"Act" means The Public Schools Act . («  Loi  ») "active school building" means a building or portable classroom owned and operated by a division that is used for instructional purposes for the division's eligible enrolment. (« bâtiment scolaire en service ») "additional equalization support" means support provided to assist divisions that have a higher than average mill rate and a lower than average assessment per pupil. (« aide de péréquation additionnelle ») "additional instructional support for small schools" means support to assist divisions with costs associated with operating eligible small schools. (« aide additionnelle à l'enseignement pour les petites écoles ») "allowance" means compensation payable under subsection 43(4) of the Act, and includes compensation for transportation paid voluntarily by the division. (« indemnité ») "approved" means approved by the minister, unless otherwise specified. (« approuvé ») "area of DSFM" means the combined area in square kilometres of the Seine River School Division and the following divisions, as they existed before the coming into force of the Implementation of School Division and School District Amalgamation (2002) Regulation , Manitoba Regulation 116/2002: (a) The St. Boniface School Division No. 4; (b) The St. Vital School Division No. 6; (c) The Agassiz School Division No. 13; (d) The Red River School Division No. 17; (e) The White Horse Plain School Division No. 20; (f) The Mountain School Division No. 28; (g) The Birdtail River School Division No. 38. (« territoire de la DSFM ») "base support" means the total of the types of support listed in items A to I of the Table provided to divisions for all pupils in the eligible enrolment of the division. (« aide de base ») "bilingual Indigenous or international language pupil" means a pupil enrolled in (a) kindergarten who receives at least 38% of instruction time in an Indigenous or international language; or (b) grades 1 to 12 who receives at least 38% but no more than 50% of instruction time in an Indigenous or international language. (« élève suivant un cours bilingue de langue autochtone ou étrangère ») "board and room pupil" means a pupil who is required to live more than 80 kilometres away from their residence in order that the pupil may (a) attend the designated school in the pupil's resident division; (b) take a program not offered in the pupil's resident division but offered in another division; or (c) in the case of The Frontier School Division, attend the designated school in another division under The Frontier School Division Home Placement Program. (« élève en pension ») "board and room support" means support to assist divisions with the costs associated with pupils required to live away from their residence to attend school. (« aide aux élèves en pension ») "Building Student Success with Indigenous Parents project" means support provided to assist schools in developing partnerships and programs with parents and the community that will contribute to the educational success of Indigenous students. (« projet intitulé « contribuer à la réussite des élèves à l'aide de parents autochtones » ») "Canada supported pupil" means a pupil (a) who resides on land owned or administered by the Government of Canada; (b) who attends a school in a division; and (c) for the education of whom the Government of Canada makes contributions to the division under an agreement made between the Government of Canada and the division or between the Government of Canada and the Government of Manitoba. (« élève à la charge du Canada ») "capital fund" means the capital fund as set out in FRAME. (« fonds de capital et d'emprunt ») "capital support" for the purpose of the definition in Part IX of the Act, means school building support under section 26 and capital support under section 29. (« aide en capital ») "categorical support" means the total of the types of support listed in items J to X of the Table paid to divisions for the unique circumstances of divisions and pupils, and includes support under (a) section 15 (support for level 2 and level 3); (b) subsection 17(4) (intensive newcomer support); (c) section 18 (Indigenous academic achievement support); (d) section 19 (literacy and numeracy); and (e) subsection 21(2) (student services support for The Frontier School Division). (« aide par catégorie ») "clinician" means a person who is certified as a school clinician under the Teaching Certificates and Qualifications Regulation , Manitoba Regulation 115/2015, and who provides support for special education services to school personnel, parents and pupils. (« spécialiste ») "community" means a city, town or village. (« collectivité ») "coordinator" means a teacher with special education certification whose duty is to coordinate special education services and to provide consultation to special education, resource and regular classroom teachers. (« coordonnateur ») "coordinator and clinician support" means support for clinical services and coordination of services for students with special needs. (« aide pour les coordinateurs et les spécialistes ») "counselling and guidance services support" means support for activities that involve (a) counselling of pupils and parents; (b) counselling with other staff members on learning problems; (c) evaluating the abilities of pupils; (d) assisting pupils in personal, career and social development; (e) providing referral assistance; and (f) working with other staff members in planning and conducting guidance programs for pupils. (« aide aux services de consultation et d'orientation ») "curricular materials" means textbooks, library books, reference books, workbooks, educational kits, charts, maps, globes, motion pictures, audio/video disks/cassettes/CD-ROMS, recordings and computer related material such as computer software and other instructional materials, and includes the costs of repairs of textbooks, and such other costs as may be approved by the minister, but does not include instructional equipment or hardware. (« matériel scolaire ») "designated school" means the school designated by the school board as the school within the division where the pupil resides that has space and offers the appropriate education required by the pupil. (« école désignée ») "dispersion factor" means the factor determined by dividing the division's eligible enrolment by the area of the division in square kilometres and the result rounded to the nearest 1/100. (« facteur de dispersion ») "division" means a school division and a school district established by the School Divisions and Districts Establishment Regulation , Manitoba Regulation 109/93. (« division ») "DSFM" means la Division scolaire franco-manitobaine. (« DSFM ») "early childhood development initiative support" means support provided to assist divisions in providing services, in partnership with parents and the community, for preschoolers to increase readiness for school. (« aide au développement de la petite enfance ») "early start French pupil" means a pupil in kindergarten to grade 3 in the English program who receives instruction in the French language for up to a maximum of 40 minutes per day. (« élève du cours de français pour jeunes débutants ») "education for sustainable development support" means support provided to incorporate education for sustainable development into all aspects of division and school activities, operations and programming through division-wide or school-based initiatives. (« éducation en vue du développement durable ») "elementary pupils" means the sum of the following pupils in total enrolment: (a) pupils in grades 1 to 8; (b) ungraded pupils under the age of 14; (c) 1/2 the kindergarten pupils. (« élèves de l'élémentaire ») "eligible enrolment" means eligible enrolment as determined under section 2. (« inscription recevable ») "eligible senior years technology education pupil" includes the following pupils who are enrolled in a technology education course: (a) a pupil who is included in the division's eligible enrolment in the current school year; (b) a pupil who enrolled in the division after September 29, but is otherwise qualified to be included in the division's eligible enrolment in the current school year. (« élève admissible du programme d'études techniques du secondaire ») "eligible small school" means (a) a school that is not located in the divisions of Louis Riel, Pembina Trails, River East Transcona, Seven Oaks, St. James-Assiniboia and Winnipeg; and (b) a school where the number of pupils eligible for support under item S of the Table is less than 15% of the total enrolment of the school on September 29 of the school year used to calculate support. (« petite école admissible ») "English as an additional language pupil" means a pupil whose first or other primary language is other than English, and who (a) is under 21 years of age as of December 31, does not have a diploma and requires specialized programming or additional services, or both, to develop English language proficiency; or (b) is enrolled in approved English as an additional language courses or approved senior years courses that have been reported with an "EAL" course designation, in accordance with the Subject Table Handbook or the Subject Table Handbook for Technology Education, and (i) has a diploma, or (ii) is over 21 years of age as of December 31. (« élève suivant des cours d'anglais langue additionnelle ») "English as an additional language support" means support for pupils whose first or other primary language is not English. (« aide au programme d'anglais langue additionnelle ») "enrolment change support" means support to help divisions adjust to increases and decreases to their eligible enrolment. (« aide en cas de modification de l'inscription ») "equalization support" means support provided in accordance with item Y of the Table to recognize the varying abilities of divisions to meet the cost of unsupported program requirements through the property tax base of the division. (« aide de péréquation ») "equivalent mining assessment" means the amount determined in accordance with the following formula: A/{[(B − C)/D] × 1,000} × 1,000 In this formula, A is mining revenue; B is (a) for The Flin Flon School Division, the special requirement reported in the division's financial statement for the preceding school year, and (b) for The Frontier School Division and The School District of Mystery Lake, the special requirement reported in the division's or district's financial statement for the preceding school year plus mining revenue; C is the net current year surplus or deficit reported in the division's financial statement for the preceding school year; D is the total school assessment for the division for the year in which the preceding school year commences. (« évaluation du revenu minier équivalent ») "financial statement" means the financial statements prepared by divisions in accordance with FRAME and submitted to the minister. (« états financiers ») "formula guarantee" means support provided to ensure that a division receives a minimum amount of operational support and school building support relative to the previous school year. (« garantie selon la formule ») "FRAME" means the standardized accounting system prescribed by the minister known as Financial Reporting and Accounting in Manitoba Education . (« FRAME ») "Français pupil" means a pupil attending a designated Français program, and whose recommended minimum percentage of instruction time in the French language is (a) 100%, for a kindergarten pupil; or (b) 75%, for a pupil in grades 1 to 12. (« élève en français ») "French Immersion pupil" means a pupil attending a designated French Immersion program, and whose recommended minimum percentage of instruction time in the French language is (a) for a kindergarten pupil, 100%; (b) for a pupil enrolled in a French Immersion program since kindergarten or grade 1, (i) 75%, for a pupil in grades 1 to 6, and (ii) 50%, for a pupil in grades 7 to 9; and (c) for a pupil who enrolled in a French Immersion program for the first time in (i) grade 4, 75%, if the pupil is in grades 4 to 6, (ii) grade 4 or grade 7, 50%, if the pupil is in grades 7 to 9, and (iii) kindergarten, grade 4 or grade 7, 50%, if the pupil is in grades 10 to 12. (« élève en immersion française ») "French 9-year course pupil" means a pupil in grades 4 to 12 in the English program (a) who receives instruction in the French language for the recommended minimum (i) 30 minutes a day, but no more than 40 minutes per day, if the pupil is in grades 4 to 6, (ii) 35 minutes a day, but no more than 45 minutes per day, if the pupil is in grades 7 and 8; or (b) who is enrolled in a French 9-year course, if the pupil is in grades 9 to 12. (« élève suivant le cours de français de neuf ans ») "FTE" means full-time equivalent. (« ÉTP ») "green economy" means economic activities that contribute substantially to preserving or restoring environmental quality and a sustainable future. (« économie verte ») "homeschool pupil" means a pupil primarily schooled at home but who attends a school in the division part of the time and has met the conditions in section 260.1 of the Act. (« élève recevant de l'enseignement à domicile ») "impaired mobility pupil" means a pupil with a severe mobility problem that requires the use of special equipment, such as a wheelchair or walker, and the use of a lift to access a specially equipped vehicle. (« élève dont la mobilité est réduite ») "Indigenous academic achievement support" means support provided to assist divisions with current programming or the implementation of new programs that target academic success for Indigenous students. (« aide à la réussite académique des élèves autochtones ») "Indigenous or international language course" means (a) for grades 1 to 8, instruction in an Indigenous or international language or in a subject in which the Indigenous or international language is used as the language of instruction for at least 120 minutes per six-day cycle; and (b) for grades 9 to 12, an approved course in an Indigenous or international language or in which the Indigenous or international language is used as the language of instruction for a subject area. (« cours de langue autochtone ou étrangère ») "Indigenous or international language support" means support provided for all languages other than English or French taught using approved curriculum in the public school system during the regular school day. (« aide pour l'enseignement des langues autochtones ou étrangères ») "individualized programming" means programming provided for a pupil in accordance with an individual education plan that complies with the criteria established in subsection 5(1) of the Appropriate Educational Programming Regulation , Manitoba Regulation 155/2005. (« programme d'études individualisé ») "information technology" means the application of technologies to the creation, management, and use of information related to computer systems and data, video and multimedia networks in office administration and the learning environment. (« technologies de l'information ») "instructional support" means support provided for classroom instruction. (« aide à l'enseignement ») "intensive French pupil" means a pupil in grades 5 to 8 in the English program who receives instruction in the French language for the recommended (a) 150 to 240 minutes a day for one half of the school year and 33 to 40 minutes a day for the other, if the pupil is in grade 5 or 6 and in the first year of instruction; (b) 33 to 40 minutes a day for the full school year, if the pupil is in grade 6 or 7 and in the second year of instruction; and (c) 37 to 45 minutes a day for the full school year, if the pupil is in grades 7 or 8 and in the third or fourth year of instruction. (« élève du cours de français intensif ») "intensive newcomers support" means specialized and intensive early intervention support services for English as an additional language for pupils in grades 6 to 12 with significantly disrupted or limited education due to war, civil conflict, poverty or cultural backgrounds, and includes support for divisions which experience high numbers of late enrolments of such pupils. ( «  soutien intensif aux nouveaux arrivants ») "kindergarten" means a course of instruction and training provided for children in the year before their enrolment in grade 1. (« maternelle ») "level 2 pupil" means a pupil who is severely multi-handicapped, severely psychotic, deaf or hard of hearing, severely visually impaired or very severely emotionally or behaviourally disordered, or has a diagnosis of a moderate Autism Spectrum Disorder. (« élève de niveau 2 ») "level 3 EBD pupil" means a pupil who is profoundly emotionally or behaviourally disordered. (« élève de niveau EBD3 ») "level 3 pupil" means a pupil who is profoundly multi-handicapped, profoundly deaf, blind, profoundly emotionally or behaviourally disordered, or has a diagnosis of a severe to profound Autism Spectrum Disorder. (« élève de niveau 3 ») "level 3 URIS Group A pupil" means a pupil in Group A of the Unified Referral Intake System. (« élève de niveau 3 du groupe A du système URIS ») "library services support" means support for school libraries, including the cost of employing personnel and purchasing library materials. (« aide pour les services de bibliothèque ») "literacy and numeracy support" means support provided for programs designed to improve literacy and numeracy achievement for students. (« aide à l'alphabétisation et à la numératie ») "loaded kilometres" means, in respect of a pupil who is eligible for support under clauses 9(1)⁠(a) to (e), the daily distance in kilometres for each school bus route operated by a division on September 29, from the point where the first pupil is picked up (a) on the way to school to the last point to which such a pupil is dropped off; and (b) after school to the last point at which such a pupil is dropped off. (« kilomètres en charge ») "mining revenue" means (a) for The Flin Flon School Division, the special levy divided by the total basic expenditures multiplied by the total mining revenue as reported in the City of Flin Flon municipal budget for the calendar year in which the preceding school year commences; and (b) for The Frontier School Division and The School District of Mystery Lake, the mining revenue reported in the division or district's financial statement of the preceding school year. (« revenus miniers ») "northern allowance support" means support to assist divisions with costs associated with operating remote and northern schools. (« indemnité pour le Nord ») "occupancy support" means support for the operation and maintenance of school buildings. (« aide à l'occupation ») "operating fund" means the operating fund as set out in FRAME. (« fonds d'administration générale ») "operational support" for the purpose of the definition in Part IX of the Act, means support calculated under this regulation excluding capital support. (« aide fonctionnelle ») "physical education support" means support provided to assist divisions with the costs associated with the implementation of the grades 11 and 12 Physical Education/Health Education credits. (« aide à l'éducation physique ») "professional development support" means support for activities designed to contribute to professional or occupational growth of instructional staff. (« aide au développement professionnel ») "prorated total school assessment" of a division for a school year means (a) the total school assessment of the division, excluding DSFM and any divisions included entirely or partly within the boundaries of DSFM; (b) for a division included entirely or partly within the boundaries of DSFM, in accordance with the following formula: A/B × C In this formula, A is the total school assessment of the division, B is the resident pupils of a division plus the DSFM resident pupils in the DSFM eligible enrolment who reside in DSFM territory that overlaps within the boundaries of the division of the preceding year, C is the number of resident pupils of a division of the preceding year; and (c) for DSFM, the sum of the total school assessment for each division included entirely or partly within the boundaries of DSFM less the amount prorated in clause (b). (« évaluation scolaire totale proportionnelle ») "Reading Recovery® teacher leader" means an experienced teacher who has completed a year of full-time study at a recognized training institute in preparation for training Reading Recovery® teachers. (« enseignant formateur en intervention préventive en lecture/écriture ») "resident pupil" means a resident pupil of a division who has the right to attend school under section 259 of the Act and is included in the eligible enrolment on September 29 of any division excluding The School District of Whiteshell. (« élève résident ») "school building factor" means the factor obtained by applying the following formula as of September 29 of the preceding school year: (0.2 × A) + (0.8 × B) In this formula, A is the total of the weighted ages of all active school buildings located in the division divided by the total of the weighted ages of all active school buildings in the province; B is, in square metres, the total area of all active school buildings in the division and any rented or leased space used for instructional purposes — plus, for The Frontier School Division, the approved area for teacher residential units — divided by the total area of all active school buildings in all the divisions in the province, any rented or leased space used for instructional purposes, and the approved area for teacher residential units for The Frontier School Division. (« facteur applicable aux bâtiments scolaires ») "school bus" means a school bus as defined in the School Buses Regulation , Manitoba Regulation 465/88 R. (« autobus scolaire ») "school of choice" means a school chosen by the pupil that is not the designated school. (« école choisie ») "school year" means the year commencing on July 1 and ending on June 30 of the following year. (« année scolaire ») "secondary pupils" means, in respect of the total enrolment, the pupils in grades 9 to 12 and the ungraded pupils age 14 and over, reduced by the following: (a) if a pupil is 21 years of age or older as of December 31 of the same school year and does not have a high school diploma, the number of approved courses being taken by the pupil in excess of four approved courses more than the required number for graduation, as a percentage of a regular course-load; (b) if a pupil is less than 21 years of age as of December 31 of the same school year and has a high school diploma, the number of approved courses being taken by the pupil in excess of four approved courses beyond the number taken in the year of graduation, as a percentage of a regular course-load. (« élèves du secondaire ») "senior years technology education program" means support for grade 9 to 12 courses in the subject areas of vocational industrial, industrial arts, home economics, and business and marketing. (« programme d'études techniques du secondaire ») "small schools support" means support to assist divisions in meeting the additional programming needs of eligible small schools. (« aide aux petites écoles ») "sparsity support" means support provided in recognition of the higher costs associated with sparsely populated rural divisions. (« aide relative à la dispersion ») "special class pupil" means a pupil who is unable to walk to school safely due to identified special needs. (« enfant en difficulté ») "special education services" means the provision of curriculum, instruction and related services specifically designed to meet the needs of pupils who are physically or mentally handicapped, have learning disabilities, have behavioural or emotional disorders or are gifted and talented. (« services d'aide à l'enfance en difficulté ») "specially equipped vehicle" means a vehicle used for transporting pupils in wheelchairs that is (a) a school bus equipped with wheelchair retaining devices in accordance with the School Buses Regulation , Manitoba Regulation 465/88 R; (b) a wheelchair-accessible vehicle that complies with CSA D409, Motor Vehicles for the Transportation of Persons with Physical Disabilities ; or (c) a van equipped with a lift or a ramp and tie-downs that comply with the Standards for Mobility Aid Securement Devices and Occupant Restraint Systems and Related Exemptions Regulation , Manitoba Regulation 28/2019. (« véhicule doté d'un équipement spécial ») "student services support" means support provided to assist pupils with mild to moderate learning and behavioural difficulties or considered at risk due to social, emotional, behavioural or physical factors that impact on their ability to succeed in school. (« aide pour les services aux étudiants ») "Table" means the Table in Schedule A. (« tableau ») "technology education course" means a senior years apprenticeship course, a business education and marketing course, a home economics course, a technical vocational course or an industrial arts course. (« cours d'enseignement technique ») "total enrolment" means the number of pupils enrolled in a division on September 29 of the preceding school year, unless otherwise provided for, but does not include homeschool pupils. (« inscription totale ») "unit credit" means an approved technology education course consisting of (a) a minimum 55 hours of instruction, counted as 0.5 unit credit; and (b) a minimum 110 hours of instruction, counted as 1.0 unit credit. (« unité ») "weighted age" means the total of the following, rounded to the nearest whole number: A/D + B/D + C/D In this formula, A is the active area of the original school building multiplied by the age of the original school building; B is the sum, for each active addition, of the area of the addition multiplied by the age of the addition; C is the sum, for each active portable classroom, of the area of each portable classroom used, multiplied by the age of the portable classroom; D is the sum of the areas of the original school building, all active additions and all active portable classrooms. (« âge pondéré ») M.R. 146/2023 Determining eligible enrolment 2(1) Eligible enrolment, in reference to the eligible enrolment of a school division for a school year, is determined on the basis of the number of pupils enrolled in the school division on September 29 of the preceding school year, unless otherwise provided, and includes pupils described in subsection (2) but excludes pupils described in subsection (3). 2(2) The following pupils are to be included in determining eligible enrolment under subsection (1): (a) a pupil approved by the minister who is enrolled in a public school in a neighbouring province; (b) a homeschool pupil, counted on the basis of one multiplied by the percentage obtained (i) by dividing the number of minutes the pupil attends school during the school day by 330, to a maximum of (A) 50% for kindergarten pupils, or (B) 90% for pupils in grades 1 to 8 and for pupils in grades 9 to 12 receiving individualized programming, (ii) in the case of pupils in grades 9 to 12 not receiving individualized programming, by dividing the number of approved courses the pupil is taking by the number of courses in the regular course-load of approved courses, to a maximum of 90%; (c) a pupil 21 years of age or older as of December 31 of the same school year who does not have a high school diploma or certificate of completion, counted on the basis of one multiplied by the percentage obtained (i) in the case of a pupil receiving individualized programming, by dividing the number of minutes the pupil attends school during the school day by 330, to a cumulative maximum of time attended beyond the year of graduation of 70%, or (ii) by dividing the pupil's course-load of approved courses by the number of courses in the regular course-load of approved courses to a cumulative maximum of four approved credits more than the number of credits required to graduate; (d) a pupil who has a high school diploma or certificate of completion, counted on the basis of one multiplied by the percentage obtained (i) in the case of a pupil receiving individualized programming, by dividing the number of minutes the pupil attends school during the school day by 330, to a cumulative maximum of time attended beyond the year of graduation of 70%, or (ii) by dividing the pupil's course-load of approved courses by the number of courses in the regular course-load of approved courses to a cumulative maximum of four approved credits more than the credits obtained in the school year of graduation. 2(3) The following pupils are to be excluded in determining eligible enrolment under subsection (1): (a) 1/2 of the number of pupils in the kindergartens of the school division; (b) nursery pupils; (c) Indigenous pupils enrolled in the school division and in respect of whose education a band, as defined in the Indian Act (Canada), or the Government of Canada will be required to make contributions to the school division in that fiscal year; (d) Canada supported pupils; (e) pupils the cost of whose education is paid from sources other than school divisions; (f) pupils who are not residents of a school division. 2(4) [Repealed] M.R. 134/2025 M.R. 146/2023 ; 127/2024 ; 134/2025 Application 3 This regulation applies to the 2024-2025 school year. M.R. 146/2023 ; 127/2024 ; 134/2025 Specific dates and holidays 4 Unless the context indicates otherwise, a reference to a specific date is a reference to a specific date in the 2024-2025 school year and if the date falls on a Saturday or a holiday, then it is to be read as the last school day before the Saturday or holiday. M.R. 146/2023 ; 134/2025 PART 2 OPERATIONAL SUPPORT Operational support 5 Except as otherwise provided in this Part, the amount of operational support a division is to receive is as set out in the Table. Enrolment criteria 6(1) To be eligible for funding under item R of the Table, a pupil must be included in the current year eligible enrolment of the division. 6(2) To be eligible for funding under items J, K, L, N, O and Q, a pupil must be included in the preceding year eligible enrolment of the division. Additional instructional support for small schools 7 Support under item A.1 of the Table is only payable in respect of a school that is not (a) a Hutterian school; (b) a First Nation school administered under an education agreement; or (c) a school located in The Frontier School Division. Sparsity support 8 Sparsity support under item B of the Table is only payable in respect of a school (a) located in a rural area or community with a population of less than 10,000 residents, based on 2016 Census data; (b) located in a division with a dispersion factor less than 10; and (c) where the eligible enrolment of the school divided by the number of grades in the school is less than 50 pupils per grade. M.R. 146/2023 ; 127/2024 Transportation — pupils for whom support is payable 9(1) For the purpose of item J of the Table, a division is entitled to receive transportation support for each of the following pupils who are transported on September 29: (a) a pupil who is a resident, as defined in section 1 of the Act, of the division enrolled in the designated school who meets any of the following criteria: (i) the pupil has more than 1.6 kilometres to walk to reach the designated school and (A) the pupil does not reside in the same community as the designated school, or (B) the designated school is Joseph H. Kerr School or the Leaf Rapids Education Centre, (ii) the pupil is an impaired mobility pupil, (iii) the pupil is a special class pupil; (b) a pupil included in the current year eligible enrolment for the Duke of Marlborough School who is not (i) an impaired mobility pupil, or (ii) a special class pupil; (c) a pupil who is a resident, as defined in section 1 of the Act, of the division who is enrolled in a school of another division to take a program not offered in the pupil's home division, in accordance with subsection 41(5) of the Act; (d) a pupil who has more than 1.6 kilometres to walk to reach the designated school located in the same community as he or she resides, if the pupil meets any of the following criteria: (i) the pupil is enrolled in kindergarten to grade 6, (ii) the pupil is enrolled in grades 7 to 12, and has more than 1.6 kilometres to walk to reach a public transit stop, (iii) the pupil is enrolled in kindergarten to grade 12, the designated school is in DSFM and the pupil must cross a division boundary to reach the designated school; (e) a pupil who (i) is enrolled in kindergarten to grade 12 in a school of choice in another division that is closer than the designated school, (ii) has more than 1.6 kilometres to walk to the school of choice or is an impaired mobility pupil or is a special class pupil, (iii) does not reside in the same community as the designated school, and (iv) is eligible for transportation support to the designated school; (f) a pupil who (i) is enrolled in a school of choice in the resident division, (ii) has more than 1.6 kilometres to walk to the school of choice or is an impaired mobility pupil or is a special class pupil, (iii) is eligible for transportation support to the designated school, and (iv) is transported on a bus route with loaded kilometres. 9(2) A division is also entitled to receive transportation support, at the relevant rate, for each pupil described in clauses (1)⁠(a) to (e) who, on September 29, receives an allowance. 9(3) In addition to the support set out in clause (g) of item J of the Table, (a) if the number of impaired mobility pupils in the division as of January 1 is greater than the number as of September 29, the division is entitled to receive support in an amount calculated by multiplying the number of additional impaired mobility pupils by 0.6 and multiplying the result by the corresponding rate in clause (g) of item J of the Table; (b) if an impaired mobility pupil is enrolled in the division for the first time between October 1 and December 31, the division is entitled to receive support in an amount calculated by dividing the number of months attended, including the month of registration, until December 31 by 10 and multiplying the result by the corresponding rate in clause (g) of item J of the Table; and (c) if an impaired mobility pupil is enrolled in the division for the first time between January 2 and June 30, the division is entitled to receive support in an amount calculated by dividing the number of months attended, including the month of registration, until June 30 by 10 and multiplying the result by the corresponding rate in clause (g) of item J of the Table. 9(4) For the purposes of calculating support under this section, impaired mobility pupils who enrolled in the division after September 29 must otherwise be qualified to be included in the division's eligible enrolment in the current school year. Exclusions re transportation support 10 Despite section 9, no transportation support is payable under item J of the Table in respect of a pupil who has a high school diploma or who is (a) receiving any board and room support; (b) a homeschool pupil; or (c) 21 years of age or older as of December 31 of the same school year. When transportation must be provided 11(1) A division must provide or make provision for transportation to and from school or provide an allowance for a pupil described in clauses 9(1)⁠(a) to (c). 11(2) The division that a pupil described in clause 9(1)⁠(e) is attending must provide him or her with an allowance if the pupil is not otherwise transported or provided with an allowance. Calculation of distance 12 For the purpose of this regulation, the calculation of distance relating to the transportation of pupils is in accordance with subsection 43(5) of the Act. Miscellaneous provisions re transportation 13(1) A division is entitled to receive transportation support at the relevant rate set out in item J of the Table for transporting a pupil enrolled in an independent school where (a) the division has entered into an agreement with the independent school in accordance with subsection 60(1) of the Act; (b) except for being enrolled in a division, the pupil transported meets the criteria set out in subsection 9(1); and (c) the pupil is included in the FTE eligible enrolment of the private school under the Private Schools Grants Regulation , Manitoba Regulation 61/2012, for the current school year. 13(2) If a division provides transportation for a pupil, the pupil must be transported (a) on a school bus; or (b) if the pupil is an impaired mobility pupil, (i) on a specially equipped vehicle, or (ii) in extraordinary circumstances and with the approval of the minister, on another type of vehicle. Exclusions re board and room support 14 For the purpose of item K of the Table, no board and room support is payable for a pupil who has a high school diploma or for a pupil who is (a) a homeschool pupil; or (b) 21 years of age or older as of December 31 of the same school year. Support for level 2 and level 3 pupils 15(1) In addition to the support set out in item L of the Table, (a) for approved level 3 EBD pupils and URIS Group A pupils: (i) if the number of pupils enrolled in a division as of January 1 is greater than the number as of September 29, the division is to receive support in an amount calculated by multiplying the number of additional pupils by 0.6 and multiplying the result by the corresponding rate in item L of the Table, and (ii) for an approved pupil who is enrolled in the division for the first time in the period October 1 to December 31 or the period January 2 to June 30, the division is to receive support in an amount calculated by dividing the number of months attended, including the month of registration, until the end of the applicable period by 10 and multiplying the result by the corresponding rate in subclause (i); and (b) despite clause (a), for The School District of Whiteshell, support for approved level 2 and level 3 pupils is the amounts determined under subclauses (a)⁠(i) and (ii). 15(2) For the purpose of this section, approved level 3 EBD and level 3 URIS Group A pupils and all approved level 2 or 3 pupils in The School District of Whiteshell who enrolled in the division after September 29 must otherwise be qualified to be included in the division's eligible enrolment in the current school year. 15(3) In addition to the level 2 and 3 support under item L of the Table, the minister may approve contingency support for exceptional circumstances. Senior years technology education support 16 For the purpose of item N of the Table, the minister may designate and approve technology education courses as either Category I or Category II approved courses. English as an additional language support 17(1) For the purpose of item O of the Table, (a) FTEs are to be calculated as follows: (i) a kindergarten pupil in the English program is counted as 0.5 FTE, (ii) subject to subsection (2), a pupil enrolled in (A) a Français or French Immersion program in kindergarten is counted as 0.25 FTE, and (B) any other Français or French Immersion program is counted as 0.5 FTE, (iii) for a pupil described in clauses 2(2)⁠(a) and (b) that is enrolled in (A) English or Senior Years Technology Education programs, the FTE counted is the amount equal to the eligible portion of the amount calculated in those clauses, or (B) Français or French Immersion programs, the FTE counted is the amount equal to the eligible portion of the amount calculated in those clauses multiplied by 0.5, (iv) any other pupil is counted as 1.0 FTE; (b) no support is payable for a pupil who is enrolled in kindergarten to grade 2 in a school in DSFM; and (c) support is limited to four consecutive school years commencing no later than the second year of enrolment, except for DSFM, where eligibility starts in grade 3. 17(2) A pupil included under paragraph (1)⁠(a)⁠(iii)⁠(B) is excluded under subclause (1)⁠(a)⁠(ii). 17(3) For the purpose of clause (1)⁠(c), a pupil who leaves Manitoba before completing four consecutive years and then later returns will, immediately upon his or her return to Manitoba, be eligible for the remaining years of support. 17(4) The minister may approve Intensive Newcomer Support grants based on submitted proposals to a provincial total of $945,000. Indigenous academic achievement support 18(1) In addition to the Indigenous academic achievement support under item P of the Table, the minister may approve support for the Building Student Success with Indigenous Parents project based on submitted proposals to a provincial total of $600,000. 18(2) Despite item P of the Table, the Indigenous academic achievement support payable to The Frontier School Division is $771,250. Literacy and numeracy 19 In addition to the literacy and numeracy support under item W of the Table, the minister may approve project funding for Reading Recovery® teacher leaders to a provincial total of $550,000. French language education 20 For the purpose of item R of the Table, one FTE is to be calculated as follows: (a) for Français or French Immersion pupils in kindergarten to grade 8, divide the percentage of instruction time in the French language taken in a school cycle by 75%, to a maximum result of 1.25; (b) for French 9-year course or early start French pupils, by dividing the average number of minutes of French language instruction per day by (i) 300 for pupils in kindergarten to grade 6, and (ii) 330 for pupils in grades 7 to 8; (c) for intensive French pupils, by averaging the percentage of instruction time in French for the school year. Student services 21(1) For the purpose of item F of the Table, (a) a school is eligible if it existed in the preceding school year and is not a Hutterian school; and (b) the socio-economic indicator is (i) for an eligible middle and senior years school where the enrolment is drawn from feeder schools, the sum of the socio-economic indicators for each feeder school calculated in subclause (ii) multiplied by the percentage of the eligible middle and senior years school's total enrolment drawn from each feeder school, and (ii) for all other eligible schools, the result of the following formula: (0.75 × A) + (0.25 × B) In this formula, A is the number of low income families with school-aged children as a percentage of total families with school-aged children in the school catchment area, based on 2016 Census data, B is the total number of pupils who transferred in and out of the school during the 2016-2017 school year as a percentage of the total enrolment of the school at September 30, 2016. 21(2) Despite subsection (1), the support payable to The Frontier School Division is $689,445. M.R. 146/2023 ; 127/2024 ; 134/2025 Small schools support 22 For the purpose of item S of the Table, if a school opens for the first time during the school year — but is not a renovated school, a school to which additions have been made or a school that replaces an existing school — small schools support is to be calculated based on the current year's enrolment of elementary pupils and secondary pupils. Northern allowance support 23 Northern allowance support under item U of the Table is only payable for eligible enrolment in a division located north of the 53rd parallel, École communautaire La Voie du Nord or in The Frontier School Division. Conditions re payment of operational support 24(1) To be paid the full amount of operational support under this regulation, a division must (a) send to the minister a copy of its audited financial statement for the preceding school year by October 31 of the school year; (b) fulfill all the requirements prescribed by this regulation; (c) make all other returns and do all other things required by the minister to be made and done; and (d) operate each school in the division for not less than the number of days in the school year as prescribed by the minister under the School Days, Hours and Vacations Regulation , Manitoba Regulation 101/95. 24(2) If a division fails to operate a school for the number of days prescribed in clause (1)⁠(d), the operational support payable to the division in respect of that school is reduced by the following, unless the reduction is waived by the minister: (a) $1.50 × A × B, for The School District of Whiteshell; (b) $12 × A × B, for other divisions. In the formulas in this subsection, A is the eligible enrolment of the school for the current school year; B is each day the division fails to operate the school.

24(3) To receive full support under each of the items N, O, P, V and W of the Table, a division must submit to the minister by October 31 of the current school year, for the applicable item, (a) a plan acceptable to the minister respecting current school year initiatives or programming, or both, that supports achievement for student success; and (b) a report indicating the actual amount expended on initiatives or programming, or both, related to the previous school year. 24(4) On or before July 15 following the school year, a division must report to the minister, on a form provided by the minister, the actual amount expended during the year for board and room support, transportation and other miscellaneous living expenses referred to in item K of the Table. PART 3 CAPITAL SUPPORT Definitions 25 The following definitions apply in this Part. "accommodations" means buildings used chiefly for conducting classes. (« locaux ») "capital expenditure" means an amount paid or payable by a division (a) under a security agreement; (b) in repayment of a security, or to a sinking fund created for the retirement of a security; (c) to purchase, erect, furnish, equip, enlarge, remodel, renovate or replace accommodations from money (i) deposited with the Minister of Finance in the School Division's Reserve Fund Account, and (ii) in its operating fund, where that money has been acquired through previous operating surpluses or inclusion of the expenditure in the school year; or (d) in a reserve established under section 200 of the Act. (« dépense en capital ») "factor for school building support" means the factor obtained by applying the following formula: 0.5 × (A + B) In this formula, as of September 29 of the preceding school year and excluding The School District of Whiteshell, A is the total of the weighted ages of all active school buildings located in the division divided by the total of the weighted ages of all active school buildings in the province; B is, in square metres, the total area of all active school buildings in the division plus, for The Frontier School Division, the approved area for teacher residential units, divided by the total area of all active school buildings in all the divisions in the province plus the approved area for teacher residential units for The Frontier School Division. (« facteur applicable à l'aide financière aux bâtiments scolaires ») "school building support" means support for providing items designated by the minister to be included in the school buildings support category. (« aide pour les bâtiments scolaires ») "School Division's Reserve Fund Account" means the money deposited by a division with the Minister of Finance under section 202 of the Act. (« compte du fonds de réserve des divisions scolaires ») "security" means a debenture or a promissory note issued by a division under the Act to raise money to purchase, erect, furnish, equip, enlarge, remodel, renovate or replace accommodations. (« titre ») "security agreement" means (a) an agreement between a division and the minister, or an agreement assumed by the division, providing for annual deductions from the support payable to the division in respect of security payments; or (b) an assignment, made or assumed by a division, of all or a portion of its support to the Government of Manitoba in respect of security payments or loan payments. (« entente relative aux titres ») "skills strategy equipment enhancement fund" means support for state-of-the-art equipment to improve technical vocational and industrial arts programs in grades 7 to 12 and to ensure that programming is relevant to current and future labour market needs and to the green economy. (« Fonds pour l'amélioration de l'équipement dans le cadre de la stratégie en matière de compétences ») "technology education equipment replacement support" means support provided for the purchase, lease or major repair of approved equipment, furnishings and other goods and services used in technology education courses. (« aide au remplacement de l'équipement d'enseignement technique ») M.R. 146/2023 School building support 26(1) The amount payable to a division as school building support is the lesser of (A + B) or C. 26(2) If the result of the following formula is greater than zero, then the result may be retained by the division as a credit against which expenses in the school buildings support category in the next school year are applied: (D + B − C) 26(3) If the allowable expenses for school buildings support in the next school year is less than the credit amount, then the amount of the unspent credit is returned to the minister. 26(4) In this section, A is the unexpended balance retained as a credit, as determined by B – C: B is the factor for school building support for the division, multiplied by $6,000,000; C is the allowable expenses for school building support reported on the Calculation of Allowable Expenses (Appendix A) in the current year's financial statement; D is the lesser of A and C. 26(5) By October 31 following the end of the school year, a division must report to the minister, on a form provided by the minister, the amount expended in the capital fund during the school year that is included in the school building support category. Technology education equipment replacement support 27 The amount payable to a division as technology education equipment replacement support is the amount determined in accordance with the following formula: (A/B) × $2,500,000 In this formula, A is the total expenditures for each division in approved technology education programs for the previous year plus approved adjustments for the current year; B is the total expenditures for all divisions in approved technology education programs for the previous year plus approved adjustments for the current year. Skills strategy equipment enhancement fund 28 The amount of support payable to a division for skills strategy equipment enhancement is the lesser of the following, based on the proposals for equipment enhancements submitted by the division: (a) the approved proposed amount; (b) the actual amount expended by the division. Capital support 29(1) The amount payable to a division by the minister as capital support is the lesser of (a) the amount approved by the minister; and (b) the actual amount of the capital expenditure, including the cost of land, buildings, equipment, labour, materials, fees, commissions, exchange, discounts and all other charges of any nature in connection with, or arising out of, the issue and sale of securities and the provision of accommodations. 29(2) No support is to be paid to a division under this section unless a statement, certified by the secretary-treasurer of the division, showing all payments made in respect of the provision of accommodations has been submitted to the minister on a form approved by the minister. 29(3) Despite the other provisions of this section, no capital support is to be paid to a division with respect to (a) the expenditure for capital purposes of money received by the division from the Government of Canada to assist in providing accommodations; (b) payments made from a sinking fund created to retire securities; (c) the expenditure for capital purposes of money received by the division as a donation or gift; or (d) the expenditure for capital purposes of money to replace or renovate accommodations, furniture or equipment damaged or destroyed by an event or occurrence for which the division was insured or could have been insured. PART 4 ADVANCES, EXCLUSIONS, REPEAL AND COMING INTO FORCE Advances in accordance with timetable 30(1) For the total of the support under subsection 17(4), sections 18 to 20, sections 26 to 27 and under the Table, the minister shall make the following advances to each division: (a) 6% of estimated support for the school year on September 10, October 10, November 10, December 10, January 25, February 25, March 25, April 25, May 25 and June 25; (b) 4% of estimated support for the school year on September 25, October 25, November 25, December 25, January 10, February 10, March 10, April 10, May 10 and June 10. 30(2) Support payable to The School District of Whiteshell under subsection 17(4), sections 18 to 20 and items A to X of the Table shall be made as follows: (a) 40% of estimated support for the school year in November; (b) 30% of estimated support for the school year in January; (c) 20% of estimated support for the school year in May; (d) 10% of estimated support for the school year in July of the next school year. 30(3) If the payment date of an advance falls on a non-business day, payment is to be made on the first business day before that day. 30(4) Despite subsections (1) and (3), if the minister considers it appropriate, the minister may direct that support be (a) withheld from advances and included at a later advance date; or (b) excluded from advances and paid separately. M.R. 127/2024 Exclusions re School District of Whiteshell 31 Despite the other provisions of this regulation, The School District of Whiteshell is not eligible to receive (a) support under Part 3; or (b) as provided in the Table, sparsity support (item B) or equalization support (item Y). Repeal 32 The Funding of Schools Program (2020-2021) Regulation , Manitoba Regulation 105/2021, is repealed. Coming into force 33 This regulation is deemed to have come into force on July 1, 2021. SCHEDULE A (Section 5) Operational support Definition — "reported allowable expense" 1 For library services, student services, counselling and guidance services and professional development support, "reported allowable expense" means as reported on the division's Calculation of Allowable and Unsupported Expenses schedule in the financial statements for the current school year. TABLE Item A — Instructional Support $1,927 × division's eligible enrolment (not attributable to pupils resident of The School District of Whiteshell). $1,115 × division's eligible enrolment attributable to pupils resident of The School District of Whiteshell. Item A.1 — Additional Instructional Support for Small Schools (section 7) $125,000 − (A + B), or zero if negative In this formula, A is the instructional support for the school; B is the sparsity for the school. Item B — Sparsity (section 8) $11 × A × [50 − (A/B)] In this formula, A is the eligible enrolment of the school; B is the number of grades in the school. Item C — Curricular Materials $60 × division's eligible enrolment. Item D — Information Technology $62 × division's eligible enrolment. Item E — Library Services Lesser of (a) the reported allowable expense for Function 600 — Instructional and Other Support Services, Program 20 Library/Media Centre; and (b) $92 × division's eligible enrolment. Item F — Student Services (section 21) Lesser of (a) the reported allowable expense for Function 200 — Student Support Services, Programs 210 to 260; and (b) A + B + C In this formula, A is $303 × division's eligible enrolment; B is $500 × per pupil reported in the division's eligible enrolment as being under the care of Child and Family Services; C is the sum, for all schools that are eligible, of the per pupil rate corresponding to the socio-economic indicator in Schedule E multiplied by the eligible enrolment of the school. Item G — Counselling and Guidance Lesser of (a) the reported allowable expense for Function 200 — Student Support Services, Program 70 Counselling Guidance; and (b) $83 × division's eligible enrolment. Item H — Professional Development Lesser of (a) the reported allowable expense for Function 600 — Instructional and Other Support Services, Program 30 Professional and Staff Development; and (b) $39, multiplied by the division's eligible enrolment, plus (i) $12 multiplied by the division's eligible enrolment, if the division's board office is more than 350 km from Winnipeg, or (ii) $7 multiplied by the division's eligible enrolment, if the division's board office is more than 100 km from Winnipeg but less than 350 km. Item H.1 — Physical Education $125 × division's eligible enrolment in grades 11 and 12. Item I — Occupancy Lesser of (a) $85,500,000 × the school building factor rounded to five decimal places; and (b) 68% × [A + (B − C)], but if (B − C) equals a negative number then it is deemed to equal zero. In this formula, A is the reported allowable expense for Function 800 — Operations and Maintenance, as reported on the division's Calculation of Allowable and Unsupported Expenses schedule in the financial statements for the preceding school year; B is the average of the total expenses in Function 800 — Operations and Maintenance, as reported in the financial statements for the years 2021-2022 and 2022-2023; C is the total expenses in Function 800 — Operations and Maintenance, reported in the financial statements for the preceding year. Item J — Transportation (section 9) The total of the following amounts: (a) $375 for each pupil described in subclause 9(1)⁠(a)⁠(i) or subclause (d)⁠(iii); (b) $290 for each pupil described in subclause 9(1)⁠(d)⁠(i) or (ii); (c) $375 for each pupil described in clause 9(1)⁠(c), (e) or (f) who does not live in the same community as the school attended; (d) $290 for each pupil described in clauses 9(1)⁠(c) and (f) who lives and attends school in the same community; (e) 60% of the rate in clause (a) for each pupil described in clause 9(1)⁠(b); (f) $490 for each special class pupil described in subclause 9(1)⁠(a)⁠(iii) or clause 9(1)⁠(c), (e) or (f); (g) $2,855 for each impaired mobility pupil described in subclause 9(1)⁠(a)⁠(ii) or clause 9(1)⁠(c), (e) or (f); (h) for each loaded kilometre travelled on each bus route operated by the division on September 29, (i) $111, where the dispersion factor for the division is 1.8 or more, (ii) $133, where the dispersion factor for the division is less than 1.8 but greater than 0.28, and (iii) $159, where the dispersion factor for the division is 0.28 or less, (i) $5 × division's eligible enrolment (general special needs purposes); (j) $5 × division's kindergarten to grade 6 eligible enrolment (transportation safety); (k) for each school bus route with loaded kilometres on September 29 that transports pupils who do not reside in the same community as the designated school or that is operated by DSFM, (i) $3,775 per bus, and (ii) $26.50 for each loaded kilometre. Item K — Board and Room Lesser of (a) the sum of $600 for each board and room pupil per month, or part of a month, to a maximum of $6,000 per pupil; and (b) the program expenses as reported on the Calculation of Allowable Expenses (Appendix A) in the current year's financial statement. Item L — Level 2 and 3 Pupils (section 15) 1 For pupils in The School District of Whiteshell receiving special education services on September 29: (a) $9,500 for each approved level 2 pupil; and (b) $21,130 for each approved level 3 pupil. 2 For all other divisions: (a) level 2 support for the previous year; (b) level 3 support for the previous year excluding support for level 3 EBD and level 3 URIS Group A pupils; and (c) $21,130 for each level 3 EBD pupil and level 3 URIS Group A pupil who is approved on September 29 and to whom a division provides special education services. Item M — Coordinator and Clinician Lesser of (a) the allowable expenses for coordinator and clinician support reported on the Calculation of Allowable Expenses (Appendix A) in the current year's financial statement or expenses approved by the minister; (b) the amount determined in accordance with the following formula: (A × B) + (C × D) In this formula, A is (a) $75 for divisions south of the 53rd parallel, and (b) $112 for divisions north of the 53rd parallel and for The Frontier School Division; B is the eligible enrolment; C is, for divisions with a dispersion factor less than 5, the sparsity rate resulting from the following formula, otherwise zero: $7 × (5 − the dispersion factor for the division) D is the eligible enrolment (or for DSFM, the eligible enrolment in schools outside of the City of Winnipeg only); and (c) in extraordinary circumstances approved by the minister, the lesser of (i) funding calculated in accordance with clauses (a) and (b), divided by 10 and multiplied by the number of months that services are provided, and (ii) allowable expenses in clause (a). Item N — Senior Years Technology Education (section 16) Total of (a) $165 per Category I unit credit and $55 per Category II unit credit for each eligible senior years technology education pupil (i) enrolled on September 29, or (ii) for a semestered technology education course, enrolled on September 29 or February 28; and (b) $5,500 for each approved senior years technology education program in the division on September 29. Item O — English as an Additional Language (section 17) Total of (a) $800 for each FTE English as an additional language pupil in Year 1; and (b) $750 for each FTE English as an additional language pupil in Years 2, 3 and 4. Item P — Indigenous Academic Achievement (section 18) $9,000,000 × the number of Indigenous families with children in the division divided by the number of Indigenous families with children in the province. Item Q — Indigenous and International Languages Total of (a) for each bilingual Indigenous or international language pupil, (i) $65, if the pupil is in kindergarten, and (ii) $130, if the pupil is in grades 1 to 12; and (b) $14 for each pupil enrolled in an approved Indigenous or international language course. Item R — French Language Education (section 20) Total of (a) $225 for each FTE intensive French pupil in grades 5 to 8; (b) $225 for each FTE Français or French Immersion pupil in kindergarten to grade 8; (c) $42.20 for each course taught in the French language taken by a Français or French Immersion pupil in grades 9 to 12; (d) $90 for each FTE French 9-year course pupil receiving at least the recommended amount of instruction time; and (e) $12 for each French 9-year course taken by a French 9-year course pupil. In the case of a FTE early start French pupil or a FTE French 9-year course pupil in grades 4 to 8 receiving at least 15 minutes a day in French, but less than the recommended minimum amount of instruction time, $45. Item S — Small Schools (section 22) For each eligible small school, the lesser of (a) the total of (i) the number of elementary pupils enrolled in the school in the preceding school year multiplied by (A) $51, if the average number of elementary pupils per grade (AEPG) is less than 5, or (B) $51 [$3.40 × (AEPG 5)], if the AEPG is greater than or equal to 5 and less than 20, (ii) the number of secondary pupils enrolled in the school in the preceding school year multiplied by (A) $212, if the average number of secondary pupils per grade (ASPG) is less than 10, or (B) $212 [$5.30 × (ASPG 10)], if the ASPG is greater than or equal to 10 and less than 50, and (iii) $5,300 for each school that qualifies for support under either subclause (i) or (ii); (b) the actual amount expended in respect of all small schools in the division to (i) improve the quality of education in small schools, and (ii) provide human and material resources not otherwise available to the schools, as reported in the Calculation of Allowable Expenses (Appendix A) as small schools program expenses in the current year's financial statement. Item T — Enrolment Change The greater of (a) for divisions with a decrease in eligible enrolment from September 29, 2022, to September 29, 2023, the amount determined in accordance with the following formula: (A − B) × (D/B) (b) for divisions with an increase in eligible enrolment from September 29, 2023, to September 29, 2024, the amount determined in accordance with the following formula: (C − B) × (D/B) In the formulas in this item, A is the division's eligible enrolment as of September 29, 2022, as set out in Schedule A.2 to this regulation; B is the division's eligible enrolment as of September 29, 2023; C is the division's eligible enrolment as of September 29, 2024; D is base support, excluding occupancy support. Item U — Northern Allowance (section 23) $670 × division's eligible enrolment. Item V — Early Childhood Development Initiative Sum of A + B In this formula, A is the greater of (a) $330 × the division's eligible enrolment in kindergarten, and (b) $5,500; B is the greater of C or D, where C is the sum, for each school in the division, of the following: $10 × (E − 28.6) × F In this formula, E is the readiness for school indicator measured by the Early Development Instrument, and F is the school's eligible enrolment in kindergarten, D is $10 × the division's eligible enrolment in kindergarten. Item W — Literacy and Numeracy (section 19) $80 × division's eligible enrolment. Item X — Education for Sustainable Development $700 × number of schools in the division for the previous school year. Item Y — Equalization A × 0.80 × B In this formula, A is, in the case of DSFM, $73,510,130, or is, in any other case — from the financial statement for the preceding school year — (a) the unsupported expenses as reported on the Calculation of Allowable and Unsupported Expenses Schedule, (b) plus, for The Frontier School Division, the special operating grant as reported on the Operating Fund — Revenue Detail Schedule; B is the result of the following formula to 3 decimal places: 1 − C/$688,800 In this formula, "C" is the result of the following formula, rounded to the nearest whole number: (D + E)/F In this formula, D is the prorated total school assessment for the division for the year in which the school year begins, E is any equivalent mining assessment, F is the greater of (a) the average of the number of resident pupils enrolled on (i) September 29, 2021, as set out in Schedule D.1 to this regulation, (ii) September 29, 2022, as set out in Schedule D.2 to this regulation, and (iii) September 29, 2023; and (b) the number of resident pupils enrolled on September 29, 2023.
