This regulation sets out when Manitoba school divisions can receive support for clinician services, shared facilities/resources, and transportation for independent school pupils, and requires a report before some support is paid.

"agreement" means an agreement that a division has entered into with an independent school under section 60 of The Public Schools Act . (« entente ») "clinician services" means services provided by a person who is certified as a school clinician under the Teaching Certificates and Qualifications Regulation , Manitoba Regulation 115/2015. (« services spécialisés ») "division" means a school division and a school district established by the School Divisions and Districts Establishment Regulation , Manitoba Regulation 109/93. (« division ») "independent school" means an independent school as defined in The Education Administration Act . (« école indépendante ») "school year" means the 12-month period commencing on July 1 and ending on June 30 of the following year. (« année scolaire ») M.R. 115/2025 Application 2(1) In this regulation, the FTE eligible enrolment of an independent school for a funding year is as determined under section 2 of the Private Schools Grants Regulation , Manitoba Regulation 61/2012. 2(2) In this regulation, a reference to the Funding of Schools Program Regulation , Manitoba Regulation 160/2022, means a reference to that regulation as it read for the applicable school year. M.R. 115/2025 Clinicians 3 Support in the amount determined in accordance with the following formula is payable to a division that, under an agreement, provides clinician services to the pupils of an independent school: (A/B) × C In this formula, A is the coordinator and clinician support for the division for the preceding school year, as determined under Item M of the table in Schedule A of the Funding of Schools Program Regulation ; B is the eligible enrolment of the division used to calculate instructional support under Item A of the table in Schedule A of the Funding of Schools Program Regulation in the preceding school year; C is the FTE eligible enrolment of the independent school for the current school year. M.R. 115/2025 Facilities and resources 4(1) Support in the amount determined in accordance with the following formula is payable to a division that, under an agreement, permits its facilities and resources, other than clinician services, to be used by the pupils of an independent school: [(A + B)/C] × D In this formula, A is the base support for the division for the preceding school year, as determined under the Funding of Schools Program Regulation ; B is the equalization and additional equalization support for the division for the preceding school year, as determined under Items Y and Z of the table in Schedule A of the Funding of Schools Program Regulation ; C is the eligible enrolment of the division used to calculate instructional support under Item A of the table in Schedule A of the Funding of Schools Program Regulation in the preceding school year; D is the amount determined in accordance with the following formula: E/F In this formula, E is the number of pupils included in FTE eligible enrolment of the independent school for the current school year that use the division's facilities and resources, multiplied by the minutes per school-day cycle that the pupils use the facilities and resources, F is the days in the school-day cycle, multiplied by 330 (minutes in a school day). 4(2) A division may only receive support under this section if the applicable independent school submits to the minister a report with the following information in the form, and by the date, approved by the minister: (a) the facilities and resources used by the pupils of an independent school; (b) the number of pupils included in FTE eligible enrolment of the independent school that use the facilities and resources. M.R. 115/2025 When support payable 5 Forty percent of the support under sections 3 and 4 is to be paid to a division in January of the school year, and the balance is to be paid in July of the next school year or as soon as reasonably practicable after the information required to calculate the amount payable is available to the minister. Transportation support 6 Support as provided for in subsection 14(1) of the Funding of Schools Program Regulation , is payable to a division that has agreed to transport pupils enrolled in an independent school. M.R. 115/2025 Repeal 7 The Shared Services Regulation , Manitoba Regulation 106/93, is repealed. Coming into force 8 This regulation is deemed to have come into force on July 1, 2011.
