(« nomination ») Board membership 2(1) Subject to subsection (2), a member of the board shall be at least 18 years of age and resident in the district. 2(2) At the request of the board, the Lieutenant Governor in Council may approve non-resident members on the board. 2(3) Subject to subsection (2), where a board member ceases to reside in the district, he or she ceases to be a member of the board and a vacancy on the board occurs. 2(4) Where a member of a board dies, resigns, is removed from office or where a vacancy otherwise occurs in the membership of a board, the vacancy shall be filled by the board within three months of the occurrence of the vacancy by appointing a person to the board and the person so appointed shall serve for the balance of the unexpired term of office of his or her predecessor. 3(1) Appointment, nomination or election to a board may be for a term of up to three years. 3(2) No one may serve successive terms the aggregate of which exceeds nine years. M.R. 220/89 Annual public meeting 4(1) A board shall once a year call and conduct within the district a public general meeting to review the operation of the programs and services provided by the board for the preceding 12 month period and discuss proposals for the operation of the district for the ensuing 12 month period. 4(2) At least three weeks prior to the annual public meeting, notice of that meeting shall be (a) posted in various public locations throughout the district; (b) posted in the premises operated by the board; and (c) published twice in newspapers distributed in the district, if it is practicable to do so. 4(3) Every resident of the district is entitled to be present and to be heard at the annual public meeting. 4(4) The board shall forthwith prepare and publish minutes of each annual public meeting, and a copy of the minutes shall be (a) posted and maintained for a continuous period of one month at a convenient and conspicuous location at each facility operated by the board; and (b) provided forthwith to the minister, to each affected municipality or local government district or the appropriate member of the Executive Council as the case may be, and to such other person as may be prescribed by order of the minister. 4(5) The procedure to be followed at the annual public meeting shall be: (a) call to order (b) reading and adoption of minutes (c) business arising out of minutes (d) annual reports of officers and standing committee (e) annual report of administrator/executive director (f) reports of special committee (g) election or appointment of members to the board (if applicable) (h) new business (i) adjournment
