Building Fees Regulation
This regulation sets fees for building, plumbing, occupancy, inspection, and related permits, and it excludes mobile homes.

B93 Regulation 211/2002 Registered December 16, 2002 bilingual version (HTML) Definitions 1 In this regulation, "renovation" means the reconstruction of all or part of the interior or exterior, or both, of an existing building; (« rénovation ») "repair" includes work done to an existing building for the purpose of maintenance. (« réparation ») Application 2 This regulation does not apply to a mobile home. Fees 3 The fees payable under the Act for the issuance of permits and the conduct of inspections are set out in the Schedule to this regulation. Repeal 4 The Building Fees Regulation , Manitoba Regulation 71/97, is repealed. Coming into force 5 This regulation comes into force 30 days after the day it is registered. SCHEDULE (Section 3) FEES FOR PERMITS AND INSPECTIONS BUILDING PERMITS Building permit fee 1(1) The fee for a building permit for the construction, erection, placement, renovation, alteration or repair of a building, other than a one- or two-family dwelling unit, is the greater of the following: (a) $200; or (b) the sum of (i) 1% of the first $1 million in the value of the work, and (ii) 0.6% of the remaining value in the work, when the total value of the work exceeds $1 million. 1(2) For purposes of this section, "value of the work" means the value of all construction work, including the value of all renovation and repair work, as stipulated in the contract price for the total project. M.R. 105/2012 BUILDING PERMITS FOR DWELLING UNITS Building permit for one- or two-family dwellings 2(1) The fee for a building permit for the construction, renovation or repair of a one- or two-family dwelling unit is as follows: (a) if the value of the work is $100,000 or less, 1.25% of the value of the work; (b) if the value of the work is over $100,000, 1.25% on the first $100,000 and 0.75% of the value of the work over $100,000. 2(2) Despite subsection (1), the minimum fee for a building permit under this section is $75. 2(3) For the purposes of subsection (1), the value of construction, renovation or repair work is to be calculated on the following basis: (a) for the main floor of the dwelling unit, including the basement: $484 per square metre ($45 per square foot); (b) for the second or any other floor of the dwelling unit: $350 per square metre ($33 per square foot); (c) for the replacement of a basement, including foundations, piles and grade beams: $269 per square metre ($25 per square foot); (d) for a surface foundation: $135 per square metre ($13 per square foot); (e) for an attached garage or attached accessory building, including the foundation: $201 per square metre ($19 per square foot); (f) for a porch or open deck: $68 per square metre ($6 per square foot). M.R. 95/2018 OTHER BUILDING PERMITS Permit for detached accessory structure 3 The fee for a building permit for the construction of a detached garage or other detached accessory structure is $75. M.R. 95/2018 Permit for swimming pool 4 The fee for a building permit for the construction of an outside swimming pool, above or below ground, including any related decking or fencing is $119. M.R. 95/2018 Permit for basement finishing 5 The fee for a building permit for the finishing of a basement or the finishing of the lower level of a bi-level house is $75. M.R. 95/2018 Permit for a temporary building 6 The fee for a building permit for the construction, erection or placement of a building on a site for a temporary period of time is the same as the fee for a building permit plus $30. per month until the building is removed from the site. Permit for relocating building 7 The fee for a permit to relocate a building or structure or part of a building or structure is $60. Fee for demolishing building 8 The fee for a permit for the demolition of a building is $60. PERMITS FOR PLUMBING WORK Plumbing work in new homes 9(1) The fee for a permit for plumbing work in a new one- or two-family dwelling unit, including the installation of equipment during construction, is $125. 9(2) The fee for a permit for the installation, including the roughing-in where the work is done by the same person, of any plumbing fixture, device or unit, but not including work referred to in subsection (1), is $15. per fixture, device or unit. 9(3) The fee for a permit for the roughing-in only of a plumbing outlet for any plumbing fixture, device or unit is $15. 9(4) Despite subsections (2) and (3), the minimum fee for a permit for plumbing work under those subsections is $60. M.R. 95/2018 OCCUPANCY PERMITS Occupancy permits 10(1) Subject to subsection (2), the fee for any occupancy permit to occupy any newly constructed, renovated or repaired building where a building permit has been issued is $50. 10(2) Subsection (1) does not apply with respect to the construction, renovation or repair of a one- or two-family dwelling unit. INSPECTION Inspection during regular hours 11 Where an inspection of a building or plumbing system, other than an inspection following the issuance of a permit, is requested and conducted during regular office hours, the fee for the inspection is $60. per hour or fraction thereof, plus travelling expenses. Inspection outside regular hours 12 Where an inspection referred to in section 11 is conducted outside regular office hours, the fee for the inspection is $80. per hour or fraction thereof, plus travelling expenses. Refund on cancellation of permit 13 Where a permit is surrendered for cancellation within six months after the day it is issued, the holder of the permit shall be refunded the fee paid for the permit less the following amounts: (a) $20.; (b) $60. for each inspection conducted after the permit was issued. Fee for permit after work commenced 14 Where for any reason a permit is not obtained before the commencement of the work for which a permit is required, the fee for a permit is twice the amount prescribed in this Schedule.
