The minister must develop, consult on, publish, and regularly review a cooperative housing strategy for Manitoba, and report on implementation each year.

"cooperative housing" means housing provided by housing cooperatives. (« habitation coopérative ») "housing cooperative" means a housing cooperative as defined in The Cooperatives Act . (« coopérative d'habitation ») "minister" means the minister appointed by the Lieutenant Governor in Council to administer this Act. (« ministre ») Purpose 2 The purpose of this Act is to promote, stimulate and sustain cooperative housing by developing and implementing a cooperative housing strategy. Cooperative housing strategy to be developed 3 Within 12 months after the coming into force of this Act, the minister must develop a cooperative housing strategy, after consulting in accordance with section 7. Principles to guide strategy 4 The cooperative housing strategy must be based on the following principles: Consultation: Given the participatory nature of cooperatives, consulting about the strategy is necessary. Cooperative Advantage: To promote cooperative housing, it is necessary to profile the advantages of the member and community benefits specific to housing cooperatives, a distinct type of housing. Diversification: To stimulate the cooperative housing sector, it is necessary to diversify the sector to include a variety of financial and organizational models for cooperative housing, such as (a) residential housing provided by housing cooperatives on a not for profit basis; (b) residential housing provided by housing cooperatives on a for profit basis, including on the basis of full, limited or shared equity member participation; and (c) residential housing provided by housing cooperatives with multiple classes of membership shares and a diverse membership base. Innovation: To sustain the cooperative housing sector, it is necessary to increase public awareness of (a) the variety of financial and organizational models for cooperative housing; and (b) innovative uses of cooperative housing to fulfill housing needs, such as the need for workforce, student or urban housing. Contents of strategy 5 The cooperative housing strategy must include goals, objectives and activities to promote, stimulate and sustain cooperative housing in Manitoba. Strategy reviewed every five years 6 The cooperative housing strategy must be reviewed by the minister at least once every five years, after consulting in accordance with section 7. Consultation on strategy 7 In developing and reviewing the cooperative housing strategy, the minister must consult with (a) persons who are members of housing cooperatives; (b) persons who are cooperative sector representatives; and (c) any other persons, organizations or entities that the minister considers appropriate. Publication 8 The minister must ensure that a description of the cooperative housing strategy is published on a government website and that it includes information about various types of cooperative housing and information about how to establish and govern housing cooperatives. Annual report on strategy 9(1) Within six months after the end of each fiscal year, the minister must prepare a report on the progress made and the activities undertaken in relation to implementing the strategy in the previous year. Report included in department's annual report 9(2) The minister must include the report prepared under subsection (1) in the annual report of the department over which the minister presides. Delegation by minister 10 The minister may, in writing, delegate any power conferred or duty imposed on the minister under this Act (a) to an employee of the department over which the minister presides; or (b) to The Manitoba Housing and Renewal Corporation. C.C.S.M. reference 11 This Act may be referred to as chapter C221 of the Continuing Consolidation of the Statutes of Manitoba . Coming into force 12 This Act comes into force on the day it receives royal assent.
