School year 2 The school year is to be divided into (a) two terms, (i) one beginning no earlier than the day after Labour Day and ending on December 31, and (ii) one beginning no earlier than January 3 and ending on June 30; (b) two semesters, (i) one beginning no earlier than the day after Labour Day and ending on January 31, and (ii) one beginning no earlier than February 1 and ending on June 30; or (c) any other periods that the school board, with the approval of the minister, may determine. Further, June 30 must not be counted as a day if it falls on a Monday. 3(3) [Repealed] M.R. 15/2023 M.R. 148/2003 ; 202/2004 ; 131/2008 ; 11/2013 ; 131/2015 ; 69/2020 ; 68/2021 ; 42/2022 ; 15/2023 ; 94/2025 General schedule of operation 4(1) Subject to the other provisions of this regulation, the school board is to determine the general schedule of operation for the school year and for any term, semester or other period of the school year. 4(2) On or before May 1 in each year, the school board must notify the minister and publish information for parents and pupils about the opening and closing dates of schools for the next school year. M.R. 148/2003 ; 202/2004 School hours 5(1) The instructional day in a school must be not less than five and one-half hours including recesses but not including the midday intermission, unless the minister gives specific written approval of other arrangements. 5(2) The school board may, by resolution recorded in its minutes, determine the hours of opening and closing of the school day and, subject to this section, the time and duration of the midday intermission and recesses. 5(3) Pupils in Kindergarten and in grades 1 to 6 must be given a midday intermission of at least 45 minutes and not more than one and one-half hours. 5(4) Pupils in Kindergarten and in grades 1 to 4 must be given a recess of at least 10 and not more than 15 minutes each morning and afternoon. 5(5) Pupils in grades after grade 4 may, at the discretion of the school board, be given a recess of at least 10 and not more than 15 minutes each morning and afternoon. 5(6) If an instructional day is less than five and one-half hours because students have been dismissed for a staff meeting or a professional development activity, the lost time must be (a) deducted from the 10 days set aside for teacher in-service and related matters under subsection 8(1); or (b) added to one or more instructional days that is extended beyond five and one-half hours. M.R. 101/98; 11/2013 Holidays 6(1) The following days are to be holidays in all schools: (a) New Year's Day; (b) Louis Riel Day (the third Monday in February); (c) Good Friday; (d) Victoria Day; (d.1) [repealed] M.R. 15/2023 ; (d.2) National Day for Truth and Reconciliation (September 30); (e) Thanksgiving Day; (f) Remembrance Day, when it falls on a weekday; (g) Christmas Day; (h) Boxing Day (the day after Christmas Day); (i) any other day designated as a holiday by the minister. 6(2) A day designated as a holiday under clause (1)⁠(i) counts as a teaching day. M.R. 148/2003 ; 131/2008 ; 69/2020 ; 68/2021 ; 42/2022 ; 15/2023 Vacations 7 For all schools there must be (a) a Christmas vacation that begins not later than December 23, or an earlier day that the school board may determine, and extends to January 2 inclusive, or a later day that the school board may determine; and (b) a spring vacation consisting of the week beginning on the last Monday in March; (c) [repealed] M.R. 148/2003 . M.R. 148/2003 In-service days, etc. 8(1) The number of days set aside in each school year for teacher in-service, parent-teacher conferences, administration and pupil evaluation in Kindergarten through grade 12 must not exceed 10 days, of which at least (a) five of the days must be used for teacher in-service; and (b) except in The Frontier School Division and the Division scolaire franco-manitobaine, eight of the days must be scheduled on dates common to all schools in the school division or school district. 8(2) The days set out in subsection (1) must be approved by the superintendent or, if there is no superintendent, by the school board. 8(3) Individual pupil attendance need not be recorded in the classroom register for the days set out in subsection (1), and each of those days is to be marked according to the purpose for which it is used. 8(4) The days set out in subsection (1) are to be counted as teaching days for the purpose of computing grants. 8(5) [Repealed] M.R. 15/2023 M.R. 131/2008 ; 11/2013 ; 50/2016 ; 16/2021 ; 42/2022 ; 15/2023 Variation of days and hours 9 Notwithstanding any other provision of this regulation, the school board may, with the consent of the minister and subject to any conditions the minister may impose, operate one or more schools or offer courses in a school, in terms, semesters or other periods and at hours different than those set out in this regulation. Incidental closing 10 The school board shall communicate promptly to the minister any incidental closing of a school from any cause. Repeal 11 The School Days, Hours and Vacations Regulation , Manitoba Regulation 470/88 R, is repealed. Coming into force 12 This regulation comes into force on July 1, 1995.
