This Act restricts releases, waste handling, pesticides, and abandoned vehicles, and gives the minister and inspectors powers to act. Committees or franchise holders must run the waste system, collect rates, report annually to the minister, and follow disposal-site controls. People must pay applicable rates, publish notice before certain applications, and cannot remove waste from a disposal site unless legal conditions are met.
