This regulation sets rules for newborn hearing screening by regional health authorities, screeners, and midwives.

"Act" means The Universal Newborn Hearing Screening Act. («  Loi  ») "audiologist" means a person registered as an audiologist under the College of Audiologists and Speech-Language Pathologists of Manitoba General Regulation , Manitoba Regulation 192/2013. (« audiologiste ») "minister" means the minister responsible for the administration of the Act. (« ministre ») "regional health authority" means a regional health authority established or continued under The Regional Health Authorities Act. (« office régional de la santé ») Screening provided by regional health authorities 2 When a regional health authority offers hearing screening services for newborns, the authority must do so in accordance with the Act and with the following documents issued by the minister from time to time: (a) the Manitoba Universal Newborn Hearing Screening Protocol ; (b) the Manitoba Universal Newborn Hearing Screening Program: Guidelines for Supervision of Newborn Hearing Screening Personnel . Newborn hearing screeners 3(1) A regional health authority may employ one or more newborn hearing screeners. 3(2) A newborn hearing screener may perform newborn hearing screening only if he or she (a) has successfully completed the education and training requirements specified by the minister; and (b) complies with the protocol referred to in clause 2(a). 3(3) A newborn hearing screener may perform (a) automated otoacoustic emissions testing; and (b) automated auditory brainstem response testing. 3(4) A newborn hearing screener is authorized to insert or remove an instrument or device into the external ear canal for the purpose of newborn hearing screening. Supervision of screeners 4 A regional health authority that employs one or more newborn hearing screeners must engage or employ an audiologist whose responsibility it is (a) to determine if each newborn hearing screener employed by the authority has the requisite knowledge, skill and judgment to perform newborn hearing screening; and (b) to supervise newborn hearing screeners; in accordance with the protocol and guidelines referred to in clauses 2(a) and (b). Midwives 5 A midwife registered under The Midwifery Act may perform newborn hearing screening only if he or she (a) has successfully completed the education and training specified by the minister; (b) complies with The Midwifery Act and the protocol referred to in clause 2(a); and (c) does the screening in a facility where at least 75 births occur each year. Coming into force 6 This regulation comes into force on the same day that The Universal Newborn Hearing Screening Act , S.M. 2013, c. 15, comes into force.
