Speed Timing Devices Regulation

H60 Regulation 65/88 Registered January 25, 1988 bilingual version (HTML) Speed timing devices 1(1) The following types of speed timing devices are approved as being suitable for determining the speed at which motor vehicles are travelling on highways in Manitoba: (a) the following devices by Decatur Electronics (formerly known as Decatur Electronics, Inc.): (i) Hunter model 7715, also referred to as Decatur Hunter, (ii) Hunter model 7715S, also referred to as Decatur Hunter Hand-Held model 7715S, Decatur Hunter 7715S and Decatur HHS, (iii) Ra-Gun model 100, also referred to as Decatur Ra-Gun model 100, (iv) Rangemaster model MV-715, also referred to as Decatur Rangemaster model MV-715, (v) Genesis I, also referred to as Genesis 1, Decatur Genesis I and Decatur Genesis 1, (vi) Genesis II, also referred to as Genesis 2, Decatur Genesis II and Decatur Genesis 2, (vii) Genesis-VP, also referred to as Genesis VersaPak, Decatur Genesis VersaPak, Decatur Genesis-VP and Decatur GVP, (viii) Genesis II Directional, also referred to as Decatur Genesis II Directional, (ix) Genesis-VP Directional, also referred to as Genesis VersaPak Directional, Decatur Genesis-VP Directional, Decatur Genesis VersaPak Directional, Decatur GVP Directional and Decatur GVP-D, (x) Genesis II Select, also referred to as Decatur Genesis II Select, (xi) Genesis Handheld Directional, also referred to as Decatur Genesis Handheld Directional and Decatur GHD, (xii) G3, also referred to as Decatur G3, G3 Advanced Traffic Radar and Decatur G3 Advanced Traffic Radar, (xiii) Scout 2, also referred to as Decatur Scout 2; (gg) the following devices by DragonEye Technology, LLC: (i) DragonEye Speed Lidar, also known as DragonEye Lidar, (ii) DragonEye COMPACT Speed Lidar, also known as DragonEye COMPACT. 1(2) If the description or name of a device set out in subsection (1) includes the word "model", the device may, for any purpose, be referred to with or without using that word, including when the device is referred to in a certificate of accuracy or offence notice. 1(3) When a device approved under subsection (1) is referred to for any purpose, including when the device is referred to in a certificate of accuracy or offence notice, (a) the sequence of individual words or other discreet elements of the description or name of the device may be transposed; and (b) words and combinations of words, such as business names or product names, may be abbreviated. 1(4) When a device approved under subsection (1) is referred to for any purpose, the description or name referred to may differ as to capitalization, punctuation, spacing and use of symbols, such as dashes, bullets and slash marks, in comparison with the description or name set out in subsection (1). M.R. 43/91; 187/93; 49/94; 130/94; 135/95; 112/98; 124/99; 42/2001 ; 130/2003 ; 182/2005 ; 78/2006 ; 120/2009 ; 8/2011 ; 18/2012 ; 67/2013 ; 149/2015 ; 123/2017 ; 32/2023 ; 1/2024 Required testing 1.1(1) To ascertain that a speed timing device is in proper working order, each speed timing device must be tested as follows: (a) within the 24-hour period before the alleged offence was committed; (b) within the 24-hour period after the alleged offence was committed. 1.1(2) The tests to be conducted for a laser speed timing device are a zero-velocity fixed distance test, a self test, a display test and a scope alignment test. 1.1(3) The tests to be conducted for a radar speed timing device are an internal circuit test, a light segment test and an audio doppler test. 1.1(4) A speed timing device that is neither a laser nor a radar device must be tested in accordance with the manufacturer's specifications. M.R. 168/98; 123/2017 ; 87/2025 Certificates 1.2(1) Forms 1 and 2 are prescribed as forms of certificate for the purpose of section 255 of The Highway Traffic Act . Form 1 Speeding on a Highway Form 2 Speeding in a Designated Construction Zone and a School Zone 1.2(2) The certificates may be used only when a peace officer has used a laser or a radar speed timing device to determine the speed of a vehicle.
