Reduced-Speed School Zones Regulation
This regulation sets rules for creating and signing reduced-speed school zones, including who may designate them and the minimum speed limits and sign requirements.

"Act" means The Highway Traffic Act . («  Code  ») "community" has the same meaning as in section 1 of The Northern Affairs Act . (« collectivité ») "manual of traffic control devices" means the Manual of Uniform Traffic Control Devices for Canada , Fifth Edition referred to in clause 1(1)⁠(a) of the Traffic Control Devices Regulation , Manitoba Regulation 13/2019. (« manuel des dispositifs de signalisation ») "northern Manitoba" has the same meaning as in section 1 of The Northern Affairs Act . (« Nord ») "school property" means property on which a school, school yard or school recreational facility is located. (« propriété scolaire ») "reduced-speed school zone" means a portion of highway that is designated by a traffic authority under section 98.1 of the Act as a school zone that has a reduced maximum permitted speed at specific times or at all times. (« zone scolaire à vitesse réduite ») 1(2) In this regulation, a reference to "traffic authority" is to be read as including a local government entity authorized under section 2 to exercise the powers set out in subsections 98.1(1) and (2) of the Act. M.R. 115/2025 Authorization of local government entities 2 The following local government entities are authorized to exercise the powers set out subsections 98.1(1) and (2) of the Act: (a) a community that is incorporated under The Northern Affairs Act ; (b) the minister responsible for the administration of The Northern Affairs Act , (i) under the powers set out in subsection 173(1) of The Northern Affairs Act , with respect to a community that is not incorporated under that Act, and (ii) under the powers set out in subsection 173(2) of The Northern Affairs Act , with respect to the part of northern Manitoba that is not within the boundaries of a community; (c) a community that is not incorporated under The Northern Affairs Act if the minister responsible for that Act has delegated the powers to the community under the subsection 175(1) of that Act. M.R. 115/2025 Maximum permitted reduction in speed limit in a reduced-speed school zone 3(1) This section applies when a traffic authority makes a by-law to establish the reduced maximum permitted speed in a reduced-speed school zone for the purpose of subsection 98.1(1) of the Act. 3(2) The by-law (a) must not establish a reduced maximum permitted speed for the portion of highway comprising the reduced-speed school zone (i) that is less than 30 km/h if, in the absence of a by-law under subsection 98.1(1) of the Act, the maximum permitted speed for the portion of highway is less than 80 km/h, or (ii) that is less than 50 km/h if, in the absence of a by-law under subsection 98.1(1) of the Act, the maximum permitted speed for the portion of highway is 80 km/h or more; and (b) must establish and state the hours of the day at which and days on which the reduced maximum permitted speed is in effect and, if applicable, establish and state the months it is in effect. Designating a reduced-speed school zone 4(1) The designation of a portion of highway as a reduced-speed school zone for the purpose of section 98.1 of the Act must be done under a by-law of the traffic authority that is empowered by that section to designate the zone. 4(2) A by-law made for the purpose of subsection (1) must comply with subsections (3) to (5). 4(3) The by-law must indicate where the reduced-speed school zone begins on the highway and where it ends, either by (a) describing each reduced-speed school zone (i) on a highway-by-highway basis, and (ii) by reference to the specific school property in connection with which the zone is designated; or (b) providing (i) a general description of the dimensions of reduced-speed school zones designated under the by-law, (ii) a description of how the reduced-speed school zone on a highway is to be measured from the school in connection with which it is designated or from the boundaries of the school property, (iii) a list of the schools in connection with which reduced-speed school zones are designated and, if applicable, of any separate school yards and school recreational facilities in connection with which reduced-speed school zones are designated, and (iv) a list of the highways on which reduced-speed school zones are designated cross-referenced to the school properties in connection with which they are designated. 4(4) The by-law must not designate a portion of a highway as a reduced-speed school zone unless (a) at least some length of the highway within the reduced-speed school zone abuts the school property; and (b) the designated portion is within 150 m of the boundary of that property. 4(4.1) Despite clause (4)⁠(b), two adjacent reduced-speed school zones may be designated as a single reduced-speed school zone if the point at which one of them would end corresponds to or overlaps the point at which the other would begin if both were designated in accordance with subsection (4). 4(4.2) When two adjacent reduced-speed school zones are designated as a single reduced-speed school zone, as permitted by subsection (4.1), (a) the relevant boundaries for the purpose of clause (4)⁠(b) are the boundaries of the respective school properties facing away from one another; and (b) the reduced-speed school zone is to be signed as a single school zone for the purpose of subsections 6(4) and (6). 4(5) The by-law must provide that the reduced-speed school zone is to be identified by traffic control devices that comply with this regulation. M.R. 200/2014 Dual-purpose by-laws 5 To avoid doubt, a traffic authority may satisfy the requirements of sections 3 and 4 by enacting one by-law. Signage in general 6(1) Traffic control devices conforming to the drawings set out in the Schedule are approved for the purpose of identifying reduced-speed school zones and indicating to drivers the maximum permitted speed for vehicles being driven in those school zones. 6(2) For the purpose of identifying reduced-speed school zones and informing drivers about the maximum permitted speeds in those zones, a traffic authority is authorized to erect on a highway traffic control devices that conform to the drawings set out in the Schedule. This authorization is subject to subsection (3). 6(3) If the highway containing a reduced-speed school zone is a provincial highway, the traffic authority must only erect traffic control devices for the purpose of section 98.1 of the Act in accordance with the directions of the department's Director of Traffic Engineering as to what physical characteristics the devices must have, how they are to be erected and where they are to be located in relation to the roadway. 6(4) To identify the point at which a reduced-speed school zone begins for vehicles entering the zone, the traffic authority must erect — one above the other — traffic control devices conforming to Drawings 1 and 2 in the Schedule. The traffic control devices must be erected facing vehicles entering the reduced-speed school zone at the point at which the zone begins for those vehicles. 6(5) In conjunction with the traffic control devices required by subsection (4), the traffic authority must erect a traffic control device (Drawing 4 in the Schedule) that states the number of the by-law enacted for the purpose of section 98.1 of the Act and complies with subsection 8(5). 6(5.1) As an exception to subsection (5), the traffic authority may display the by-law number (a) on a traffic control device conforming to any of the following drawings in the Schedule, using the same wording as in Drawing 4 in the Schedule: (i) Drawing 1, (ii) Drawing 2, (iii) Drawing 5; or (b) on a traffic control device conforming to Drawing 5B in the Schedule, using the same wording as in Drawing 4B in the Schedule 6(6) To identify the point at which a reduced-speed school zone ends for vehicles leaving the zone, the traffic authority must erect — one above the other — traffic control devices conforming to Drawings 1 and 3 in the Schedule. The traffic control devices must be erected facing vehicles leaving the reduced-speed school zone at the point at which the zone ends for those vehicles. 6(7) If the by-law enacted for the purpose of subsection 98.1(1) of the Act provides that the reduced maximum speed is in effect in the reduced-speed school zone during only certain hours, on only certain days or during only certain months, the traffic authority must erect a traffic control device (Drawing 5 in the Schedule) that indicates when the reduced maximum speed is in effect and complies with subsection 8(7). 6(8) If the traffic authority is authorized or required to erect bilingual English-French traffic control devices, it may substitute and erect bilingual English-French versions of the traffic control devices set out in Drawings 3 to 5 in the Schedule. The bilingual English-French versions are set out Drawings 3B, 4B and 5B in the Schedule. M.R. 200/2014 Side-street signage 7(1) In this section, "side street" means a highway, other than a back lane, that intersects the portion of a highway comprising a reduced-speed school zone. 7(2) When a side street intersects the portion of highway comprising a reduced-speed school zone, the traffic authority must, in accordance with subsection (3), erect (a) traffic control devices conforming to Drawing 2 in the Schedule at places in the reduced-speed school zone to inform drivers of the reduced maximum permitted speed in the zone; and (b) traffic control devices at the same places that comply with subsection 6(7) if the reduced maximum permitted speed is not in effect continually. 7(3) A traffic control device erected for the purpose of subsection (2) must be erected as near as practicable to the intersection with the side street facing the traffic lane in the reduced-speed school zone into which drivers entering the zone may proceed. Specific requirements about signage 8(1) A traffic control device purporting to conform to Drawing 1 in the Schedule and erected to identify the beginning or end of a reduced-speed school zone must conform to the requirements for sign WC-1 (School Area Sign) in the manual of traffic control devices, including requirements as to content, colour, shape, dimensions and other physical specifications. 8(2) A traffic control device purporting to conform to Drawing 2 in the Schedule and erected to indicate the reduced maximum permitted speed applicable to a reduced-speed school zone must conform to the requirements for sign RB-1 (Maximum Speed Sign) in the manual of traffic control devices, including requirements as to content, colour, shape, dimensions and other physical specifications. 8(3) A traffic control device purporting to conform to Drawing 3 in the Schedule and erected to identify the end of a reduced-speed school zone must (a) be erected directly below a traffic control device conforming to Drawing 1 in the Schedule; (b) be rectangular in shape and erected so that the long dimension is horizontal; (c) be not less than 600 mm in width and not less than 300 mm in height; (d) be white in colour and display the word "Ends" in black letters not less than 90 mm in height; (e) be reflectorized so as to show the same colour and shape by night as by day; and (f) bear markings generally conforming to the markings shown in Drawing 3 in the Schedule. 8(4) A traffic control device purporting to conform to Drawing 3B in the Schedule and erected to identify the end of a reduced-speed school zone (a) must (i) be not less than 450 mm in height, (ii) display the words "Ends" and "Fin" in black letters not less than 90 mm in height, and (iii) bear markings generally conforming to the markings shown in Drawing 3B in the Schedule; and (b) in all other respects, must comply with subsection (3). 8(5) A traffic control device purporting to conform to Drawing 4 in the Schedule and erected for the purpose of subsection 6(5) must (a) be erected at the beginning of the reduced-speed school zone below traffic control devices conforming to Drawings 1 and 2 in the Schedule and, if applicable, below a traffic control device conforming to Drawing 5 in the Schedule; (b) be rectangular in shape and erected so that the long dimension is horizontal; (c) be not less than 600 mm in width and not less than 150 mm in height; (d) be white in colour and display, in black letters and numerals, the word "By-law" and identification number of the by-law made for the purpose of section 98.1 of the Act; (e) be reflectorized so as to show the same colour and shape by night as by day; and (f) bear markings generally conforming to the markings shown in Drawing 4 in the Schedule. 8(6) A traffic control device purporting to conform to Drawing 4B in the Schedule (a) must (i) display, in black letters and numerals, the words "By-law" and "Règlement" and the identification number of the by-law made for the purpose of section 98.1 of the Act, and (ii) bear markings generally conforming to the markings shown in Drawing 4B in the Schedule; and (b) in all other respects, must comply with subsection (5). 8(7) A traffic control device purporting to conform to Drawing 5 in the Schedule and erected for the purpose of subsection 6(7) or 7(2) must (a) be erected below a traffic control device conforming to Drawing 2; (b) be rectangular in shape and erected so that the long dimension is horizontal; (c) be not less than 600 mm in width and not less than 400 mm in height; (d) be white in colour and display, in black letters and numerals, the times, days and months at or during which the reduced speed is in effect under the by-law made for the purpose of section 98.1 of the Act; (e) be reflectorized so as to show the same colour and shape by night as by day; and (f) bear markings generally conforming to the markings shown in Drawing 5 in the Schedule. 8(8) A traffic control device purporting to conform to Drawing 5B in the Schedule and erected for the purpose of subsection 6(7) or 7(2) (a) must (i) be rectangular in shape and erected so that the long dimension is vertical, (ii) be not less than 600 mm in width and not less than 650 mm in height, (i) display in English and French, in black letters and numerals, the information required by clause (7)⁠(d), and (ii) bear markings generally conforming to the markings shown in Drawing 5B in the Schedule; and (b) in all other respects, must comply with subsection (7). M.R. 115/2025 Warning signs 9(1) To warn drivers that they are approaching a reduced-speed school zone, a traffic authority must — unless subsection (1.2) exempts the traffic authority from complying with this subsection — erect a warning sign conforming to Drawing 6 in the Schedule. 9(1.1) The warning sign is to be erected not less than 100 m and not more than 250 m before the reduced-speed school zone begins facing traffic approaching the zone. 9(1.2) A traffic authority is exempt from complying with subsection (1) if the highway on which the reduced-speed school zone is located does not extend for at least 150 m in advance of the point where the reduced-speed school zone begins. 9(2) A warning sign purporting to conform to Drawing 6 in the Schedule must (a) be square in shape and erected so that one diagonal is vertical; (b) be not less than 750 mm along each side; and (c) conform to the requirements for sign WB-9 in the manual of traffic control devices, including requirements as to content, colour and other physical specifications. M.R. 200/2014 ; 115/2025 Placement of traffic control devices 10(1) Without limiting the application of any other provision of this regulation, traffic control devices erected for the purpose of section 98.1 of the Act must be erected to the right of drivers entering, proceeding through or leaving the zone. This is subject to subsections (2) and (3). 10(2) If the portion of highway comprising the reduced-speed school zone has two or more traffic lanes in one direction and a centre median wide enough to accommodate traffic control devices, traffic control devices erected for the purpose of section 98.1 of the Act must be erected both to the right of drivers entering, proceeding through or leaving the zone and at corresponding places on the centre median. 10(3) If the portion of highway comprising the reduced-speed school zone is a one-way highway, traffic control devices erected for the purpose of section 98.1 of the Act must be erected both to the right and left of the roadway facing drivers entering, proceeding through or leaving the zone. Non-application to school zones that are not reduced-speed school zones 11 This regulation does not apply to or affect a traffic authority's authority to erect a traffic control device indicating the proximity of a school, school yard or school recreational property to the highway for a purpose unrelated to section 98.1 of the Act, including for the purpose of encouraging drivers to exercise caution or indicating a presence of a school zone for the purpose of another provision of the Act. Coming into force 12 This regulation comes into force on the same day as The Highway Traffic Amendment Act (Speed Limits in School Zones) , S.M. 2012, c. 5, comes into force.
