This regulation sets training, enforcement, equipment, and uniform rules for institutional safety officers.

"Act" means The Police Services Act . («  Loi  ») "aerosol weapon" means a device that propels a substance as a spray for the purpose of incapacitating a person. (« arme-aérosol ») M.R. 3/2026 Prescribed institutions 1.1 The following are prescribed as institutions: (a) Manitoba Hydro; (b) The Manitoba Housing and Renewal Corporation. M.R. 3/2026 Required training 2(1) A person is eligible for appointment as an institutional safety officer if they have received training respecting the following: (a) public safety and crime prevention; (b) enforcement of provincial enactments; (c) arrests, searches and seizures; (d) use of force and officer safety; (e) note-taking, interview basics and court preparation; (f) mental health awareness. 2(2) The training set out in subsection (1) may be provided by one or more of the following: (a) the Royal Canadian Mounted Police; (b) the Winnipeg Police Service; (c) the Brandon Police Service; (d) the Manitoba Department of Justice; (e) Assiniboine Community College; (f) a service provider that has been approved by the director. M.R. 3/2026 Additional enforcement powers 3 An institutional safety officer may enforce the following enactments if a contravention of the enactment takes place in the institution's facilities or in the immediate vicinity of its facilities while the officer is on duty: (a) sections 63, and 101.18 and subsections 57(1) and 75(4) of The Liquor, Gaming and Cannabis Control Act ; (b) sections 2 and 5.2 of The Smoking and Vapour Products Control Act ; (c) subsection 1(1) of The Trespass Act . M.R. 88/2023 ; 3/2026 4 [Repealed] M.R. 88/2023 ; 103/2025 5 [Repealed] M.R. 88/2023 6 [Repealed] M.R. 3/2026 Additional equipment 7 An institutional safety officer may carry and use the following equipment while on duty: (a) handcuffs; (b) a defensive baton; (c) an aerosol weapon; if the officer has received training in the use of that equipment by an entity referred to in subsection 2(2). Uniform requirements 8(1) The outer garment worn by an institutional safety officer while on duty must have the words "SAFETY OFFICER" displayed on the officer's chest in clearly legible block letters not less than 1.2 centimetres in dimension. 8(2) The uniform and any badges or insignia worn by an institutional safety officer must be of a design, colour and pattern to make them different and clearly distinguishable from those used by any police service.
