"Act" means The Manitoba Liquor and Lotteries Corporation Act . (« Loi ») "siteholder" has the same meaning as in subsection 77(1) of The Liquor and Gaming Control Act . (« exploitant de site ») "siteholder agreement" means an agreement entered into by the corporation and a siteholder under section 44 of the Act. (« accord d'exploitation de site ») "video lottery gaming" means a lottery scheme, as defined in the Criminal Code (Canada), that involves the use of a video lottery terminal. (« jeux de loterie vidéo ») "video lottery terminal" means a slot machine that is placed in the premises of a siteholder pursuant to a siteholder agreement, as provided for in section 44 of the Act. (« appareil de loterie vidéo ») VIDEO LOTTERY GAMING Requirements — video lottery gaming 2 Video lottery gaming conducted and managed by the corporation must comply with sections 3 to 6. Wagers to be converted into 25 cent credits 3(1) All money inserted into a video lottery terminal must be divided into credits denominated in values that do not exceed $0.25. Amount of wagers 3(2) The minimum wager permitted must not exceed one credit and the maximum wager permitted must not exceed $2.50 worth of credits. Withdrawal of accumulated and unused credits 3(3) A patron must be permitted to withdraw — in the form of a printed ticket showing the monetary value — any of the patron's accumulated or unused credits, on demand and at any time. No cash may be issued 3(4) No cash may be issued from a video lottery terminal in respect of any element of game play. Prizes 4(1) Prizes awarded must take the form of (a) credits; or (b) a ticket, dispensed on demand of the patron, showing the monetary value of the prize. Maximum value of prize 4(2) The maximum prize awarded in respect of a particular wager must not exceed $5,000, or the corresponding number of credits. Application: bonuses, progressives, etc. 5 The maximum wager and the maximum prize established under subsections 3(2) and 4(2) do not apply to any secondary video lottery game element that occurs after a player initially makes a wager, including (a) free spins and second screen bonuses, mystery jackpots, progressive jackpots and secondary game features such as "double-up" or "gamble" options; and (b) any additional wagers that are permitted after the initial wager, when the rules permit additional wagers during the game. Overall prize payouts 6(1) Video lottery gaming, including video lottery games with a progressive jackpot, must be designed to have a prize payout of at least 86% but not more than 97% of the total value of the wagers inserted in the video lottery terminals. Interprovincial video lottery gaming 6(2) Subsection (1) does not apply to video lottery gaming conducted and managed under the authority of section 42 of the Act, but the corporation must satisfy itself that such gaming is designed to have a prize payout of at least 86% of the total value of the wagers inserted into all the video lottery terminals used in the scheme, regardless of jurisdiction. PLACEMENT OF VIDEO LOTTERY TERMINALS Video lottery terminals to be in licensed premises 7(1) The corporation may place a video lottery terminal only in age-restricted licensed premises, as defined in Part 3 of The Liquor and Gaming Control Act . Exception 7(2) As an exception to subsection (1), in the case of a reserve of a First Nation, the corporation may place a video lottery terminal in premises that are not licensed premises. Hours of operation 7(3) The hours of operation of a video lottery terminal in unlicensed premises must not exceed those of a video lottery terminal in licensed premises. SITEHOLDERS Siteholder operations 8 As part of its authority to conduct and managing video lottery gaming within Manitoba, the corporation must ensure that (a) a siteholder observes any rules established by the corporation respecting video lottery gaming, and that the siteholder ensures its patrons observe the rules at all times; (b) a siteholder posts any rules respecting video lottery gaming established by the corporation within sight of a person who plays a video lottery game; (c) a siteholder does not use the term "casino" in signs or advertising or promotional materials in the siteholder's premises or respecting the premises or the business operated in the premises; (d) a siteholder does not, without written authorization from the corporation, conduct a contest, tournament or similar promotion involving the use of a video lottery terminal or offer prizes related to the use of a video lottery terminal; and (e) a siteholder does not permit a person to (i) remove a video lottery terminal from, or replace a video lottery terminal at, the siteholder's premises without the prior consent of the corporation, (ii) manipulate or attempt to manipulate a video lottery terminal in an effort to influence the outcome or pay-off of a video lottery game, or (iii) activate or attempt to activate a video lottery terminal by fraudulent means. Coming into force 9 This regulation comes into force on the same day that Schedule A of The Manitoba Liquor and Lotteries Corporation Act and Liquor and Gaming Control Act , S.M. 2013, c. 51, comes into force.
