Motor carrier enforcement officers must complete specified training, wear the director-specified uniform unless authorized otherwise, and carry and produce their identification card and badge on request. The director issues the card and badge, may approve training providers, and may authorize officers to carry certain equipment subject to stated limits.

"aerosol weapon" means a device from which a substance can be propelled as a spray for the purpose of incapacitating a person. (« arme-aérosol ») "conducted energy weapon" means a device that delivers an electrical shock to a person, either through projectiles or by direct contact. (« arme à impulsions ») "director" means the director appointed under subsection 322.4(1) of The Highway Traffic Act who is charged with responsibility for the supervision of motor carrier enforcement officers. (« directeur ») Required training 2(1) A motor carrier enforcement officer must receive training on the following matters: (a) commercial vehicle inspection; (b) weights and dimensions requirements for regulated vehicles; (c) cargo securement for regulated vehicles; (d) transportation of dangerous goods; (e) road safety and traffic control; (f) enforcement of provincial enactments; (g) searches and seizures, detentions and arrests; (h) use of force and officer safety; (i) investigations and interviews; (j) emergency vehicle operation; (k) investigation of commercial vehicles involved in collisions; (l) first aid. Delivery of training 2(2) The training set out in subsection (1) must be provided by one or more of the following: (a) the Commercial Vehicle Safety Alliance; (b) the Royal Canadian Mounted Police; (c) the Winnipeg Police Service; (d) department staff; (e) a service provider that has been approved by the director. Uniforms 3 Unless authorized by the director, a motor carrier enforcement officer must wear the uniform specified by the director while on duty. Identification cards and badges 4(1) The director must issue an identification card and numbered badge to each motor carrier enforcement officer. Officer to carry identification card and badge 4(2) Each motor carrier enforcement officer must carry their identification card and badge while on duty and must produce the card or badge on request when exercising a power under The Highway Traffic Act or regulations. Equipment 5(1) If authorized by the director a motor carrier enforcement officer may carry and use the following equipment while on duty: (a) handcuffs; (b) a defensive baton; (c) an aerosol weapon; (d) a conducted energy weapon. Limitation 5(2) Each motor carrier enforcement officer who is authorized to carry and use the equipment set out in subsection (1) may carry and use the equipment only if (a) the equipment has been issued by the director; and (b) the officer has received training approved by the director in the use of the equipment. Coming into force 6 This regulation comes into force on the same day that The Highway Traffic Amendment Act (Motor Carrier Enforcement) , S.M. 2025, c. 30, comes into force.
