The minister can post signs, close resource roads, and issue permits for vehicle use on resource roads; people must follow posted signs and must not damage signs or barriers.

C340 Regulation 145/91 Registered July 2, 1991 bilingual version (HTML) Definitions 1 In this regulation, "vehicle" means a motor vehicle as defined in The Highway Traffic Act and an off-road vehicle as defined in The Off-Road Vehicles Act ; (« véhicule à caractère non routier ») "resource road" means an existing or proposed access road or trail that is located on Crown lands and created to facilitate the management of a natural resource on Crown lands. (« chemin de desserte ») Exception 2 This regulation does not apply to Crown lands that are designated as a provincial park or a park reserve under The Provincial Parks Act . M.R. 115/2025 Control of vehicles on resource roads 3(1) The minister may cause signs to be posted on or adjacent to resource roads prohibiting, controlling or governing the operation of vehicles on those roads. 3(2) The minister may cause signs to be posted on or adjacent to a resource road closing the road to the operation of vehicles, and in that event may cause gates or barricades to be erected. Prohibition 4 Except under the authority of a permit issued under section 5, no person shall operate a motor vehicle or an off-road vehicle in contravention of a sign posted under section 3. Permits 5(1) The minister may issue a permit authorizing the holder of the permit to operate a vehicle on a resource road. 5(2) A permit may be issued subject to such terms and conditions as the minister considers appropriate. Damage or removal of signs, etc. 6 No person shall damage, destroy, deface or remove a sign, gate or barricade that is posted or erected under this regulation.
