interim registration permits 23(1) The registrar may, on payment of the specified charge, provide interim registration permit forms to a dealer. 23(2) Subject to subsections (3) and (4), the dealer may, on behalf of the registrar, issue an interim registration permit to a person for a vehicle that the person has purchased or leased from the dealer. 23(3) A dealer shall not issue an interim registration permit except to a person who (a) has attained the age of 18 years; or (b) has attained the age of 16 years and the request for the permit has been approved in writing and signed (i) by both of the applicant's parents, (ii) if the registrar is satisfied that it is not practical or desirable to obtain the approval and signature of both of the applicant's parents, by either of them, (iii) if one of the applicant's parents is dead, by the surviving parent, (iv) if the registrar is satisfied that the approval and signature of neither of the applicant's parents should be required, or if both of the applicant's parents are dead, by the applicant's legal guardian, or (v) in circumstances described in subclause (iv) but in which the applicant has no legal guardian, by his or her employer, or any other person the registrar considers to be a responsible and suitable person. 23(4) A dealer must not issue an interim registration permit for a motor vehicle unless the dealer has first complied with subsection 107(1) of the Act with regard to the motor vehicle. 23(5) The registration period for an interim registration permit is the period beginning on the day it is issued and expiring seven days later. 23(6) An interim registration permit authorizes the operation of the vehicle for which it is issued for the registration period. 23(7) In addition to the grounds of invalidity described in sections 18 and 19, an interim registration permit is not valid unless the driver of the vehicle has in his or her possession a bill of sale, invoice or lease evidencing the sale or lease and the date it took place. Single-trip certificates and registration permits 24(1) In this section, "apportionable vehicle" , "member jurisdiction" and "registrant" have the same meaning as in Part 3. 24(2) On payment by the applicant of the specified charge, the minister responsible for the administration of The Highway Traffic Act or any person authorized by him or her may — on behalf of the registrar — issue a single-trip registration permit to (a) the registered owner of a commercial truck that is currently registered in another province or territory of Canada or in a state of the United States, or to a person operating the truck on behalf of the registered owner; or (b) the registrant of an apportionable vehicle registered in a member jurisdiction. 24(3) The registration period for a single-trip registration permit is the period beginning on the day for which it is issued and expiring when the trip is completed. 24(4) A single-trip registration permit is valid for the operation of the commercial truck or apportionable vehicle, and any trailer attached to it, from a specified place in Manitoba to another specified place in Manitoba. 24(5) In addition to the ground of invalidity described in section 18, a single-trip registration permit is not valid unless (a) the vehicle is operated in accordance with the conditions on the permit imposed by the registrar; (b) the number plate or plates authorized for use on the vehicle under the laws of the jurisdiction in which it is registered and licensed are displayed on the vehicle as required under those laws; and (c) the driver (i) carries in the vehicle the registration permit and evidence of the registration and licensing of the vehicle required under the laws of the jurisdiction outside Manitoba in which the vehicle is registered, and (ii) produces the registration permit and evidence of registration and licensing without delay on demand by a peace officer. M.R. 36/2019 Commercial use of dealer trucks 24.1(1) In this section, "dealer truck" means a truck that is owned by a dealer and displays a dealer's number place issued to the dealer. 24.1(2) A person who operates a commercial truck is exempt from the application of subsections 64(4) and (5) of the Act and section 44.4 of this regulation if the person (a) uses the dealer truck in substitution for the commercial truck (i) while the commercial truck is being serviced or repaired, or (ii) to test the dealer truck as a potential replacement for the commercial truck or as a new acquisition; and (b) complies with (i) subsection (3), and (ii) the requirements, if any, of The Manitoba Public Insurance Corporation Act and the regulations under that Act respecting the person's use of the dealer truck. 24.1(3) While the person uses the dealer truck under this exemption, the person (a) must not operate the commercial truck for which the dealer truck is being substituted; (b) must remove the number plates from the commercial truck; (c) must carry in the dealer truck those number plates and the registration card for the commercial truck; and (d) must not operate the dealer truck outside Manitoba. M.R. 84/2015 ; 36/2019 PART 5 TRANSFER OF OWNERSHIP DOCUMENTS Transfer of ownership document 25(1) A transfer of ownership document must be in the form required by the registrar and may be combined with the registration card for the vehicle. 25(2) A transfer of ownership document issued by the registrar must contain (a) a description of the vehicle and its serial number, if any; (b) as owners of the vehicle, the names of all persons who have the right to pass the property in the vehicle, other than a person who holds the right by way of security only, or, if the number of owners is too numerous to be set out in the document, an indication that there are other owners whose names are not set out; (c) if the vehicle is of a type that had an odometer at the time of its manufacture, the reading on the odometer when last provided to or required by the registrar and the date of the reading; (d) a form of declaration to be made by every person who is an owner within the meaning of clause (b) and by the purchaser (i) that the name of the owner and purchaser, and the date of transfer of ownership, are as set out, (ii) that statements to the effect that the transfer of ownership document is the most recent and the odometer reading as at the date of transfer is accurate unless otherwise declared, and (iii) as to the reason for any inaccuracy of the odometer reading; (e) a notice to the purchaser that (i) the document is based on information provided to the registrar by the owner of the vehicle, (ii) that the government does not guarantee the accuracy and completeness of the information and is not liable for any loss arising from reliance by any person on incorrect information in the document, and (iii) the purchaser should carry out all the usual checks and searches respecting the vehicle including searches for liens against it; and (f) an acknowledgement to the effect that the purchaser has read and accepted the conditions in the notice to the purchaser. 25(3) A transfer of ownership document that is combined with a registration card complies with subsection (2) if all the matters described in clauses (2)⁠(a) to (f) are on the combined transfer of ownership document and registration card. Transfer of ownership documentation required 26(1) The registrar may refuse an application to register a vehicle by registration card unless (a) in the case of a vehicle that was last registered in Manitoba, the applicant provides to the registrar the transfer of ownership document for the vehicle with a completed declaration; or (b) in the case of a vehicle that was last registered in a jurisdiction other than Manitoba, the applicant provides to the registrar a completed transfer of ownership document for the vehicle from that jurisdiction that is substantially equivalent to the transfer of ownership document described in subsection 25(2). 26(2) When an applicant provides a transfer of ownership document for a vehicle that is incomplete, the registrar may register the vehicle if the applicant for registration provides the documentation the registrar considers necessary to give the information that would have been provided by a completed transfer of ownership document. 26(3) When an applicant for registration of a vehicle does not provide a transfer of ownership document, the registrar may register the vehicle if (a) the registrar is satisfied that the applicant is entitled to register it; and (b) the applicant for registration provides the documentation the registrar considers necessary to give the information that would have been provided by a completed transfer of ownership document. 26(4) For greater certainty, the registrar is entitled to register a vehicle without a transfer of ownership document if the registrar is satisfied that (a) the applicant is a person who is entitled by law to transfer ownership of a vehicle without the owner's consent; (b) the transfer of ownership document for the vehicle is lost or destroyed; or (c) the vehicle was purchased outside Manitoba in a jurisdiction that does not have a transfer of ownership document or a transfer of ownership document that is substantially equivalent to that described in section 25. Transfer document when no vehicle registered 27 If an applicant produces the documentation the registrar considers necessary and pays the specified charge, the register may issue a transfer of ownership document for a vehicle even though it is not registered. Amendment of transfer document 28 The registrar may, on payment of the specified charge, (a) amend a transfer of ownership document on production of any documentation he or she considers necessary; and (b) if the amendment is requested by a person other than the registered owner, require the production of the registration card. PART 6 REGISTRATION CLASSES, DISPLAY OF NUMBER PLATES AND VALIDATION AND REGISTRATION CLASS STICKERS Definition 29 In this Part, "sticker number plate" of a vehicle means (a) if the vehicle is required to display only one number plate, the number plate; and (b) if the vehicle is required to display two number plates, (i) the front number plate in the case of a truck tractor, and (ii) the rear number plate in any other case. M.R. 36/2019 Registration classes, plates and registration class stickers 30(1) The classes of vehicles set out in Column 1 of the table in the Schedule are prescribed as registration classes for the purposes of the Act. 30(2) The types of number plates set out in section 1 of the Schedule are prescribed. 30(3) For the purpose of subclauses 34(a)⁠(ii) and (iii), subsections 35(1), (2) and (3) and clauses 70(1)⁠(b) and (2)⁠(a) of the Act, a vehicle in a registration class set out in Column 1 of the table in section 2 of the Schedule must display the quantity of number plates set out opposite in Column 2 that are of the type set out opposite in Column 3. The vehicle must display the number plates in a conspicuous manner in the position or positions on the vehicle specified opposite in Column 4. When opposite in Column 5 a specified registration class sticker is indicated as required, the sticker number plate must display the specified registration class sticker in the upper left corner of the number plate. 30(4) Despite section 2 of the Schedule and subsection (2) of this section, a vehicle that is registered in the passenger vehicles, trucks or farm trucks registration class may not display veterans' number plates unless (a) it displays veterans' number plates that were obtained for it under Part 7 or that are permitted to be displayed on it under subsection 55(1) of the Act or because of a transfer of number plates under clause 55(2)⁠(a) of the Act; and (b) is registered in the name of the veteran who obtained the veterans' number plates, or in a case where the veteran is deceased, in the name of his or her surviving spouse or common-law partner.

This provision sets rules for special number plates, permits, stickers, and registration or insurance exemptions for certain vehicles.
30(4.1) Despite section 2 of the Schedule and subsection (2) of this section, (a) a vehicle that is registered in the passenger vehicles or trucks registration class or that is a motorcycle registered in the motorcycles or mopeds registration class may not display collector number plates unless (i) in the case of a vehicle that is a collector passenger vehicle, it is insured under The Manitoba Public Insurance Corporation Act as a collector passenger vehicle, (ii) in the case of a vehicle that is a collector truck, it is insured under The Manitoba Public Insurance Corporation Act as a collector truck, or (iii) in the case of a motorcycle that is a collector motorcycle, it is insured under The Manitoba Public Insurance Corporation Act as a pleasure motorcycle as defined in Schedule B of the Automobile Insurance Certificates and Rates Regulation made under that Act; (b) a vehicle that does not conform to the criteria set out in subclause (a)⁠(i), (ii) or (iii) may not display collector number plates; (c) a collector passenger vehicle that is registered in the passenger vehicles registration class and insured as a collector passenger vehicle (as described in subclause (a)⁠(i)) must display type 8 collector number plates or type 8 personalized collector number plates and may not display any of the varieties of type 1 number plates set out in respect of that registration class in the table in section 2 of the Schedule; and (d) a collector truck that is registered in the trucks registration class and insured as a collector truck (as described in subclause (a)⁠(ii)) must display type 8 collector number plates or type 8 personalized collector number plates and may not display any of the varieties of type 1 number plates set out in respect of that registration class in the table in section 2 of the Schedule. 30(4.2) To avoid doubt, a moped may not display a collector number plates. 30(4.3) to (4.6) [Repealed] M.R. 36/2019 30(5) Registration class stickers must be in the form and colour and be made of the material required by the registrar. M.R. 42/2014 ; 84/2015 ; 36/2019 ; 53/2019 Collector number plates 30.1(1) At the time of registering (a) a collector passenger vehicle in the passenger vehicles registration class; (b) a collector truck in the trucks registration class; or (c) a collector motorcycle in the motorcycles and mopeds registration class; or at any time after registration, the registered owner of the vehicle may obtain collector number plates for it if it is eligible to display the collector number plates under subsection 30(4.1). 30.1(2) Obtaining collector number plates is subject to the plate issuance charge set out in section 37 or 38 of the Charges for Registrations, Licences, Permits and Other Services Regulation , Manitoba Regulation 42/2006. M.R. 42/2014 ; 36/2019 Snopass number plates 30.2(1) At the time of registering a snowmobile or at any time after registration, the snowmobile's registered owner may obtain a Snopass number plate for it if the registered owner holds a valid annual permit issued under the Provincial Snowmobile Trail Permit Regulation . 30.2(2) Obtaining a Snopass number plate is subject to the plate issuance charge set out in section 37 of the Charges for Licences, Registrations, Permits and Other Services Regulation , Manitoba Regulation 42/2006. 30.2(3) Without delay after the expiration of a registered owner's annual permit, the registered owner must return to the registrar the Snopass number plate associated with the annual permit unless the registered owner has renewed the annual permit and the renewed annual permit is valid. 30.2(4) A person, including the snowmobile's registered owner, must not drive a snowmobile that displays a Snopass number plate unless the registered owner holds a valid annual permit. 30.2(5) The registered owner of a snowmobile that displays a Snopass number plate must not allow another person to drive it unless the registered owner holds a valid annual permit. 30.2(6) A person must not attach a Snopass number plate to a snowmobile unless the snowmobile's registered owner holds a valid annual permit. 30.2(7) The following definitions apply in this section. "annual permit" means an annual permit issued under the Provincial Snowmobile Trail Permit Regulation . (« permis annuel ») " Provincial Snowmobile Trail Permit Regulation" means the Provincial Snowmobile Trail Permit Regulation made under The Off-Road Trails Safety and Maintenance Act . («  Règlement sur les permis d'accès aux sentiers provinciaux de motoneige  ») "Snopass number plate" means a type 5 Snopass number plate prescribed by section 1 of the Schedule. (« plaque d'accès aux sentiers de motoneige ») "snowmobile" has the same meaning as in The Off-Road Vehicles Act . (« motoneige ») M.R. 192/2015 ; 132/2023 Validation stickers 31(1) For the purpose of subclause 34(a)⁠(iii) and clauses 35(1)⁠(b), 35(2)⁠(b), 35(3)⁠(b) and 70(1)⁠(c) of the Act, validation stickers are not, after this section comes into force, required to be displayed on the sticker number plate of a vehicle registered in any registration class. 31(2) To avoid doubt, subsection (1) applies to a vehicle whether it is registered before or after this section comes into force and, for vehicles registered before the day this section comes into force, (a) a validation sticker previously issued for the vehicle may be removed from the vehicle's sticker number plate; and (b) the display of a validation sticker on the vehicle's sticker number plate after that day is of no legal relevance whether it indicates that the registration has or has not expired. M.R. 77/2009 ; 18/2016 32 and 32.1 [Repealed] M.R. 77/2009 ; 18/2016 Plates and apportioned stickers for apportioned vehicles 33(1) In this section, "apportionable vehicle" , "base jurisdiction" , "base plate" , "member jurisdiction" and "registrant" have the same meaning as in Part 3. 33(2) The base plate issued for an apportionable vehicle must be the only number plate issued for the vehicle by a member jurisdiction in which the vehicle is authorized to travel. 33(3) A base plate must (a) be embossed with the word "Apportioned", or the identifying mark "PRP", at the bottom centre of the plate; or (b) bear, at the bottom centre of the plate, an apportioned sticker printed with the word "Apportioned" or the identifying mark "PRP". 33(4) When Manitoba is the base jurisdiction for an apportionable vehicle, the embossed word or identifying mark, or the apportioned sticker, must be on the vehicle's sticker number plate. 34 [Repealed] M.R. 95/2023 PART 7 VETERANS' NUMBER PLATES Definitions 35 The following definitions apply in this Part and in subsection 30(4). "veteran" means a person who has been determined to be a veteran by the Manitoba and Northwestern Ontario Command of The Royal Canadian Legion. (« ancien combattant ») "veteran's number plate" means a type 1 veteran's number plate, type 2 veteran's number plate or type 6 veteran's number plate, within the meaning of section 1 of the Schedule. (« plaque d'immatriculation pour anciens combattants ») M.R. 136/2012 ; 44/2013 ; 96/2025 Veterans' number plates for certain vehicles 36 On application by a veteran, the registrar may issue (a) veterans' number plates for motor vehicles registered in the veteran's name in the following registration categories: (i) passenger vehicles, (ii) trucks, (iii) farm trucks, and (iv) motorcycles and mopeds; and (b) for commemorative purposes only, one set of veterans' number plates to a veteran who is not obtaining them for use on a motor vehicle. M.R. 136/2012 ; 42/2014 ; 36/2019 Only veterans may apply for veterans' number plates 37 A person who is not a veteran may not apply for or be issued veterans' number plates. Application process 38(1) A veteran who wishes to obtain veterans' number plates must submit an application in the manner and form and with the information the registrar requires. 38(2) Before the registrar will issue veterans' number plates, the registrar must be satisfied that the person applying for the number plates is a veteran as defined in this Part. The registrar may refuse to consider any information that the registrar believes is unreliable or otherwise unacceptable. Unauthorized use of number plates prohibited 39(1) No person other than a veteran shall display a veteran's number plate on a vehicle. 39(2) Subsection (1) does not apply to the surviving spouse or common-law partner of a veteran if the surviving spouse or common-law partner applies for and receives a transfer of veterans' number plates under subsection 55(2) of the Act. Transfer of veterans' number plates 40(1) Veterans' number plates are not transferable to the personal representative of a deceased veteran under clause 55(2)⁠(b) of the Act. 40(2) A personal representative who applies for a transfer of a motor vehicle's registration after the death of its registered owner may not use the registered owner's veterans' number plates and must without delay return them to the registrar if the registrar requires them to be returned. 40(3) Veterans' number plates are not transferable under subsection 55(3) of the Act to another owner within the meaning of that subsection. 40(4) Another owner who applies for a transfer of a motor vehicle's registration under subsection 55(3) of the Act may not use the registered owner's veterans' number plates and shall without delay return them to the registrar if the registrar requires them to be returned. PART 8 SINGLE-TRIP WEIGHT INCREASE PERMITS, STUDENT IDENTIFICATION STICKERS AND TEMPORARY CT PERMITS Single-trip weight increase permits 41(1) When a truck or trailer is currently registered under the Act for a lesser gross weight than permitted under the regulations, the registrar may issue a single-trip weight increase permit to the registered owner that increases the registered gross weight that the vehicle is allowed to carry. 41(2) A single-trip weight increase permit must contain the information and be in the form required by the registrar. 41(3) A single-trip weight increase permit is not valid (a) unless it is carried in the vehicle for which it is issued and produced without delay on demand by a peace officer; or (b) for any weight in excess of the maximum permissible gross vehicle weight prescribed for the type of vehicle in the regulations made under The Highway Traffic Act or in an order, resolution or by-law made under that Act. 41(4) A single-trip weight increase permit authorizes the operation of the vehicle for which it is issued from a specified place in Manitoba to another specified place in Manitoba with a gross weight of not more than that for which the permit is valid during a period beginning and expiring on specified dates. 41(5) The registrar may authorize the Motor Carrier Division of the minister's department to issue permits under this section. M.R. 84/2015 Student identification sticker 42(1) On payment of the specified charge, the registrar may issue a student identification sticker to a person who is resident outside Manitoba and enters and resides in Manitoba for more than three months to attend a university, college, technical training school or high school in Manitoba as a full time student. 42(2) A student identification sticker must be in the form and contain the information required by the registrar. 42(3) A student identification sticker is valid for the period specified on it, unless it is sooner cancelled. 42(4) A student identification sticker must (a) be (i) in the case of a vehicle that has a windshield, affixed to the lower right corner of the windshield, or (ii) in the case of a motor vehicle without a windshield or a vehicle that is attached to a motor vehicle, carried in the motor vehicle; and (b) be produced by the driver without delay on demand by a peace officer. Temporary CT permits 43(1) A permit authorizing the temporary operation of a vehicle as a commercial truck under section 48 of the Act must be carried (a) in the vehicle if it is a motor vehicle; or (b) in the motor vehicle towing it if the vehicle is a trailer. 43(2) A single-trip registration permit issued for an apportionable vehicle, as defined in Part 3, shall be carried in the vehicle. 43(3) On demand by a peace officer, the driver shall without delay produce the permit referred to in subsection (1) or (2) for inspection. M.R. 36/2019 PART 9 REGISTRATION AND INSURANCE EXEMPTIONS FOR SPECIFIED VEHICLES Registration and insurance exemptions for certain off-road vehicles 44(1) For the purposes of clause 71(g) of the Act, an off-road vehicle is exempt from the requirement to be registered if (a) it is owned by a fisher who is licensed under the Fisheries Act (Canada) and regulations to fish for commercial purposes and the owner is using it to fish for commercial purposes; (b) it is owned by a person who fishes commercially on behalf of a fisher who is licensed under the Fisheries Act (Canada) and regulations to fish for commercial purposes and the owner is using it to fish for commercial purposes on the fisher's behalf; (c) it is owned by a trapper who holds a licence or permit issued under The Wildlife Act or a regulation under that Act and the owner is using it to trap in a registered trapline district or special trapping area under the licence or permit; or (d) it is owned by a person who resides in a remote community and the owner is using it in and around the remote community. 44(2) An off-road vehicle is exempt from the general insurance requirements of subsection 77(1) of the Act if subsection (1) exempts it from the requirement to be registered. M.R. 84/2015 Meaning of "auto carrier" 44.1 In section 44.2, "auto carrier" means a motor carrier that transports motor vehicles owned by dealers as cargo. M.R. 84/2015 ; 36/2019 ; 128/2025 Registration and insurance exemptions for auto carrier deliveries 44.2(1) A motor vehicle that is owned by a dealer is exempt from the requirement to be registered under this Act if (a) it is being trucked to the dealer's dealership premises by an auto carrier; (b) when it is driven on a highway, it is driven by an employee of the auto carrier and is driven by the most direct route, not exceeding 250 m, from the auto carrier's delivery vehicle to the dealership premises; (c) the auto carrier is in compliance with the financial responsibility requirements of the Act or The Highway Traffic Act in respect of the auto carrier's delivery vehicle and has additional liability insurance that provides coverage for any loss or damage that may occur to any person or property as a result of the dealer motor vehicle being driven from the delivery vehicle to the dealership premises. 44.2(2) A dealer is exempt from the financial responsibility requirements of the Act in respect of a motor vehicle owned by the dealer while it is driven in compliance with clause (1)⁠(b) by the employee of an auto carrier who complies with clause (1)⁠(c).
