NEWFOUNDLAND AND LABRADOR REGULATION 74/25 Fair Registration Practices Regulations under the Fair Registration Practices Act (O.C. 2025-216) (Filed August 7, 2025) Under the authority of section 22 of the Fair Registration Practices Act, the Lieutenant-Governor in Council makes the following regulations. These regulations may be cited as the Fair Registration Practice Regulations . 74/25 s1 Back to Top Interpretation 2. (1) In these regulations (a) "Act" means the Fair Registration Practices Act ; (b) "business day" means a day other than a Saturday, Sunday or holiday; (c) " internationally-educated applicant" means an applicant (i) who gained the relevant academic qualifications for the regulated profession outside of Canada, and (ii) who, at the time the applicant applies to a regulatory body to be registered in the regulated profession, is not registered with a body that regulates the same profession in a province or territory in Canada; and (d) "labour mobility applicant" means an applicant who, at the time the applicant applies to a regulatory body to be registered in the regulated profession, is registered with a body that regulates the same profession in a province or territory in Canada other than the province. (2) For the purposes of the Act and these regulations, "register" does not include a renewal of a registration. 74/25 s2 Back to Top Registration decisions 3. A regulatory body shall make its registration decision and provide written notice of the decision together with written reasons to an applicant as follows: (a) for internationally-educated applicants, no later than 50 business days after all information determined necessary by the regulatory body has been received in relation to the application for registration; (b) for labour mobility applicants, no later than 20 business days after all information determined necessary by the regulatory body has been received in relation to the application for registration; and (c) for all other applicants, no later than 50 business days after all information determined necessary by the regulatory body has been received in relation to the application for registration. 74/25 s3 Back to Top Internal review 4. (1) A regulatory body shall provide a process for an internal review of a registration decision no later than 10 business days after written reasons for the registration decision were provided to the applicant. (2) An applicant may request an internal review of a registration decision no later than 30 business days after receipt of the written reasons for the registration decision. (3) A regulatory body shall make its internal review decision and provide written notice of the decision together with written reasons to an applicant as follows: (a) for internationally-educated applicants, no later than 50 business days after all information determined necessary by the regulatory body has been received in relation to the request for an internal review; (b) for labour mobility applicants, no later than 40 business days after all information determined necessary by the regulatory body has been received in relation to the request for an internal review; and (c) for all other applicants, no later than 40 business days after all information determined necessary by the regulatory body has been received in relation to the request for an internal review. 74/25 s4 Back to Top Review of registration practices 5. (1) A regulatory body shall (a) undertake a review of its registration practices every 3 years; and (b) submit a report to the minister regarding the results of the review no later than 60 business days from the completion of the review. (2) In addition to the matters prescribed in subsection 10(2) of the Act, a review of a regulatory body's registration practices shall include (a) t he measures taken by the regulatory body to ensure that assessments by third party assessors have been conducted in a transparent, timely and fair manner; and (b) the regulatory body's internal review process. 74/25 s5 Back to Top Notice of changes 6. A regulatory body shall notify the minister of a proposed change to its practices for the assessment of qualifications or any conditions of registration no later than 3 business days after the regulatory body approves the proposed change. 74/25 s6 Back to Top Commencement 7. These regulations come into force on the date the Fair Registration Practices Act comes into force. 74/25 s7
