"Act" means The Education Administration Act . («  Loi  ») "approved" means approved by the minister. (« agréé » ou « approuvé ») "B.Ed" means a Bachelor of Education degree. "child abuse registry check" means a record about a person from the child abuse registry obtained under The Child and Family Services Act . (« relevé des mauvais traitements ») "credit hour" means the basic unit used by a Manitoba university or other approved post-secondary institution for recognition of academic work that applies towards a degree, a diploma or a certificate. (« heure-crédit ») "criminal record check" means a report, including a vulnerable sector search, obtained from a law enforcement agency about a person stating (a) whether the person has any conviction or outstanding charge awaiting court disposition under any federal, provincial, or territorial enactment; and (b) the details of any conviction or charge. (« relevé des antécédents judiciaires ») "designated trade" means (a) a designated trade as defined in section 1 of The Apprenticeship and Certification Act ; or (b) a trade for which the Manitoba Department of Labour and Immigration issues a licence. (« métier désigné ») "elsewhere" means a jurisdiction outside of Canada. (« à l'étranger ») "limited teaching permit" means a limited teaching permit issued under section 7 of the Act. (« permis restreint d'enseignement ») "Manitoba university" means an approved Manitoba university. (« université manitobaine ») "non-designated trade" means a trade, other than a designated trade, which is approved for technical vocational certification. (« métier non désigné ») "post-baccalaureate program" means an approved diploma or certificate program that is beyond a B.Ed. (« programme de postbaccalauréat ») "professional course work" means approved post-secondary academic course work pertaining to teaching. (« études professionnelles ») "school year" means the period from July 1 to June 30th of the following year. (« année scolaire ») "student teaching" means in-school teaching experience acquired by a student teacher under the supervision of a faculty member of the approved teacher education program in which the student teacher is enrolled. (« stage pédagogique ») "teacher" means a teacher as defined in subsection 1(1) of The Public Schools Act . (« enseignant ») "teaching day" means a day in a school year on which the teachers, clinicians and administrators are to be available for instructional, non-instructional or administrative purposes. (« jour d'enseignement ») "vulnerable sector search" means a search of the records maintained by law enforcement agencies, including the records of offences referred to in Schedule 2 to the Criminal Records Act (Canada) for which a pardon has been issued or granted, or a record suspension has been ordered. (« vérification des antécédents en vue d'un travail auprès de personnes vulnérables ») 1(2) A current background check consists of a child abuse registry check and a criminal record check, each dated within six months before the date it is submitted. M.R. 109/2024 2 [Repealed] M.R. 109/2024 Application requirements 3(1) A person applying for the following must apply in the form approved by the minister and provide the information required by this regulation and the form: (a) a certificate; (b) recognition of experience under Part 3; (c) a change in salary classification under Part 4. 3(2) An applicant has the onus of demonstrating that he or she has the qualifications or requirements necessary in respect of the certificate, recognition or change applied for. Refusal of application 4 The minister may refuse a person's application for a certificate, a change in salary classification or recognition of experience if the minister is satisfied that the applicant (a) does not meet the qualifications or requirements of this regulation; or (b) has filed an incomplete application or made a false or misleading statement in the application. Residency requirement 5 A person who is not a Canadian citizen or a permanent resident of Canada may not be issued or continue to hold a certificate under this regulation unless he or she is entitled under the laws of Canada to obtain employment in Canada as a teacher. PART 2 CERTIFICATES TEACHING CERTIFICATES Teaching entitlement 6 A person who holds the certificate listed in the first column of the following table is qualified to teach the grades or the grades and subject areas listed opposite in the second column. Certificate Grade and Subject Areas General teaching certificate permanent professional teaching certificate Kindergarten and Grades 1 to 12 provisional professional teaching certificate Kindergarten and Grades 1 to 12 permanent basic teaching certificate Kindergarten and Grades 1 to 8 Permanent technical vocational teaching certificate Technical vocational education in Grades 9 to 12 General Teaching Certificates General teaching certificates 7(1) The following types of general teaching certificates may be issued: (a) a permanent professional teaching certificate; (b) a provisional professional teaching certificate; (c) a permanent basic teaching certificate. 7(2) The minister may issue a general teaching certificate to a person who applies for one if (a) the person is at least 18 years of age; (b) the minister is satisfied that the person has the qualifications set out in (i) section 8, if the person is seeking a permanent professional teaching certificate, (ii) section 9, if the person is seeking a provisional professional teaching certificate, or (iii) section 11, if the person is seeking a permanent basic teaching certificate; (b.1) the minister is satisfied that the person is proficient in English or French; (b.2) the minister is satisfied that the person has completed an approved sexual abuse prevention program; (c) the person submits a satisfactory current background check to the minister, in a form satisfactory to the minister; and (d) the minister is satisfied that there are no reasonable grounds for refusing to issue the certificate to the person. M.R. 109/2024 Qualifications — permanent professional teaching certificate 8(1) A person has the qualifications for a permanent professional teaching certificate if he or she (a) holds the degrees and has completed the credit hours set out in subsection (2); (b) has the qualifications from a Canadian jurisdiction other than Manitoba set out in subsection (3); or (c) is authorized to teach elsewhere, as set out in subsection (4). 8(2) For the purpose of clause (1)⁠(a), the degrees and credit hours necessary are (a) a Bachelor of Arts, Science, Human Ecology, Music, Physical Education or another approved degree, from a Manitoba university or a post-secondary institution that is approved; (b) [repealed] M.R. 109/2024 ; (c) a B.Ed, from a Manitoba university or a post-secondary institution that is approved, in which the person completed at least 60 credit hours, including (i) 30 credit hours or 24 weeks of student teaching, (ii) 3 approved credit hours in aboriginal issues, and (iii) 6 approved credit hours in inclusive education; and (d) completion of at least 150 credit hours in total within the total credit hours for the person's degrees under clauses (a) and (c). 8(3) The qualifications from a Canadian jurisdiction other than Manitoba are (a) a B.Ed from a Manitoba university or a post-secondary institution that is approved and a certificate issued by the jurisdiction that authorizes the person to teach (i) all grades or subjects in the jurisdiction, or (ii) limited grades or subjects in the jurisdiction; and (b) in the case of a person who is authorized to teach limited grades or subjects, one or more years of approved teaching experience. 8(4) A person is considered to be authorized to teach elsewhere if the person (a) is qualified to be a teacher elsewhere as a result of holding an approved degree that was awarded to him or her after completing a five-year teacher education program in an approved post-secondary institution that included the completion of (i) at least 150 credit hours including 60 credit hours of professional course work that includes student teaching, and (ii) [repealed] M.R. 109/2024 ; (b) holds a certificate issued by the jurisdiction that authorizes the person to be a teacher, in the case where the person is from a jurisdiction that certifies teachers. 8(5) Despite subclause (4)⁠(a)⁠(i), a person who has completed 60 credit hours of professional course work that did not include student teaching is considered to be authorized to teach elsewhere if the person has at least one year of approved teaching experience and meets all other requirements set out in subsection (4). M.R. 140/2023 ; 109/2024 Qualifications — provisional professional teaching certificate 9(1) A person has the qualifications for a provisional professional teaching certificate if (a) the person holds a teaching certificate issued by a Canadian jurisdiction other than Manitoba that restricts the grades or subjects that the person may teach, and has no, or less than one year of, approved teaching experience; or (b) in respect of elsewhere, the person holds (i) an approved teaching degree, diploma or certificate from an approved post-secondary institution in the jurisdiction, that qualifies him or her to be a teacher in the jurisdiction, in which the person completed at least 120 credit hours, including (A) 30 credit hours of professional course work, including student teaching, and (B) [repealed] M.R. 109/2024 , (ii) a certificate issued by the jurisdiction that authorizes the person to be a teacher, in the case where the person is from a jurisdiction that certifies teachers. 9(2) Despite paragraph (1)⁠(b)⁠(i)⁠(A), a person who has completed 30 credit hours of professional course work that did not include student teaching has the qualifications for a provisional professional teaching certificate if the person has at least one year of approved teaching experience and meets all other requirements set out in clause (1)⁠(b). 9(3) [Repealed] M.R. 109/2024 M.R. 140/2023 ; 109/2024 Expiry, extension and conversion of provisional professional certificates 10(1) When issuing a provisional professional teaching certificate, the minister must specify the certificate's expiry date on the certificate, which must not be more than three years from the date the certificate is issued. 10(2) On application by the holder, the minister may renew a person's provisional professional teaching certificate once for an additional period of up to three years, if (a) an approved person or the superintendent of the school division or school district that employs the person recommends that the person's certificate be renewed; and (b) the person demonstrates to the satisfaction of the minister that he or she is making reasonable efforts to attain the qualifications for a permanent professional teaching certificate. 10(3) A person who holds a provisional professional teaching certificate may apply to the minister for a permanent professional teaching certificate, and the minister may issue the person the permanent certificate if satisfied the person has attained the qualifications for it. Permanent basic teaching certificate 11 A person has the qualifications for a permanent basic teaching certificate if the person is entitled to teach in Manitoba in accordance with The Labour Mobility Act , but does not have the qualifications for a permanent professional teaching certificate or a provisional professional teaching certificate. Permanent Technical Vocational Teaching Certificate Permanent technical vocational teaching certificates 12(1) The minister may issue a permanent technical vocational teaching certificate to a person who applies for one if (a) the person is at least 18 years of age; (b) the person has completed an approved technical vocational teacher education program consisting of at least 90 credit hours, of which at least 45 credit hours were professional course work, including at least 18 weeks of student teaching; (c) the person has the following work experience and training: (i) for a designated trade, at least two years of approved trade experience after having received journeyperson certification in the trade, (ii) for a non-designated trade, at least six years of approved work experience, including at least two years of work under the supervision of a person who has approved training in the trade or who holds an approved credential; (c.1) the minister is satisfied that the person is proficient in English or French; (c.2) the minister is satisfied that the person has completed an approved sexual abuse prevention program; (d) the person submits a satisfactory current background check to the minister, in a form satisfactory to the minister; and (e) the minister is satisfied that there are no reasonable grounds for refusing to issue a permanent technical vocational teaching certificate to the person. 12(2) A person who, on or before July 1, 2001, was issued a provisional special certificate in vocational industrial education may apply to the minister for a permanent technical vocational teaching certificate, and the minister may issue that certificate to the person if (a) the person has at least two years of approved teaching experience while holding the certificate; and (b) an approved person or the superintendent of the school division or school district that employs the person recommends that the person receive the permanent certificate. M.R. 109/2024 Certificates Issued Under Former Regulations Teaching entitlement: certificates issued previously 13 A person who holds a certificate listed in the first column of the following table, but who does not hold a permanent or provisional professional teaching certificate, may teach the grades or subjects listed opposite in the second column. Certificate Grade and Subject Areas Permanent first class certificate Kindergarten to Grade 8 Permanent special certificate in business education Grades 10 to 12 in Business Education Permanent special certificate in industrial arts Grades 5 to 12 in Industrial Arts Provisional special certificate in music art physical education heritage language vocational industrial education Kindergarten to Grade 12 in the subject specified on the certificate SCHOOL CLINICIAN CERTIFICATES Classes of school clinician certificates 14 The following classes of school clinician certificates, provisional or permanent, may be issued: (a) audiology and speech-language pathology; (b) occupational therapy; (c) physiotherapy; (d) reading; (e) school psychology; (f) social work. When school clinician certificate may be issued 15 The minister may issue a school clinician certificate to a person who applies for one if (a) the person is at least 18 years of age; (b) the minister is satisfied that the person has the applicable qualifications for the certificate, as set out in sections 16 or 17; (b.1) the minister is satisfied that the person is proficient in English or French; (b.2) the minister is satisfied that the person has completed an approved sexual abuse prevention program; (c) the person submits a satisfactory current background check to the minister, in a form satisfactory to the minister; and (d) the minister is satisfied that there are no reasonable grounds for refusing to issue the certificate to the person. M.R. 109/2024 Provisional certificates 16(1) The minister may issue a provisional school clinician certificate to a person who applies for one if the person has the applicable qualifications set out in section 17. 16(2) When issuing a provisional school clinician certificate, the minister must specify the certificate's expiry date on the certificate, which must not be more than three years from the date the certificate is issued. 16(3) On application by the holder, the minister may renew a person's provisional school clinician certificate once for an additional period of up to three years, if (a) an approved person or the superintendent of the school division or school district that employs the person recommends that the person's certificate be renewed; and (b) the person demonstrates to the satisfaction of the minister that he or she is making reasonable efforts to attain the qualifications for a permanent school clinician certificate. 16(4) A person who holds a provisional school clinician certificate may apply to the minister for a permanent school clinician certificate, and the minister may issue such a certificate to the person, if (a) the person has completed a Clinicians and the Law, three credit hour course, or an equivalent approved course; (b) while holding the provisional certificate, the person has completed the equivalent of 360 teaching days of supervised clinical experience in Manitoba (i) at an approved school or approved institution, or (ii) as part of a school-related activity in an approved school; and (c) an approved person or the superintendent of the school division or school district where the experience under clause (b) was obtained recommends that the person receive the permanent certificate. Qualifications: school clinician certificates 17(1) A person has the qualifications for a provisional audiology and speech-language pathology certificate if the person meets the licensing requirements of the College of Audiologists and Speech-Language Pathologists of Manitoba for the practice of audiology or speech-hearing language therapy. 17(2) A person has the qualifications for a provisional occupational therapy certificate if the person (a) holds a four-year Bachelor of Occupational Therapy degree or an equivalent degree; and (b) is a member of the College of Occupational Therapists of Manitoba. 17(3) A person has the qualifications for a provisional physiotherapy certificate if the person (a) holds a four-year Bachelor of Physiotherapy degree or an equivalent degree; and (b) is a member of the College of Physiotherapists of Manitoba. 17(4) A person has the qualifications for a provisional reading certificate if the person (a) holds an approved Master's degree in Education, in which he or she completed the approved courses in clinical reading and related areas; and (b) has completed (i) two years of clinical reading experience or of remedial reading experience, (ii) one year of clinical and one year of remedial reading experience, or (iii) two years of classroom teaching experience in Manitoba, primarily focused on literacy learning and diagnostic or specialized assessment, while holding a permanent professional teaching certificate, or approved teaching experience in a jurisdiction other than Manitoba while holding an approved teaching certificate issued by the jurisdiction. 17(5) A person has the qualifications for a provisional school psychology certificate if the person holds an approved Master's degree in school psychology, in which he or she completed the approved courses in psychology and related areas or an equivalent program with approved courses. 17(6) A person has the qualifications for a provisional social work certificate if the person (a) holds a four-year Bachelor of Social Work degree or an approved equivalent degree; and (b) is a social worker, as defined in section 1 of The Social Work Profession Act . SPECIALIST CERTIFICATES Specialist certificates 18 The following types of specialists certificates may be issued: (a) school leadership; (b) school counsellor; (c) inclusive education teaching; (d) inclusive education coordinator. M.R. 109/2024 When school leadership certificate may be issued 19(1) The minister may issue a certificate in school leadership to a person who applies for one, if the person (a) holds a valid permanent professional teaching certificate; (b) has completed at least three years of approved teaching experience while holding (i) his or her permanent professional teaching certificate, or (ii) an approved teaching certificate issued by a jurisdiction outside of Manitoba; and (c) has completed (i) a post-baccalaureate program that meets the requirements of subsection (2), or (ii) an approved Master's degree in Education, with a specialization in educational administration, consisting of at least 30 credit hours. 19(2) The requirements of an approved post-baccalaureate program are that the program (a) be offered by a faculty of education; (b) have a focus in educational administration; and (c) consist of at least 30 credit hours and include a minimum of (i) 15 core credit hours linked to school leadership knowledge, skills and behaviours, and (ii) 6 credit hours of Field-led courses linked to school leadership knowledge, skills and behaviours. The school leadership knowledge, skills and behaviours are as set out in the provincial Certificate in School Leadership Guidelines to Qualification, as published by the minister. M.R. 109/2024 When school counsellor certificate may be issued 20(1) The minister may issue a school counsellor certificate to a person who applies for one, if the person (a) holds a valid permanent professional teaching certificate; (b) has completed at least two years of approved teaching experience while holding (i) his or her permanent professional teaching certificate, or (ii) an approved teaching certificate issued by a jurisdiction outside of Manitoba; and (c) has completed an approved post-baccalaureate program that consisted of at least 30 credit hours of approved courses in school counselling, with a minimum of 18 credit hours in core requirements and 12 credit hours in electives. 20(2) In place of the 12 credit hours in electives in clause (1)⁠(c), the person may substitute completion of the equivalent in approved professional development. Inclusive education teaching certificate 21(1) The minister may issue an inclusive education teaching certificate to a person who applies for one, if the person (a) holds a valid permanent professional teaching certificate; (b) has completed at least two years of approved teaching experience while holding (i) his or her permanent professional teaching certificate, or (ii) an approved teaching certificate issued by a jurisdiction outside of Manitoba; and (c) has completed an approved post-baccalaureate program that consisted of at least 30 credit hours of approved courses in inclusive education, with a minimum of 18 credit hours in core requirements and 12 credit hours in electives. 21(2) In place of the 12 credit hours in electives in clause (1)⁠(c), the person may substitute completion of the equivalent in approved professional development. M.R. 109/2024 Inclusive education coordinator certificate 22(1) The minister may issue an inclusive education coordinator certificate to a person who applies for one, if the person (a) holds a valid inclusive education teaching certificate; and (b) has approved experience in at least two of the following areas, that totals at least five years: (i) inclusive education classroom teaching, resource classroom teaching, or both, (ii) approved clinical or special agency work at a professional level in areas such as audiology and speech-language therapy, psychology, reading, school counselling or social work, (iii) consultative or supervisory experience, such as experience as a school administrator or a department head in a public or independent school. 22(2) A school division or school district that seeks to have one of its employees act as an inclusive education coordinator in order to fill a temporary vacancy may request that the minister issue the employee a temporary inclusive education coordinator certificate. 22(3) In subsection (2), a temporary vacancy is considered to be created only if an inclusive education coordinator takes a medical, maternity or parental leave. 22(4) On request, the minister may issue an employee a temporary inclusive education coordinator certificate if satisfied that the employee has the qualifications under clauses 21(1)⁠(a), (b) and (c). 22(5) A temporary certificate expires when the applicable medical, maternity or parental leave expires or one year after the certificate is issued, whichever is shorter, but the minister may extend the certificate for a period of up to one additional year on request of the school division or school district. M.R. 140/2023 ; 109/2024 MISCELLANEOUS Limited teaching permits 23 Nothing in this regulation limits the ability of the minister to issue a limited teaching permit. Extended period for obtaining administrator or principal certificates 24 A person who, on or before September 1, 2017, completes the requirements for a Level 1 school administrator certificate or Level 2 principal certificate under the Teaching Certificates and Qualifications Regulation , Manitoba Regulation 515/88, as that regulation read immediately before its repeal is entitled to be issued the applicable certificate. PART 3 RECOGNITION OF EXPERIENCE Definitions 25(1) The following definitions apply in this Part. "administrator" means a principal, a vice principal, a superintendent, an assistant superintendent and any other person recognized by a school division or school district as performing the duties of an administrator. (« administrateur ») "Manitoba certificate" means a certificate issued by the minister. (« brevet manitobain ») "school clinician" means a person who holds a school clinician certificate described in section 14. (« spécialiste scolaire ») 25(2) For the purpose of recognizing experience under this Part, one year of experience is (a) one year of full-time employment in a school year, if there are 180 or more teaching days in the school year; or (b) the equivalent of 180 days of employment during two or more school years, if the person is employed less than full-time. M.R. 109/2024 Recognized experience: teachers and administrators 26(1) A person may be credited with recognized experience if one or more of the following apply: (a) while holding the applicable Manitoba certificate, the person is employed in Manitoba for the applicable time as a teacher or administrator in an approved school, institution, educational organization or adult learning centre; (b) the person holds an approved certificate issued by a jurisdiction outside Manitoba and is employed in the jurisdiction by one of the following: (i) an approved public school in Canada, (ii) an approved independent school in Canada, if the jurisdiction recognizes the programs of study and standings awarded to the students of the school, (iii) an approved school, child or youth institution or adult learning centre, if (A) the person was supervised by an approved educational authority, and (B) the programs of study are relevant to those taught in the jurisdiction's public school system; (c) while holding the applicable Manitoba certificate, the person is employed for the applicable time as a teacher or administrator in a school that has entered into an affiliation agreement with the minister; (c.1) while holding a Manitoba certificate — or in the case of another Canadian jurisdiction outside Manitoba, while holding an approved certificate — the person is employed for the applicable time in an approved position in an approved school, child or youth institution or adult learning centre in a jurisdiction outside Canada; (d) while holding a Manitoba certificate — or in the case of another Canadian jurisdiction outside Manitoba, while holding an approved certificate — the person is employed for the applicable time in an approved position in (i) a university, as defined in The Advanced Education Administration Act , or that is a member of Universities Canada, in the case of a university in a Canadian jurisdiction outside Manitoba, (ii) a college established under The Red River College Polytechnic Act or under the Colleges Establishment Regulation , Manitoba Regulation 39/93, or that is a member of Colleges and Institutes Canada, in the case of a college outside Manitoba, (iii) an approved post-secondary institution in a Canadian jurisdiction outside Manitoba, or (iv) the department, if the person is acting under the terms of a secondment agreement between the minister and the school division or school district that regularly employs the person; (e) before receiving a certificate under Part 2, but after having completed the academic requirements necessary to be issued an approved teaching degree, diploma or certificate, the person is employed for the applicable time in an approved school, institution, educational organization or adult learning centre in Manitoba as a teacher, but only if the person is issued their certificate within 60 days after meeting the academic requirements or starting their employment, whichever occurs first. 26(2) [Repealed] M.R. 109/2024 26(3) In determining recognized experience under subsection (1), a person who is on maternity or parental leave in a school year, as provided for under The Employment Standards Code , is to be credited with the same recognized experience in the school year that he or she would have been credited with had the leave not been taken. 26(4) Subsection (3) applies in respect of a maternity or parental leave that commences on or after January 15, 2016. M.R. 2/2016 ; 140/2023 ; 109/2024 Recognized experience: school clinicians 26.1(1) A person may be credited with recognized experience if one or more of the following apply: (a) while holding the applicable Manitoba certificate, the person is employed in Manitoba for the applicable time as a school clinician in an approved school, institution or educational organization; (b) the person is employed for the applicable time at an approved workplace as an audiologist, speech-language pathologist, occupational therapist, physiotherapist, psychologist or social worker and is in good standing with an approved professional regulatory body during their period of employment; (c) the person holds a reading or school psychology certificate and is employed for the applicable time at an approved workplace; (d) before receiving a school clinician's certificate under Part 2, but after having met the requirements to be issued one under section 17, the person is employed for the applicable time in an approved school, institution or educational organization as a school clinician, but only if the person is issued their certificate within 60 days after meeting the requirements or starting their employment, whichever occurs first. 26.1(2) In determining recognized experience under subsection (1), a person who is on maternity or parental leave in a school year, as provided for under The Employment Standards Code , is to be credited with the same recognized experience in the school year that the person would have been credited with had the leave not been taken. 26.1(3) Subsection (2) applies in respect of a maternity or parental leave that commences on or after the day this section comes into force. M.R. 109/2024 Experience under limited teaching permits is not recognized 27(1) A person who teaches under a limited teaching permit does not acquire experience that is recognized under section 26. 27(2) As an exception to subsection (1), (a) the holder of a limited teaching permit acquires experience that is recognized under section 26 if he or she teaches under that permit in the circumstances described in clause 26(1)⁠(e); and (b) the holder of a permanent technical vocational teaching certificate acquires experience that is recognized under section 26 if he or she teaches a grade or subject pursuant to a limited teaching permit that he or she is not otherwise authorized to teach under the permanent technical vocational teaching certificate. Annual determination of experience 28(1) The department must determine the total of a teacher's, administrator's or school clinician's recognized experience annually, as of June 30, after having assessed the information provided by the person and the school division or school district or the approved school, institution, educational organization, adult learning centre or workplace that employs the person. 28(2) The department may disclose a determination made under subsection (1) to the school division or school district or the approved school, institution, educational organization, adult learning centre or workplace that employs the person. M.R. 109/2024 PART 4 SALARY CLASSIFICATION Classification 29(1) For salary classification purposes, a person is in the class listed in (a) column 1 of Part A of the Table in Schedule A if the person has completed the years of study listed opposite in column 2 and has the professional and academic qualifications listed opposite in column 3; (b) in the case of a technical vocational teacher, column 1 of Part B of the Table in Schedule A, if the person has the professional or academic qualifications listed opposite in column 2; or (c) in the case of a school clinician, column 1 of Part C of the table in Schedule A if the person has the professional or academic qualifications listed opposite in column 2. 29(2) Despite subsection (1), if the person is teaching under a limited teaching permit, the person is in the class listed in column 1 of the Table in Schedule B if the person has the professional or academic qualifications listed opposite in column 2. M.R. 109/2024 Application 30(1) For the purpose of the tables in the Schedules, (a) a person is considered to have completed one year of study only if the person has completed 30 credit hours; and (b) for classes 4 to 7 in Parts A and C of the Table in Schedule A, academic and professional course work must be done within an approved degree, diploma or certificate program, and is not counted unless the person attains the degree, diploma or certificate. 30(2) Despite any other provision of this regulation, a person who holds a Ph.D. and one of the following is included in Class 7 for salary classification purposes: (a) a permanent professional teaching certificate or provisional professional teaching certificate; (b) a permanent school clinician certificate or provisional school clinician certificate; (c) a permanent technical vocational teaching certificate. M.R. 140/2023 ; 109/2024 Reclassification may be retroactive for limited period 31 If a review of a person's salary classification results in the person being reclassified to higher classification, the reclassification may be made effective retroactively to the day the person was entitled to the higher classification, but no adjustment may be made for any period that precedes the day that is two years before the day the minister receives the person's written request for the reclassification. PART 5 TRANSITION Transition — administrator's certificates 32(1) A person who complies with the requirements of section 18 or 19 of the former regulation before September 1, 2017 may be issued a Level 1 – school administrator's certificate or a Level 2 – principal's certificate, as applicable. 32(2) In subsection (1), "former regulation" means the Teaching Certificates and Qualifications Regulation , Manitoba Regulation 515/88, as that regulation read immediately before the coming into force of this regulation. PART 6 REPEAL Repeal 33 The Teaching Certificates and Qualifications Regulation , Manitoba Regulation 515/88, is repealed. SCHEDULE A (Section 29) SALARY CLASSIFICATION PART A — TEACHERS Column 1 Class Column 2 Years of Study Column 3 Professional and Academic Qualifications Class 1 1 year One year of professional course work. Class 2 2 years At least two years of university study, including at least one year of professional course work. Class 3 3 years At least three years of university study, including at least one year of professional course work. Class 4 4 years 1. A three-year Bachelor's degree or approved equivalent and a one-year B.Ed. 2. A four-year B.Ed or approved equivalent. Class 5 5 years 1. A three-year Bachelor's degree or approved equivalent and one of the following: (a) a two-year B.Ed after-degree; (b) an approved post-baccalaureate diploma or certificate and a one-year B.Ed; (c) a one year graduate-level degree and a one-year B.Ed. 2. All of the following: (a) a three-year Bachelor's degree or approved equivalent; (b) a second Bachelor's degree or approved equivalent; (c) a one-year B.Ed. 3. A four-year B.Ed and one of the following: (a) a second Bachelor's degree; (b) a one-year graduate-level degree. 4. A four-year Bachelor's degree or approved equivalent and at least one additional year of professional course work. Class 6 6 years 1. A four-year Bachelor's degree or approved equivalent and a two-year B.Ed. 2. All of the following: (a) a three-year Bachelor's degree or approved equivalent; (b) a one-year B.Ed; (c) two approved post-baccalaureate diplomas or certificates. 3. The qualifications for Class 5, and one of the following that is in addition to the person's Class 5 qualifications: (a) a bachelor's degree; (b) an approved post-baccalaureate diploma or certificate; (c) a graduate-level degree. Class 7 7 years 1. If a person holds a Master's degree as part of his or her being qualified for Class 6, the qualifications for Class 6 combined with (a) an additional bachelor's degree; or (b) an additional graduate-level degree. 2. If a person does not hold a Master's degree as part of his or her being qualified for Class 6, the qualifications for Class 6 combined with a Master's degree. SCHEDULE B (Section 29) LIMITED TEACHING PERMIT SALARY CLASSIFICATIONS Class Qualifications 0 High school graduate 1 One year of study at the post secondary level 2 Two years of study at the post-secondary level 3 Less than four years of study at the post-secondary level, but at least a three-year Bachelor's degree 4 Four or more years of study at the post-secondary level, consisting of a minimum of a three-year Bachelor's degree — other than a B.Ed or equivalent — and one year of professional course work.
