Safe Schools Regulation
Schools must have a safe school advisory committee, hold required fire and lockdown drills, communicate the code of conduct and emergency plan, and report non-drill lockdowns.

Safe school advisory committee membership 2(1) A school's safe school advisory committee is to consist of the following members: (a) the principal; (b) a teacher from the school, selected by the teachers of the school; (c) a parent of a pupil attending the school, appointed by the principal in accordance with section 3; (d) where the school includes grades 9 to 12 and has a student council, the president or another member of the student council appointed by the student council. 2(2) The principal may appoint additional members to the safe school advisory committee, including representatives from the non-teaching staff of the school, law enforcement and social service agencies and the community at large. M.R. 151/2013 Parent representative 3(1) The parent member of the school's safe school advisory committee must be the nominee of (a) the school's advisory council or parent council, where the school has an advisory council or a parent council, as provided for in the Advisory Councils for School Leadership Regulation , Manitoba Regulation 54/96; (b) the school's local school committee, where the school is within the northern school division established under The Public Schools Act ; (c) the school's school committee established under section 21.13 of The Public Schools Act , where a francophone program is operated in the school by the francophone school board; or (d) the school's advisory board, where the school is an independent school subject to subsection 60(5) of The Public Schools Act . 3(2) If a school does not have any of the organized parent groups set out in subsection (1), the school's principal must (a) issue a public invitation to the parents of pupils attending the school for a parent representative; and (b) appoint the parent representative from among those parents who express interest in serving on the school's safe school committee. M.R. 115/2025 Existing committee may be designated 4 A principal may designate an existing organized school group as the school's safe school advisory committee, but only if the group's membership includes the principal, a parent of a pupil attending the school, a teacher from the school and a member of the student council, if the school includes grades S1 to S4 and has a student council. Meetings 5 The principal is responsible for calling meetings of the safe school advisory committee and for ensuring that a record of the proceedings is kept. Annual review 5.1 The principal must ensure that the annual review of the school's code of conduct and emergency response plan is completed by October 31 in each year. M.R. 151/2013 Code of conduct and emergency response plan to be communicated 6 In consultation with the school's safe school advisory committee, the principal must ensure that (a) the content and expectations of the school's code of conduct is communicated to all members of the school community, including pupils, teachers and parents; and (b) the content and procedures of the school's emergency response plan is communicated to all school personnel responsible for acting in emergency situations and, as may be appropriate, to pupils and their parents. Fire drills 7(1) A principal must ensure that at least 10 fire drills are held in the school during a school year and, if practicable in the opinion of the principal, at least one of the fire drills must occur in each month of the school year. 7(2) When a school's fire alarm is activated the pupils, school staff and other persons who are in the school must comply with any procedures and directions established by the principal to ensure that the school is evacuated rapidly and orderly. M.R. 151/2013 Lockdown drills 8(1) A principal must ensure that at least one school lockdown drill is held in the school during each term or semester of the school year. 8(2) During a school lockdown, pupils, school staff and other persons who are authorized to be in the school or to be participating in a school activity must, (a) if inside the school, comply with the procedures and directions established or given by the principal or emergency response personnel to ensure their safety; or (b) if outside the school, proceed to the evacuation staging area designated by the principal and await further instructions from the principal or emergency response personnel. 8(3) In this section, a school lockdown means to restrict the movement of pupils and school staff and other persons authorized to be in the school or to be participating in school events due to a threat of violence within or in relation to the school.
