The Mandatory Training for Provincial Employees (Systemic Racism and Human Rights) Act, C.C.S.M. c. M25 (Assented to May 30, 2023) bilingual version (HTML) HIS MAJESTY, by and with the advice and consent of the Legislative Assembly of Manitoba, enacts as follows: Definitions 1 The following definitions apply in this Act. "implicit bias" means attitudes and stereotypes that affect a person's perceptions, actions and decisions in an unconscious and automatic manner. (« préjugés implicites ») "minister" means the minister responsible for the administration of The Public Service Act . (« ministre ») "provincial employee" means a person employed (a) by the government; or (b) by a government agency as defined in The Financial Administration Act . (« employé provincial ») Training program 2(1) The minister must establish an annual training program for provincial employees that aims to eliminate systemic racism and to advance understanding of human rights. Content 2(2) The training program must address how (a) racism can be challenged; (b) implicit bias is unconscious and automatic; and (c) racism and bias result in unequal treatment of people based on ancestry or ethnicity. Human rights to be addressed 2(3) The training program must address legal rights and obligations under The Human Rights Code . Training program mandatory 3(1) Each year, every provincial employee must complete the training program established under section 2, in the manner directed by the minister. Minister to consult with government agencies 3(2) The minister must consult with government agencies before making a direction with respect to their employees. C.C.S.M. reference 4 This Act may be referred to as chapter M25 of the Continuing Consolidation of the Statutes of Manitoba . Coming into force 5 This Act comes into force on the day it receives royal assent.
