Interpretation 2(1) The territorial limits of every school division and school district bordering on any river or stream include one-half of the river or stream adjacent to the school division or school district and extend to the centre of the river or stream the territory of any school division or school district as defined extends on both sides of any river or stream, the whole of the surface and bed of that part of the river or stream that lies within the borders of the school division or school district shall be deemed to be a part of the school division or school district. 2(2) For the purposes of school division and school district boundaries that are defined by parcels, (a) any government road allowance, or any portion of it, located on the western or southern limit of a school division or school district or entirely within the limits of a school division or school district shall be deemed to be included within the territory of that school division or school district except unless road allowance or portion of it is expressly excepted from the territory of that school division or school district; and (b) a government road allowance, or portion of it, located between the township system of survey and another form of a referencing system of survey, is deemed to be included within the territory of the school division or school district which is described by the township system of survey irrespective of the location of the government road allowance. AMALGAMATIONS OF SCHOOL DIVISIONS The Louis Riel School Division 3(1) In this section, "Plan" means the Administrative Plan of The Louis Riel School Division and Ward Boundaries, as shown on the Director of Surveys Plan 20157 on record in the office of the department in the City of Winnipeg. 3(2) The St. Boniface School Division No. 4 and The St. Vital School Division No. 6 are amalgamated and form The Louis Riel School Division. 3(3) The Louis Riel School Division (a) has the boundaries, and the ward boundaries, as set out in the Plan; and (b) has nine trustees in total, who are to be elected from the four wards set out in the Plan on the following basis: (i) wards 1, 2 and 4 shall have two trustees per ward, (ii) ward 3 shall have three trustees. M.R. 115/2025 The Pembina Trails School Division 4(1) In this section, "Plan" means the Administrative Plan of The Pembina Trails School Division and Ward Boundaries, as shown on the Director of Surveys Plan 20161 on record in the office of the department in the City of Winnipeg. 4(2) The Assiniboine South School Division No. 3 and The Fort Garry School Division No. 5 are amalgamated and form The Pembina Trails School Division. 4(3) The Pembina Trails School Division (a) has the boundaries, and the ward boundaries, as set out in the Plan; and (b) has nine trustees in total, who are to be elected from the three wards set out in the Plan on the basis of three trustees per ward. M.R. 115/2025 The River East Transcona School Division 5(1) In this section, "Plan" means the Administrative Plan of The River East Transcona School Division and Ward Boundaries, as shown on the Director of Surveys Plan 20158 on record in the office of the department in the City of Winnipeg. 5(2) The River East School Division No. 9 and the part of The Transcona-Springfield School Division No. 12 described in section 1 of Schedule A are amalgamated and form The River East Transcona School Division. 5(3) The River East Transcona School Division (a) has the boundaries, and the ward boundaries, as set out in the Plan; and (b) has nine trustees in total, who are to be elected from the six wards set out in the Plan on the following basis: (i) wards 1, 4 and 5 shall have two trustees per ward, (ii) wards 2, 3 and 6 shall have one trustee per ward. M.R. 115/2002 ; 115/2025 The Sunrise School Division 6(1) In this section, "Plan" means the Administrative Plan of The Sunrise School Division and Ward Boundaries, as shown on the Director of Surveys Plan 20162 on record in the office of the department in the City of Winnipeg. 6(2) The Agassiz School Division No. 13 and the part of The Transcona-Springfield School Division No. 12 described in section 2 of Schedule A are amalgamated and form The Sunrise School Division. 6(3) The Sunrise School Division (a) has the boundaries, and the ward boundaries, as set out in the Plan; and (b) has nine trustees in total, who are to be elected from the eight wards set out in the Plan on the following basis: (i) wards 1 to 3 and 5 to 8 shall have one trustee per ward, (ii) ward 4 shall have two trustees. M.R. 143/2002 ; 115/2025 The Red River Valley School Division 7(1) In this section, "Plan" means the Administrative Plan of The Red River Valley School Division and Ward Boundaries, as shown on the Director of Surveys Plan 20156 on record in the office of the department in the City of Winnipeg. 7(2) The Morris-Macdonald School Division No. 19 and the part of The Red River School Division No. 17 described in section 3 of Schedule A are amalgamated and form The Red River Valley School Division. 7(3) The Red River Valley School Division (a) has the boundaries, and the ward boundaries, as set out in the Plan; and (b) has seven trustees in total, who are to be elected from the seven wards set out in the Plan on the basis of one trustee per ward. M.R. 115/2025 The Border Land School Division 8(1) In this section, "Plan" means the Administrative Plan of The Border Land School Division and Ward Boundaries, as shown on the Director of Surveys Plan 20165 on record in the office of the department in the City of Winnipeg. 8(2) The following school districts, school divisions and parts of school divisions are amalgamated and form The Border Land School Division: (a) The Boundary School Division No 16; (b) The Rhineland School Division No. 18; (c) The Consolidated School District of Sprague No. 2439; (d) the part of The Red River School Division No. 17 described in section 4 of Schedule A. 8(3) The Border Land School Division (a) has the boundaries, and the ward boundaries, as set out in the Plan; and (b) has nine trustees in total, who are to be elected from the seven wards set out in the Plan on the following basis: (i) ward 7 shall have three trustees, (ii) all other wards shall have one trustee per ward. M.R. 115/2025 The Prairie Rose School Division 9(1) In this section, "Plan" means the Administrative Plan of Prairie Rose School Division and Ward Boundaries, as shown on the Director of Surveys Plan 20159 on record in the office of the department in the City of Winnipeg. 9(2) The White Horse Plain School Division No. 20 and The Midland School Division No. 25 are amalgamated and form The Prairie Rose School Division. 9(3) The Prairie Rose School Division (a) has the boundaries, and the ward boundaries, as set out in the Plan; and (b) has nine trustees in total, who are to be elected from the eight wards set out in the Plan on the following basis: (i) ward 3 shall have two trustees, (ii) all other wards shall have one trustee per ward. M.R. 115/2025 The Prairie Spirit School Division 10(1) In this section, "Plan" means the Administrative Plan of The Prairie Spirit School Division and Ward Boundaries, as shown on the Director of Surveys Plan 20163 on record in the office of the department in the City of Winnipeg. 10(2) The Prairie Spirit School Division No. 50 and The Mountain School Division No. 28 are amalgamated and form The Prairie Spirit School Division. 10(3) The Prairie Spirit School Division (a) has the boundaries, and the ward boundaries, as set out in the Plan; and (b) has nine trustees in total, who are to be elected from the nine wards set out in the Plan on the basis of one trustee per ward. M.R. 115/2025 The Mountain View School Division 11(1) In this section, "Plan" means the Administrative Plan of The Mountain View School Division and Ward Boundaries, as shown on the Director of Surveys Plan 20164 on record in the office of the department in the City of Winnipeg. 11(2) The following school divisions, school districts and parts of school districts are amalgamated and form The Mountain View School Division: (a) The Dauphin-Ochre School Area No. 1; (b) The Intermountain School Division No. 36; (c) the part of The Duck Mountain School Division No. 34 described in section 5 of Schedule A. 11(3) The Mountain View School Division (a) has the boundaries, and the ward boundaries, as set out in the Plan; and (b) has nine trustees in total, who are to be elected from the six wards set out in the Plan on the following basis: (i) wards 1 to 4 shall have one trustee per ward, (ii) ward 5 shall have two trustees, (iii) ward 6 shall have three trustees. M.R. 115/2025 The Park West School Division 12(1) In this section, "Plan" means the Administrative Plan of The Park West School Division and Ward Boundaries, as shown on the Director of Surveys Plan 20166 on record in the office of the department in the City of Winnipeg. 12(2) The Pelly Trail School Division No. 37 and The Birdtail River School Division No. 38 are amalgamated and form The Park West School Division. 12(3) The Park West School Division (a) has the boundaries, and the ward boundaries, as set out in the Plan; and (b) has nine trustees in total, who are to be elected from the nine wards set out in the Plan on the basis of one trustee per ward. M.R. 115/2025 The Southwest Horizon School Division 13(1) In this section, "Plan" means the Administrative Plan of The Southwest Horizon School Division and Ward Boundaries, as shown on the Director of Surveys Plan 20167 on record in the office of the department in the City of Winnipeg. 13(2) The Souris Valley School Division No. 42 and The Antler River School Division No. 43 are amalgamated and form The Southwest Horizon School Division. 13(3) The Southwest Horizon School Division has (a) the boundaries, and the ward boundaries, as set out in the Plan; and (b) nine trustees in total, who are to be elected from the six wards set out in the Plan on the following basis: (i) wards 1, 2 and 5 shall have two trustees per ward, (ii) wards 3, 4 and 6 shall have one trustee per ward. M.R. 115/2025 The Frontier School Division 14(1) In this section, "Plan" means the Administrative Plan of The Frontier School Division and Area Boundaries, as shown on the Director of Surveys Plan 20160 on record in the office of the department in the City of Winnipeg. 14(2) Frontier School Division No. 48 is continued as Frontier School Division, with the following territory added to it: (a) The School District of Churchill No. 2264; (b) The School District of Leaf Rapids No. 2460; (c) The School District of Lynn Lake No. 2312; (d) The School District of Snow Lake No. 2309; (e) the part of The Duck Mountain School Division No. 34 described in section 6 of Schedule A. 14(3) Clause (2)⁠(a) does not affect the coming into force of the award of The Board of Reference entitled The School District of Churchill No. 2264 and Frontier School Division No. 48 , dated December 31, 2001. 14(4) The Frontier School Division (a) has the boundaries set out in the Plan; and (b) has 10 trustees in total, who are to be elected in accordance with subsection 17(12) (election of school board) of The Public Schools Act . M.R. 115/2025 Election officers 15(1) Except as otherwise provided for in subsection (2), for an area of a school division or school district that falls within a municipality, the election officers for that area are the election officers for the municipality, except in the following school divisions. 15(2) The election officers and their respective positions in (a) The Border Land School Division are: Jake Bergen Effective for election 16 Pursuant to section 6 of The Local Authorities Elections Act , this regulation is effective for all purposes related to the October 23, 2002 election of school trustees for school divisions. Effective date of boundaries 17 The school division boundaries established in this regulation are effective on July 19, 2002. M.R. 115/2002 Transition 18 Section 15 ceases to have effect on February 15, 2003.
